Statement of Work
WS-20-00788
RCAG Tower Replacement Project Ault, Colorado
March 2020
Introduction: The FAA is planning to select a contractor for Ault telecommunication tower replacement project including demolition of existing towers, construction of tower foundations and installation of new GFM RCAG Tilt down towers at FAA QFG facility located at Ault, Colorado.
Project Description: The Ault RCAG facility will have two (2) new 30ft Tilt-Down RCAG towers installed. Each tower will be supported by a concrete mat foundation. Telecommunication equipment and electronic cables are installed on the tower as detailed in construction drawings and project specification. The towers also consist of lightning protection system to be connected to the existing grounding system. The existing QFG site consists of two existing 30ft timber towers to be demolished per this project. The site is located at Ault, CO. The project includes installation of new towers, construction of foundations, procurement and installation of electronic cables & enclosures, lightning protection system, prefabricated manholes, conduits and associated material, hardware and connectors as required. The project also includes all construction activities required to complete the project per specifications and construction drawings. The existing timber towers to be demolished and the material to be disposed per this project.
The existing site plan of QFG site is shown in appendix A. The proposed locations of the towers is shown in construction drawings attached to this document.
Local district System Support Center (SSC) will provide the necessary escort to the sites.
Note: The procurement and installation of electronic cables from tower junction box to communication antennas and from building junction box to the radio racks inside the building, as well as procurement and installation of communication antennas are excluded from this scope of work. (GFM list is provided in section 1 11 00 project specification)
Task Description: The contractor shall provide all personnel, equipment, tools, materials, supplies, supervision, labor and other items and services necessary to design, fabricate, prepare for shipment, delivering and installation of new towers and demolition of existing towers for Ault Tower replacement project. The contractor is responsible for all work activities to complete the Ault tower replacement project as detailed in project specifications and construction drawings attached to this Statement of Work (SOW) and in accordance with the latest version of the applicable codes and standards as referenced to the project specifications. Work includes but not limited to:
1. Perform an independent underground utility locate prior to the excavation. Perform onsite review of marked locations with FAA and Resident Engineer (RE) / Contract Officer Representative (COR) prior to excavation activities. Some areas may require hand digging to ensure no interruptions will occur.
2. The demolition - construction of towers to be conducted in distinct phases per sequences specified in the construction drawings.
3. Quality Control concrete testing shall be done by an independent testing agency approved by the FAA.
4. Contractor is responsible for demolition and disposal of two (2) existing guy-wire towers at QFG site and associated structure, foundation, existing antennas and all associated antenna material including conduits, antenna mounts, grounding, antenna cable enclosures, coaxial cables, and lightning protection materials, manhole and trenches.
5. Contractor is responsible to perform abatement where activities impact existing regulated materials in accordance to project specifications, local, state and federal requirements. Remove and properly dispose of all waste materials from the site.
6. The contractor to install two (2) 30’ GFM Tilt-down RCAG antenna towers at locations specified in construction drawings. The towers will be delivered to the sites by the tower fabricator or FAA.
7. Contractor is responsible to supply and construction of the tower foundations, including installation of embedded items per construction drawings. All embedded items not included in GFM or not provided by tower manufacture shall be provided by contractor and installed before placing the concrete. (Note: Anchor bolts and baseplates for Tilt –down tower are provided by the tower manufacture).
8. Contractor is responsible for offloading and installing the new towers. Contractor shall be responsible for touching up any damaged paint and/or galvanization sections of the tower during construction.
9. Supply and install of one NEMA 4x SS electronic enclosure (J-box) for each tower per construction drawings. Supply and install the J-box supports.
10. Supply and install of one NEMA 4x SS enclosure to be mounted on external wall of the building at specified location per construction drawings. Supply and install the J-box support.
11. Supply and install electronic coaxial cables and connectors (to J-box) and Install coaxial cables between tower J-boxes and building J-box per construction drawings. Supply conduits for containing the coaxial cables including all elbows, clamps, and supports for installation or connection. Excavate trenches from new towers to the building for RGS conduits. The conduits shall be buried per construction drawing and the trenches shall be backfilled after conduit installed. Provide coaxial cable tests and test report.
12. Electrical grounding and lightning protection at communication antenna towers: This includes: Excavate and backfill perimeter trench around new antenna towers for new EES, Modify existing RCAG facility EES and bond new antenna tower EES to the modified EES;
Provide air terminals and down conductors on antenna towers; Provide antenna tower electrical ground bonds to ladder, antenna cables enclosures, structural steel, antenna mounts, and coaxial cable shields; Provide conductors/conduit to bond down conductors and antenna cable enclosures per construction drawings;
13. Perform earth resistance tests of new EES system and provide written test reports.
14. Contractor is responsible for terminations and testing of towers’ ground connections.
All material shall be delivered at construction FAA QFG site located at Ault, CO.
