PROJECT DESCRIPTION
National Park Service (NPS) National Mall and Memorial Parks (NAMA) seeks a contractor to perform all activities associated with the operations, maintenance, and repairs of the World War I Memorial. The World War I Memorial comprises the area in Washington, D.C., between 14th and 15th Streets NW, and Pennsylvania Avenue North and South, from curb to curb.
During the life of the contract, individual pieces of equipment or complete systems may be replaced. The Contractor is responsible for maintenance of replacement equipment and systems. As a work of art, the maintenance and repair requirements demand special care because of the construction materials, e.g., granite, stainless steel, bronze sculptures, etc.
The most visible memorial systems, and consequently those requiring the most intensive management, are the landscaping and the fountain system including water pumps, filtration systems, water treatment system, and ancillary components that assure quality water flow through the sculpture wall and pool, as well as the memorial lighting system. The nature of the required services is within the abilities of typical maintenance and repair journeymen electricians, plumbers, and other mechanical tradesmen. However, the performance of this contract requires additional expertise and extensive experience maintaining and fine-tuning fountain systems. Essentially, this is a memorial with a 58-foot sculpture mounted on a wall with a fountain cascading from beneath the sculpture and over the top of a corduroy stone wall behind the sculpture into a pool below, as well as a separate, thin plane of water (“scrim”) in the center of a viewing platform. In addition, there are landscape irrigation systems as well, but these are not of unusual design.
The central maintenance issues are the different elements of the water features and the landscape. In addition, the memorial’s systems are vulnerable to a variety of visitor and natural disruptions. The pools are susceptible to the collection of leaves, debris, and organic growth. The water features are subject to staining, mineral deposits, efflorescence, as well as visitor memento items that may clog drains and filters or even damage pumps. The landscape and hardscape require constant weeding which is the removal of anything that was not intentionally planted or part of the overall site design.
Illumination is another key architectural aspect of the memorial and, as such, requires constant surveillance to assure all lighting fixtures are functioning properly. In addition, an underground Equipment Control Center (ECC) contains circulation pumps, sump pumps, electrical distribution systems, air-conditioning units, water heaters, water treatment system, control systems and a large water cistern. Maintaining these systems requires a preventive maintenance program, a predictive maintenance program and repair capabilities.
The nature of the work required to maintain memorial cleanliness and orderliness are within the abilities of an experienced general maintenance technician, though there are several aspects requiring more specialized experience. Principal duties are keeping the park free of litter, weeding the landscape and hardscape, raking the mulched areas to ensure smoothness and desired thickness, keeping the site free of weeds, removal of trash and debris from the pool, polishing metal surfaces, cleaning stone faces, cleaning pavers and assuring the pools remain clean and clear.
The sheer size, number, and physical arrangement of these areas present a supervisory and quality control challenge. All system disruptions and visual blemishes must be addressed in a timely manner in order to preserve the overall “Exceptional Appearance” of the memorial as envisioned by its designers and expected by the NPS and the public. Maintaining an “Exceptional Appearance” condition of the memorial presents the most immediate and continuous contractor objective.
The contractor effort is further complicated by the requirement to honor the privacy of visitors to the memorial. To that end, while considerable effort must be ongoing, it must be accomplished in an unobtrusive manner as possible. Therefore, the contractor must balance the urgent requirement to perform maintenance, repair, and cleaning tasks with the same need to maintain the lowest possible profile so as not to disturb the solemnity of visitors to the site. The conduct of the workforce must be ever mindful of the emotional significance of the memorial and the sensitivity of visitors.
In accordance with FAR 22.1002-2, the prevailing wage rates will apply.
USDA BioPreferred product categories apply to this acquisition. For more information regarding the Department of Agriculture Biobased Program go to: http://www.biopreferred.gov.
