About this file

This is a Request for Proposal (RFP) issued by Columbia Gorge Education Service District (CGESD) in Oregon for annual independent audit services. CGESD seeks proposals from qualified public accounting firms to conduct financial statement audits for the three fiscal years ending June 30, 2026, 2027, and 2028, with an optional extension for an additional three-year period covering fiscal years 2029, 2030, and 2031. The audit must comply with State-prescribed Minimum Standards for Audits of Oregon Municipal Corporations, Government Auditing Standards (Yellow Book), Title 2 U.S. Code of Federal Regulations Part 200 (Uniform Guidance), and generally accepted auditing standards. The RFP was distributed on May 19, 2026, with proposals due electronically by 1:00 PM on May 27, 2026. The review and interview process is scheduled for June 1-5, 2026, with an Intent to Award issued on June 10, 2026, and Board Approval on June 17, 2026. The contract will commence with the 2025-2026 fiscal year for an initial three-year term with automatic annual renewal for three additional years, unless either party provides written notice prior to April 30th of the applicable fiscal year. Protests of RFP terms must be submitted by May 22, 2026, at 4:00 PM, while protests of award decisions must be filed by June 5, 2026, at 4:30 PM.

Evaluation of proposals will be weighted across five criteria: Understanding of Engagement (20 percent), Audit Approach (25 percent), Experience with ESD/School Engagements (20 percent), Staffing (20 percent), and Audit Fee (15 percent). The audit approach score heavily emphasizes the proposer's plan to meet the 90 percent on-site fieldwork requirement. Proposers must provide all-inclusive maximum fees for fiscal years 2026, 2027, and 2028, with a detailed hourly rate breakdown for the 2026 proposal, with cost scoring calculated using a specified formula comparing the proposer's cost to the lowest submitted cost. CGESD manages approximately $20 million in annual spending across multiple fund types and requires the auditor to maintain Professional Liability insurance of $1,000,000 with a maximum $10,000 deductible, Comprehensive General Liability of $500,000 per occurrence/$1,000,000 aggregate, and current Worker's Compensation coverage. All working papers and reports must be retained for a minimum of three years and made available to authorized federal or state representatives and successor auditors. Proposals must include affirmation of CPA licensure for Oregon municipal audits, peer review history for the past five years, resumes of key personnel, and three references from comparable educational or governmental agencies.