Additional Information: Public underground utility lines, power and phone shall be located by calling 811 and coordinating with the city entities. Also, locate private FAA utilities including power and comm./telecom cable. Contractor must use ground penetrating radar (GRP) or equivalent technology to locate private FAA utilities. Clearly mark all findings before starting any excavation/digging or other underground activities. All permits and work plans shall be submitted and approved before work is started. Access to the site must be coordinated with the FAA in advance.
Project Specific Work Plans: The contractor is required to submit written work plans in accordance with the submittal requirements set out in section 01 33 00, Submittal Procedures, for critical items of work set out in this section, in the technical specifications, or elsewhere in the contract documents. Work associated with the required work plans shall not commence until approval has been provided.
Work Plan shall address the site safety plan, underground utility damage prevention, risk management plan, hazard assessment of the work site, pre-installation work plan, construction schedule and demolition plan.
Requested Submittals: The contractor is solely responsible for creating a Submittal Schedule identifying whether the submittals are samples, cut sheets, certified test results, and adding additional submittals as required by specifications, drawings or as recommended by a manufacturer. As applicable, the submittal schedule must state the action required for testing and inspection with the name of the persons authorized to review the submittal. The contractor shall submit the Submittal Schedule to the contracting officer for approval. See section 01 33 00 of project specification for complete submittal list and submittal procedure. At a minimum, the following preconstruction submittal items must be provided to the FAA for review and approval before notice to proceed:
1. Work break down structure (WBS) including construction schedule details
2. Contractor site-specific safety plan
3. Reinforcing steel Data sheet
4. Concrete mix design
5. List of proposed subcontractors
Contractor shall provide construction submittal items as listed in section 1 33 00 to the FAA for review and approval prior to installation including but not limited to:
1. Substitutions and all requested changes
2. Subsurface Locate Contractor Qualifications
3. Material safety data sheets, certification, manufacture catalog and instructions
4. Test reports
5. Delivery tickets
6. Qualifications and Certifications of independent inspections and testing firms.
7. Design data including calculation report, construction drawing, mix designs, analyses or other data pertaining to a part of work.
Warranties & Guarantees: Contractor must provide warranties/guarantees executed by the respective manufacturers, suppliers, and subcontractors for all installations as required in the contract or as is customarily provided with the particular piece of equipment or system. All warranties are to be executed, in writing, for the benefit of the FAA. Contractor must provide complete information for each item per project specification.
Cleaning and Waste Management: Contractor is required to maintain the worksite including storage areas clean and orderly during progress of the work per project requirements and specifications. The contractor will be personally responsible for the storage of tools and materials.
The contractor must require each subcontractor engaged upon the work to bear full responsibility for cleaning up during and immediately upon completion of their work.
Prior to final inspection, thoroughly clean entire worksite and exterior and interior of any building, remove debris and rubbish, remove tools and reseed disturbed areas as detailed in section of 1 74 00 of project specification.
Closeout: The contractor must coordinate with the resident engineer (RE), the date to schedule the Contractor Acceptance Inspection (CAI) per project specification requirements (See Section 1 77 00 of project specification).
The RE shall conduct an inspection of the facility to verify all contract conditions are met.
Prior to final acceptance, the contractor must assemble all appropriate warranties, product information, certifications, equipment installation instructions, Safety Data Sheets (SDS), and the results of all tests.
Quality Performance Submittal:
In addition to submitting a cost estimate, the contractor shall submit minimum qualifications for evaluation as outlined below:
Provide information on relevant contracts that are similar in size, scope, complexity and type to the work described in this request for offers. The Government may use information obtained from other than the sources identified by the offeror. Performance information obtained may be used for both the responsibility determination and the best value decision.
1. Past Performance
a) Relevance of previously performed projects.
b) Safety.
c) Ability to manage project cost (i.e., minimize change orders).
d) Ability to maintain project schedule (i.e., completion within allotted contract time).
e) Administrative responsiveness (e.g., communication with Government, prompt payments to subcontractors, etc.).
f) Ability to follow customer’s rules and regulations (e.g., contract requirements, building codes, etc.).

This is a Firm-Fixed Price (FFP) contract and will be awarded the offeror whose proposal is acceptable for Technical and Past Performance qualifications, and proposes the lowest total price.
