Section C - Descriptions and Specifications
PERFORMANCE WORK STATEMENT
FOR ARBORIST TO
IDENTIFY TREES ON OFF BASE PROPERTIES WITHIN THE GLIDE PATH
OUTSIDE OF DOBBINS AIR RESERVE BASE
1. LOCATION AND SCOPE
1.1. The Contractor shall perform an assessment of tree types and heights within approximately 162 Properties identified in the attached document enclosed herewith as Exhibit One (which contains a figure prepared by the government for each property). Each of these properties has been identified to have at least one object (a tree or other object i.e. a pole), that may have the potential to penetrate the Dobbins ARB West-end runway glide slope within the next several years. The object of this survey is to perform a visit to each of these properties and determine 1) if the object is a tree, 2) what type of tree it is, 3) if a crown reduction and/or removals are appropriate in accordance with ANSI A300 standards. The majority of these properties are improved with either residential or mobile homes.
1.2. Sixty-three (63) of these properties have existing permanent easements (either easements for part of the property or for the entire property) for the government which allows access to these properties for the purpose of this tree assessment. These properties with existing easements will be assessed first (Task 1 and Task 2). The government is in the process of acquiring Rights of Entry (ROEs) for the remaining properties. These properties will be surveyed as the ROEs are acquired (Optional Tasks 3, 4, 5 and 6). Authorization for entry to these properties will be provided and notice to proceed for these Optional Tasks as they are acquired.
The location of these properties are mainly west of the Dobbins ARB, with some located on east of the Dobbins ARB. The 63 privately owned properties for the base Task 1 area are all located west of the ARB. The majority of these properties are improved with either residential or mobile homes.
1.3. The assessment will begin within 45 calendar days after contract award.
2. PROJECT DESCRIPTON
2.1. The project consists of all labor, tools, equipment, supplies, materials, services and supervision to perform all provisions of the contract. The assessment shall include the following for each property as a separate section within the assessment report. The work includes, but is not limited to the following items:
2.2. A description will be attached to each survey section that will provide guidelines for either removing the tree(s) or for conducting a crown reduction(s). (Note:
Trees will be painted with Orange paint at DBH if they are to be a total removal). Trees will be painted with Blue paint at DBH if crown reduction is recommended. Trees located beneath the easement glide slope that have the potential to penetrate the glide slope within the next eight (8) years, will also be included for that property but will be left unmarked in the field.
2.3. The description in the assessment section will provide the location of each tree by GPS coordinates with a corresponding number on the site plan (1, 2, 3...), the species, DBH (diameter at breast height), total tree height, and the approximate distance that the tree penetrates the easement glide slope. On those tree(s) where it has been determined that a crown reduction is feasible and recommended, the estimated amount of crown to be removed will be indicated. All instructions and or guidelines for crown reductions should be based on cutting the stem back to the base of the next main lateral stem following ISA guidelines for pruning, thinning and crown reduction. (Note , the decision about whether a tree will be reduced if feasible or removed will reside with the landowner and will be resolved after receiving the assessment report, if the landowner wants the tree removed, the government will remove it).
2.4. Each tree that has been identified for removal will be marked with bright orange paint at DBH and at the stump. Each tree where crown reduction could be recommended and is a potential choice will be identified at DBH with both a blue colored ribbon and blue paint and orange paint marked on the stump. If at a later date it is determined that a crown reduction is not feasible for a tree that has been identified for a crown reduction, the tree will be remarked by a Government representative with orange paint to indicate a total removal.

3.7 Task 7: Prepare CMRA
OBJECTIVE
The Contractor shall report ALL contractor manpower (including subcontractor manpower) required for performance of this contract. The name of the data site is “Contract Manpower Reporting Application” (CMRA).
REQUIREMENTS:
For FY 2020, contractors will begin reporting manpower data relating to the performance of services contracts into the System for Award Management (www.sam.gov), consistent with existing service contract reporting requirements under the Federal Acquisition Regulation (FAR) that is currently applicable only to Federal civilian agencies. The new initiative will allow industry to report all manpower data into a single Federal-wide portal, removing duplicative requirements; one for DoD and another for the rest of the Federal Government, which requires the same data elements to be reported from industry for services contracts performed for both DoD and Federal civilian agencies that essentially perform the same function. The outcome will be a process that is less burdensome on both industry and Government, while improving data integrity and accuracy.
Initial CMRA Reporting: Within 10 days following contract award.
Intermediate CMRA Reporting: Quarterly and specifically in the month of October, no later than 15 OCT (inclusive of all amounts invoiced in the current fiscal year against this contract).
Final CMRA Reporting: No later than 15 days following the final invoice request.
The Contractor shall enter all required information and information below into CMRA:
Contracting Office, Contracting Officer and Contracting Officer’s Representative.
Contract number, including task and delivery order number.
Beginning and ending dates covered by reporting period.
Contractor names, address, phone number, e-mail address, and identity of contractor employee entering data.
Estimated direct labor hours (including subcontractors).
Estimated direct labor dollars paid this reporting period (including subcontractors).
Total payments (including subcontractors).
Predominant Federal Service Code (FSC) reflecting services provided by contractor
(and separate predominant FSC for each subcontractor if different).
Estimated data collection cost.
Organizational title associated with the Unit Identification Code (UIC) for the Army
Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purpose of reporting this information).
Locations where contractor and subcontractor perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website).
DELIVERABLE
