REQUESTED SERVICES
I. INTRODUCTION
The City of La Quinta is soliciting proposals from qualified and experienced professional engineering consultants to prepare plans, specifications, and engineer’s estimate (PS&E), and provide bidding and construction support services for the Avenue 52 and Monroe Street Traffic Signal Project, City Project No.
2023-02.
Project Description The Avenue 52 and Monroe Street intersection is located within a multi-jurisdictional area involving the City of La Quinta, City of Indio, and County of Riverside. The project is intended to improve traffic operations, access, and safety at the intersection.
The City of Indio has jurisdiction over the northern two quadrants of the intersection. The City of La Quinta has jurisdiction within the southwest quadrant. The County of Riverside has jurisdiction within the southeast quadrant.
The proposed project includes the design and construction of a new traffic signal and related intersection improvements. The improvements are anticipated to include traffic signal poles and equipment, signing and striping, roadway modifications, curb ramp improvements, utility coordination and relocations, and related work needed to complete the project. The City of Indio will install an empty conduit on the north side of Avenue 52 with a separate project. This project shall assume to install fiber within that conduit to interconnect the signal to Madison Street and Avenue 52. Consultant shall include coordination with CVAG for potential requirements for connection to the CV-SYNC Program.
The City of La Quinta and City of Indio quadrants are currently in their ultimate configurations. The County of Riverside southeast quadrant is proposed to be widened to its ultimate configuration as part of this project.
The City of La Quinta will serve as the lead agency for project delivery. The selected Consultant will support the City through design, bidding, and construction support. It is anticipated that the City of La Quinta will process any required environmental documents internally.

Any utility conflicts must be noted at this time so advance preparations for clearing the utilities can begin. It should be noted that the "concept review" stage frequently involves revisions and re-submittal before the consultant is authorized to proceed to the next stage. Getting the concept correct is a critical aspect to efficiently completing the design.
2. 2nd Review - 65% Unchecked Details The 65% Unchecked Details: The consultant submits a complete set of plans with ALL SHEETS included in the plan set and a complete set of specifications. It is permissible to omit some standard detailing, but plan sheets and specification sections representing all disciplines must be submitted in the 2nd Review. Details related to the cross-section shall not be omitted.
3. 3rd Review - 90-100% Check Plans, Specs, & Engineer's Estimate The 90-100% Check: This submittal includes everything complete in final form that the consultant believes is necessary to construct the project. The consultant should submit plans that have been independently checked by a 3rd party within its organization for completeness and accuracy. The project specifications and engineer's estimate should be equally complete.
• Based upon comments received from the City, consultant will revise the Plans, Specifications, and Estimates (PS&E) and resubmit.
• Staff approved PS&E will be submitted to the City Council for approval.
• All approved plans will be provided to the City in AutoCAD 2023 or higher format and PDF.
