About this file
This document is a Justification for Other than Full and Open Competition (JOFOC) regarding a simplified acquisition for telecommunications shelters. The Bureau of Land Management (BLM) requires two compact communication buildings with Faraday cage technology to protect sensitive digital radio equipment and batteries from external threats such as earthquakes, weather, and electromagnetic interference. The shelters must meet Motorola R-56 standards for BLM radio sites and be easily installed and removed without leaving a footprint. The JOFOC states that Pepro is the only manufacturer that provides the required Faraday cage technology and integrated fixed radio site design, justifying the sole source procurement. The related contract opportunity is Solicitation Number 140L1224Q0027 for Telecommunications Shelters.

Bureau of Land Management
Justification for Other than Full and Open Competition
FAR 13.106-1(b)(1) Simplified Acquisitions
140L1224Q0027
Telecommunications Shelters
1. Identification of the agency and the contracting office.
Bureau of Land Management, California Stat Office Division of Support services, Telecommunications Branch 2800 Cottage Way Sacramento, Suite W-1623, CA 95825
2. Description of supply or service required to meet the agency’s needs.
The government requires two compact communication buildings incorporating a faraday cage that can protect the sensitive digital radio equipment and batteries from external threats such as:
earthquake, snow, ice, wind, lightning, radio frequency interference, passive inter-modulation and electro-magnetic radiation and pulses. One 8’ x 14’ (Fissure Peak) and one two bay micro site (Old Woman’s Peak). Fixed sites can be installed and removed in less than a day and never leave a footprint and also meets and or exceeds all Motorola R-56 standards for BLM radio sites.
3. The rationale or circumstances for limiting competition.
Pepro makes the only communication site with Faraday cage technology. Pepro’s integrated fixed radio sites require no foundation and no excavation, which eliminates the need for geo-technical, environmental impact, and/or archeological studies after initial site selection approval.
Fixed sites can be installed and removed in less than a day and never leave a footprint. Pepro also meets and or exceeds all Motorola R-56 standards for BLM radio sites.
