Statement of Work Concrete placement of a test floor slab for laboratory fire testing

A. BACKGROUND INFORMATION

The National Institute of Standards and Technology (NIST) is currently conducting a series of compartment fire experiments on steel-concrete composite floor assemblies commonly used in high-rise building construction. The objective of this test program is to quantify the system-level fire resistance, structural performance and failure modes of the full-scale loaded composite floor assembly framed into a two-story real building when exposed to a fire, which cannot be achieved by the current standard testing method using furnaces. The technical information and data generated from this test program will be used to validate computational models predicting the fire resistance and behavior of similar types of structures and to enhance the fire safety and building codes in the United States.

B. OBJECTIVES

NIST requires cast-in-place concrete placement of a test floor assembly for fire testing at the National Fire Research Laboratory (Building 205) located at the NIST Campus 100 Bureau Drive in Gaithersburg, Maryland, 20899. NIST is seeking a general contractor to furnish the specified concrete mixture, all labors, other means and methods (e.g. pumping equipment), finishing services and supervision, insurance, permits, and incidentals necessary for all elements of the work specified herein.

C. TASKS

This requirement involves three tasks as detailed below. The Contractor shall complete concrete placement and finishing in full compliance with the American Concrete Institute (ACI) and American Society for Testing and Materials (ASTM) specifications included in this Statement of Work. Tasks 2 and 3 of this Statement of Work shall be completed in the same day. A firm-fixed price purchase order is contemplated as a result of any solicitation.

Task 1: Safety Plan & Schedule Within ten (10) business days after receipt of award, the Contractor shall provide a health and safety plan for the concrete placement project specified herein. The health and safety plan shall identify potential hazards associated with each aspect of the work and provide a plan to mitigate each hazard. The plan shall include safety controls, Personal Protective Equipment (PPE) required for each task, what training has been provided to employees, an emergency response plan, and recordkeeping process.

The Contractor shall also propose a schedule for the tasks identified in this statement of work within twenty (20) days after receipt of award. The schedule shall include the delivery date and time, and the schedule for performance of work detailed in Tasks 2 and 3. NIST will provide feedback and the Contractor shall update the schedule as appropriate for final review and concurrence within 3 days of receiving feedback from NIST.

Task 2: Procurement and delivery of concrete mix The Contractor shall furnish 18 cubic yards of wet concrete at the National Fire Research Laboratory (NFRL) located at 100 Bureau Drive, building 205, Gaithersburg, MD 20899, directly transported from a local concrete plant via mixing trucks. The furnished concrete shall meet the concrete mixture design (for 27 cubic feet or 1 cubic yard of concrete) as specified in Table 1 below.

A mix design shall be submitted to NIST for approval a minimum of two (2) weeks prior to the placement of concrete. Upon the arrival of concrete mixing truck(s) at NIST (See Section H of this Statement of Work for security/site access requirements), the Contractor shall submit a batch ticket showing a concrete mixture matching the specifications in Table 1 for NIST approval prior to concrete placement. If a batch data in the ticket fails to conform with the mix design in Table 1, mixing truck(s) will be immediately returned to the plant at Contractor expense and the Contractor shall be required to return within two (2) business days with a new mix and batch ticket for review and approval.

Task 3: Concrete placement and finishing The Contractor shall complete this task in accordance with the current edition of publications listed below unless otherwise specified in this document:

· ACI 301 Section 5 “Specifications for Structural Concrete for Buildings”

· ACI 304.2R “Placing Concrete by Pumping Methods”

Figures 1 and 2 below show the location where concrete placement shall take place and the plan view of formwork, respectively. The concrete shall be placed on 3-inch deep ribbed steel decking (36 ft. long and 24 ft. wide) supported 12 ft. from ground. The thickness of concrete above the top deck rib shall be 3-¼ inches. NIST will complete the fabrication of the steel deck units, formwork and placement of steel reinforcement, instrumentation and other cast-in hardware, and shoring prior to concrete placement. The Contractor shall place concrete and furnish all labor, means and methods (e.g. pumping equipment), supervision, insurance, permits, and incidentals required for this work.

Additional requirements are specified below:

· All mixing truck(s) containing the required amount of concrete shall arrive at NIST in a timely manner, within 15 minutes of the scheduled arrival time, prior to concrete placement. Mixing trucks shall sit in the NIST campus up to 90 minutes before the entire load is rejected due to inspection failure. The contractor shall be responsible for allotting itself enough time to complete site access activities (See Section H - Security).

· Concrete placement shall be completed within eight hours after delivery.

Pumping concrete must conform to ACI 304.2R. Pumping shall not result in separation nor cause interruptions sufficient to permit loss of plasticity between successive increments. Loss of slump in pumping equipment shall not exceed 2 inches at discharge/placement. The Contractor shall not convey concrete through pipe made of aluminum or aluminum alloy. NIST will take samples for testing concrete slump and unit weight at both the point of delivery to the pump and at the discharge end. Testing will be completed day-of. The results from on-site testing shall meet the values specified in a batch ticket with a maximum 10% margin of error.

The Contractor shall place, consolidate, and immediately strike off concrete to obtain proper contour, grade, and elevation before bleed-water appears. The Contractor shall permit concrete to attain a set sufficient for floating and supporting the weight of the finisher and equipment. If bleed-water is present prior to floating the surface, the Contractor shall drag the excess water off or remove by absorption with porous materials. The Contractor shall not use dry cement to absorb bleed-water.

The Contractor shall finish concrete in accordance with ACI 301 Section 5 for a floated finish.

The Contractor shall furnish burlap blankets that cover the floor area of 36 ft x 24 ft after finishing is complete. The supplied burlap shall conform to ASTM C171 for Sheet Materials for Curing Concrete.

The Contractor is not responsible for deconstructing the steel frame the concrete slab is poured in.

D. INSPECTION AND ACCEPTANCE

NIST staff will review the Contractor’s safety plan and schedule for reasonableness before concrete delivery is scheduled. The schedule shall be mutually agreeable between NIST and the Contractor. NIST staff will inspect the delivered concrete mixture for acceptance before pouring. The concrete mixture shall be accepted if it meets the requirements identified in this statement of work. Concrete materials that do not meet the requirements of Tasks 2 and 3 in Section D are unacceptable. Concrete placement shall be accepted if it meets the requirements identified in this statement of work. Concrete placement and finishing that do not meet the requirements of Task 3 in Section D are unacceptable.

If unacceptable, the Contractor shall return within two (2) business days with a new mix and batch ticket for review and approval, at no additional cost to the Government.
