The United States Department of Interior, Bureau of Ocean Energy Management (BOEM) is proposing to award a Firm Fixed Price (FFP) Purchase Order to the University of Texas at Austin.
BOEM has a requirement for the Gulf Coast Carbon Center (GCCC) membership. The period of performance shall be January 1, 2023 through December 31, 2023. The total estimated cost for this requirement is $50,000.00.
This justification is hereby prepared in accordance with FAR 13.106-1(b)(1)(i) – Soliciting from a Single Source. The required membership is solely available through the University of Texas at Austin.
The membership will provide BOEM with valuable information on the entire CCS ecosystem. The topics included in membership are finance and policy, as well as full access to technical work.
GCCC disseminates information quickly to keep pace with developments in the CCS industry. All members have access to online portals that contain both current and past research and data. Of particular benefit to BOEM will be the technical support from GCCC staff to transfer knowledge and key concepts on storage complex design, operations, monitoring, and targeted research. All affiliates are invited to participate in biannual GCCC meetings.
Market research indicated that the GCCC is the sole provider of research related to the storage of Carbon Dioxide in the outer Continental Shelf of the Gulf of Mexico. The membership concentrates on both the industry-supported and academic research and study of the Gulf of Mexico basin related to the storage of carbon dioxide. There is no other membership available that meets BOEM’s needs. The University of Texas at Austin is the only source available to procure the membership. There are no third-party resellers of the membership. A FBO notice will be posted in accordance with FAR 5.2.
