Produce Long Range Interpretive Plan (LRIP), Olympic National Park (OLYM)
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in
Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and incorporates provisions and clauses are those in effect through
Federal Acquisition Circular 2022-02 (effective 1/14/22). It is the contractor’s responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/?q=/browse/far/52. This solicitation is a Request for Quotations, numbered as 140P8322Q0009. The NAICS code is 541990-All Other Professional, Scientific, and Technical
Services with an associated small business size standard of $16.5M. This solicitation is for a service, is a
100% total small business set-aside, and will result in a firm fixed price contract to a single contractor/vendor determined to be responsive and responsible. The Government will consider past performance in determining responsibility.

01 – DESCRIPTION
The objective of the awarded contract will be for the contractor to create a new Long Range Interpretive
Plan (LRIP) and 5-year workplan delineating annual priorities to meet the second century of National
Park Service stewardship and engagement goals for Olympic National Park (OLYM). Park address is 600
East Park Avenue, Port Angeles, WA 98362. This LRIP will expand upon the 2010 plan by including implementation actions for social media, volunteer, and youth programs. The plan will address the implications of a rapidly growing and diversifying regional population of over 4,000,000, explore best practices and new approaches for engaging new audiences, and evaluate and improve existing interpretive media to meet 21st century standards so that visitors connect with park stories, meanings, and heritage.
The plan will be nimble so that it can easily adapt to changes in funding, staff levels and national priorities yet still move the program towards its long-term goals. Refer to Attachment no. 3, Scope of
Work, for full details.
02 – PRICE SCHEDULE
Quoter shall fill in price. Failure to do so may render the quote ineligible for further consideration. Quoter shall factor unit pricing to include all labor, travel, equipment, materials, overhead and profit necessary for completing all work. All work shall be performed in accordance with these terms, provisions, and clauses, including the attached Scope of Work and attached Dept. of Labor wage rates for Clallam
County, WA.
While anticipated travel and per diem expenses shall be factored into quoted price, the awarded contractor will be paid for actual travel at limits established in the Federal Travel Regulations in place at time of travel. The General Services Administration (GSA) publishes travel and per diem rates at this site: Per
Diem Rates Look-Up | GSA. 2022 rate for lodging in Port Angeles, WA is $104/night, and meals and incidentals (M&IE) is $74/day.

03 – PERIOD OF PERFORMANCE

04 – CERTIFICATION OF VACCINATIN FOR CONTRACTOR EMPLOYEES WORKING IN
ANY FEDERAL BUILDING OR FEDERALLY CONTROLLED INDOOR WORKSITE
In order to take steps to prevent the spread of COVID-19 and to protect the health and safety of all
Federal employees, onsite contractors, visitors to Federal buildings or Federally controlled indoor workspaces, and other individuals interacting with the Federal workforce, employees under the subject contract who are required to work on site in Federal buildings or Federally controlled indoor worksites must:
• Complete the attached form, Certification of Vaccination, prior to entering any Federal building or Federally controlled indoor worksite;
• Maintain this form during their time on Federal premises;
• Show this form upon entry to a Federal building or Federally controlled indoor worksite, even if they have badged access to the facility;
• Show this form and/or information from a health screening to a Federal employee who is supervising or managing their work on Federal premises if asked;
• Not enter any Federal building or Federally controlled indoor worksite if they do not have a completed form, even if they have badged access to the facility. If a contractor employee arrives at a Federal building or Federally controlled indoor worksite without the completed form, they must obtain a blank form from this link and fill it out. • Fully comply with DOI policy regarding mask, social distancing, and testing while in the facility.
o In areas of high or substantial transmission, as defined by CDC, everyone—including fully vaccinated people—must wear a mask indoors when not alone in their office, consistent with federal requirements.
o In areas of low or moderate transmission, fully vaccinated people generally can safely participate in most activities, indoor or outdoor, without needing to wear a mask or maintain physical distance, and do not need to undertake regular testing.

