III. SCHEDULE OF SUPPLIES/SERVICES:
Background. The US Army Corps of Engineers (USACE) Hydrologic Engineer Center (HEC) Ecosystem Functions Model (EFM) is an HEC software designed to help study teams determine ecosystem responses to changes in the flow regime of a river or connected wetland. EFM analyses involve: 1) statistical analyses of relationships between hydrology and ecology, 2) hydraulic modeling, and 3) use of Geographic Information Systems (GIS) to display results and other relevant spatial data. Through this process, study teams are able to visualize and define existing ecologic conditions, highlight promising restoration sites, and assess and rank alternatives according to predicted changes in different aspects of the ecosystem.
EFM is applied in concert with two other HEC software tools. EFM Plotter helps users view, navigate, and interpret time series and statistical output generated by EFM (per #1 above). GeoEFM supports spatial analyses commonly done during applications of EFM (per #3 above). EFM Plotter works seamlessly with EFM. As with EFM, EFM Plotter interface labels are available to users for editing. GeoEFM projects are created separately and then synchronized with EFM projects. Use of GeoEFM requires licenses related to proprietary ArcGIS software.
This requirement is to create a new software application called EFM Mapper, which is designed to work seamlessly with EFM and assist with management and viewing of spatial data, computation and comparisons of habitat areas, applications of habitat suitability indices, and assessment of habitat functionality.
EFM Mapper is envisioned as a GIS software. Much of the fundamental GIS functionality needed in EFM Mapper (e.g., add layers, view layers, zoom, pan, symbology, etc.) has already been coded for other HEC software. The existing software most relevant to EFM Mapper and its fundamental GIS needs is HEC-EFMSim. EFM Mapper also will leverage HEC-RPT (Regime Prescription Tool) and HEC-EFM Plotter code.
The contractor shall adapt existing HEC ecological software code to create EFM Mapper per the following categories: 1) user interfaces, 2) basic GIS functionality, 3) custom GIS functionality, 4) connections with EFM, and 5) code management and build systems.
Tasks:
Task 1 - Adapt existing code to support creation of a new software called EFM Mapper. This task is about creating a new software called EFM Mapper, which is designed to work seamlessly with EFM and assist with management and viewing of spatial data, computation and comparisons of habitat areas, applications of habitat suitability indices, and assessment of habitat functionality.
Task 2 - Ongoing Modifications and Software Support for HEC Java Software related to Ecosystems. The contractor shall provide services to support HEC and perform maintenance and minor modifications of HEC java software related to ecosystems.
Deliverables and Schedule.
Period of Performance:
The period of performance is stated per each task. Task 1 shall be completed within 360 days of contract award. Task 2 shall be completed within 730 days of contract award.
Place of Performance:
The Offeror’s facility. See the Performance Work Statement (PWS) for additional information.

The offeror shall be evaluated on their proposals submitted in response to the solicitation
Factor 2 “Organizational Management and Key Personnel”: The offeror’s proposal will be evaluated on their ability to demonstrate a feasible management plan and organizational structure for accomplishment of work and services of the magnitude involved in this contract. The offeror’s organizational structure chart must demonstrate a clear hierarchy, delineate responsibilities, and establish overall coordination between the contractor and the Government. The offeror’s proposal will be evaluated on the adequacy of the proposed work force required to respond to the fluctuating workloads and requirements in response to contract requirements. The offeror must demonstrate sufficient technical and administrative facilities and staff to accomplish and support contract requirements. The offeror’s proposal will be evaluated to the extent that it demonstrates availability of qualified key personnel, including the combined experience of the support personnel covering software development specifically in context to water resource engineering and planning software tools and models, and the appropriateness of education/expertise of key personnel. The offeror’s proposal will be evaluated to the extent that it demonstrates availability of proposed staff for multiple tasks simultaneously in accordance with the Labor Categories identified in the PWS.
Factor 3 “Past Performance”: The offeror’s past performance will be reviewed to determine recency, relevancy, and the quality of performance on the past contracts. The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS.

Offerors may be asked to clarify certain aspects of their offer (e.g., the relevance of technical capability information).
Factor 1 “Technical Understanding and Approach”, and Factor 2 “Organizational Management and Key Personnel” will be evaluated using the following combined technical/risk adjectival ratings:
Combined Technical/Risk Ratings:
Color Rating Adjectival Rating
Description
Blue
Outstanding
Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Purple
Good
Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Green
Acceptable

Red
Unacceptable
Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is un-awardable.
Factor 3 “Past performance” for the previous three years will be evaluated in accordance with FAR 15.305(a)(2) and the DoD Source Selection Manual. The criteria to establish relevancy will be stated in the solicitation. Consideration will be given to those aspects of an offeror’s contract history that would give the greatest ability to predict whether the offeror will satisfy the current requirement. The Government will use data provided in the offeror’s proposal and data obtained from other sources, such as the Contractor Performance Assessment Reporting System (CPARS). In the case where an offeror does not have record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance in accordance with FAR 15.305(a)(2)(iv). Therefore, the offeror shall be determined to have unknown past performance. Offerors determined to have unknown past performance will receive a neutral rating. Past Performance will be evaluated on relevancy and confidence using the following ratings:
a. Past Performance Relevancy Ratings:
Very Relevant
Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Neutral Confidence
No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence
Based on offeror’s recent/relevant performance record, the Government has no expectation that the offeror will successfully perform the required effort.
Factor 4 “Price” will not be rated but will be evaluated to determine whether it is reasonable. Price reasonableness will be determined through price analysis techniques as described in FAR 15.404-1(b). The solicitation will contain a price schedule that the offerors will be required to complete. The price schedule will provide all labor categories and their hourly estimates per year. The level of effort for each labor category is based on historic and projected use. The offeror will fill in the hourly rates per labor category per year; the totals will auto populate. The Government may determine that an offer is unacceptable and may be rejected if the prices are significantly unbalanced.
Importance of Evaluation Factors Factor 1 “Technical Understanding and Approach” is more important than Factor 2 “Organizational Management and Key Personnel” which is more important than Factor 3 “Past Performance”.
The non-price factors, when combined, are significantly more important than the price.