▪ Wear a mask regardless of the level of community transmission;
▪ Physically distance; and
▪ Provide proof of having received a negative COVID-19 test from within the previous 3 days (over-the-counter test is acceptable). Costs incurred as a result of testing shall not be reimbursed by the Government.
If a contractor employee fails to complete the signed attestation or obtain a required negative COVID-19 test, they may be denied entry to a Federal facility. The attestation form shall be completed under penalty of perjury, and a knowing and willful false statement on the form can be punished by fine or imprisonment or both (18 U.S.C. 1001) or could result in additional administrative action up to and including removal from the contract.
Contractors must disseminate this information and the Certification of Vaccination form to all employees who are working under a Department of the Interior contract. However, only those employees who will work in or visit Federal buildings or Federally controlled indoor worksites are required to complete the form. 5.1 52.212-2, Evaluation-Commercial Items (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The non-price factors are approximately equal when compared to price. Award will be made as best value, defined as the expected outcome of an acquisition that, in the government's estimation, provides the greatest overall benefit in response to the requirement in accordance with FAR 2.101.
52.252-1 Solicitation Provisions Incorporated By Reference (Feb 1998)

(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the
Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
THE FOLLOWING FACTORS SHALL BE USED TO EVALUATE QUOTES:
(1) TECHNICAL CAPABILITY WITH SMAPLES OF WORK. Quoter shall provide at least three interpretive planning projects produced within the last three years for which the quoter was the prime contractor. Samples larger than fifteen pages shall be reduced to selected representative pages. To the greatest extent possible, all samples shall relate to the Past
Performance references and to proposed personnel submitted. Samples of work shall clearly demonstrate the ability of the proposed personnel to produce interpretive plans and reflect a range of interpretive planning services including long-range interpretive plans, stakeholder meeting facilitation, and media reports. If no samples exist for work completed by key personnel under the current employer, provide samples of work produced under previous employers within the last three years. Samples that represent the work of the organization but are not identified specifically as produced by proposed personnel and subcontractors will not be evaluated. For each sample, provide information about the sample project that shall include the following:
a) Name of the project
b) Location of the project
c) Name of the Client, contact, and telephone number
d) Contract Type and Amount
e) Names and titles of key personnel who worked on the project
f) Timeline of completion - indicate the time spent on each stage of the project including completion date, or stage of completion, if still in progress
g) A statement of how the sample project demonstrates the ability of the proposed personnel to perform work under this contract;
h) A narrative and agendas for workshops that describe the planning process used.
(2) MANAGEMENT CAPABILITY IN TWO PARTS: Part 1-Management Plan, and Part
2-Proposed Personnel.
PART 1 – MANAGEMENT PLAN. Quoter shall provide a management plan which states how the work will be performed, how tasks will be accomplished, identifying the key personnel responsible for project management, describe coordination and interaction between project management personnel and your firm’s management, employees, and subcontractors. The Management Plan shall detail how project management will accomplish quality control, track project work, and provide information about other duties and obligations that the assigned project manager may have which could impact the work of the contract.
PART 2 – PROPOSED PERSONNEL. Quoter shall identify key personnel proposed for each of the roles listed below. Identify each person by name, their role in this project, and as a member of your staff or as a subcontractor. Quoter shall submit a resume for each person proposed for each of the roles identified below. Resumes must clearly demonstrate the ability to perform the work for which the person is proposed. The
Government considers the strength of the entire team essential for this project.
2.1 List of Required Key Personnel Roles
Work not performed by the contractor’s staff may be subcontracted. More than one individual may be identified for a position and one person may be identified for more than one position. Submit resumes for the following positions:
a) Interpretive Planner: Interpretive Planner shall have previous work experience with National Park Service (NPS) interpretive projects. Provide demonstrated experience with planning a variety of interpretive and educational programs, including personal services, static media, digital media, and partnership programming and relationships
b) Facilitator: Professional Facilitator shall have no less than 8 years of facilitation experience with successfully navigating controversial meetings and topics and building consensus with a variety of stakeholders with different opinions.
Provide demonstrated experience in facilitation techniques and guided decision making with diverse and highly professional groups; include evidence of facilitation in online settings shall have experience with dialogic processes, dealing with sensitive interpretive themes including historical trauma, and using with 21st Century interpretive facilitation skills (i.e. Audience Centered
Experiences).
c) Writer/Editor: Provide demonstrated experience writing and copy-editing professional reports and white papers.
d) Exhibit Media Specialist: Provide demonstrated experience in a variety of static and digital media, to include design, production, and cost estimation
e) Project Manager: Provide demonstrated experience in scheduling, coordination, oversight, and communication for all work on various projects; show experience in client service and responsiveness
2.2 Resumes
Each resume shall demonstrate that the proposed personnel have a minimum of three years of full-time work directly related to its associated key personnel position. Exclude information that is not relevant to the person’s designated role in their project. Each resume shall include the following:
a) Name of person, job title, and statement of primary duties;
b) Person's proposed role(s) and responsibilities under this contract;
c) Person's list of completed projects and description of their role (not title) on each project;
d) Employment history:
e) Present and previous employers;
f) Beginning and ending dates of employment for each employer;
g) Job title(s) for each position; and,
h) Description of the specific duties for each position.
i) Related work experience for each employer, identifying:
j) Each project by name;
k) Type of project and dates; and
l) Position, title, and specific duties and responsibilities for each project listed.
m) Education and training background, including names of educational institutions attended, dates, and degrees or certificates obtained.
n) Training related to current position and experience.
(3) PAST PERFORMANCE. Past performance is the measure of the degree to which a contractor has satisfied its customers in the past. Past performance includes projects of comparable size and scope. The Government will evaluate past performance as a measure of the degree to which the quoter satisfied its customers in the past and complied with Federal, State, and Local laws and regulations. Provide three past performance references of contracts that are similar in size, complexity, and nature to this project. The past performance information submitted for evaluation under this solicitation shall correspond to the Samples of Work. Samples shall represent work which is either on-going or has been completed during the past three years. It shall also represent the involvement of the proposed Project Manager and key personnel. When subcontractors shall perform critical aspects of the work, past performance of subcontractors must also be submitted. Three references of contracts for each subcontractor are required. References shall involve the Key Personnel proposed for this project. In the case of a quoter who states they have no record of relevant past performance or for whom information on past performance is not available, the quoter will not be evaluated favorable or unfavorably on past performance. Quoter are permitted to provide information on any problems encountered on the identified contracts and the Quoter’s corrective actions. The Government may contact sources listed by the quoter and/or other sources of information including, but not limited to, Federal, State and Local governments, better business bureaus, published media, and electronic databases to determine if they believe that the Quoter:
a) Demonstrated the ability to maintain cost control, stay on schedule, and successfully meet project deadlines, including timely submittals and complete pay requests;
b) Has an excellent safety record;
c) Was capable, reasonable, and cooperative during the performance period;
d) Demonstrated high quality workmanship and performance conforming to the terms and conditions of the contract.
5.2 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (NOV 2021) This section requires vendor to fill in and submit with quote unless the offeror has already responded “does not” in Paragraphs (c)(1) and (c)(2) of 52.204–26, Covered
Telecommunications Equipment or Services—Representation (OCT 2020) in SAM.
The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services—
Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-
Commercial Products or Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.
(a) Definitions. As used in this provision—Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain
Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition.

(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019
(Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements;
or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019
(Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract. Nothing in the prohibition shall be construed to—
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements;
or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management
(SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".
(d) Representation. The Offeror represents that—
(1) It □ will, □ will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and
(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that—

The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds

(e) Disclosures.
(1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded
"will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment—
(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);
(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and
(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.
(ii) For covered services—
(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or https://www.sam.gov/
(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph
(b)(1) of this provision.
(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded
"does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment—

5.3 Quoter shall fill in this provision and submit with quote:

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph
(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and
Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

6.2 Electronic Invoicing and Payment Requirements - Internet Payment Platform (IPP) (April
2013)
Payment requests must be submitted electronically through the U.S. Department of the Treasury's
Internet Payment Platform System (IPP; https://www.ipp.gov).
"Payment request" means any request for contract financing payment or invoice payment by the Vendor.
To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212- 4 Contract Terms and
Conditions- Commercial Items included in commercial item contracts. The IPP website address is:
https://www.ipp.gov.
Under this contract, the following documents are required to be submitted as an attachment to the
IPP invoice: Contractor’s business invoice. Contractor’s failure to attach the required documentation as specified above may result in the IPP invoice being rejected and cause a delay in payment.
The Vendor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in www.SAM.gov record) will receive enrollment instructions via email from the Federal Reserve Bank of Boston
(FRBB) prior to contract award or within 3 - 5 business days after the contract award date.Vendor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131.
If the Vendor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Vendor must submit a waiver request in writing to the Contracting Officer with its quotation.

07 – INSTRUCTIONS TO QUOTERS (WHAT TO INCLUDE IN QUOTE):
7.1 The Standard Form 18 (SF-18) is optional. Quoter has the choice of using the SF-18 form or their own cover page/letterhead. If electing to use the SF-18, quoter shall fill in items 13a through 13f, 14, 15, 16a through 16c. If electing to use a cover page/letterhead, quoter shall include the RFQ number, date of quote, company name, company address, DUNS number, phone number, printed name and signature of person authorized to sign quotation.
7.2 Acknowledgement all Amendments. Quoters may acknowledge any amendments issued by indicating in their submitted quote that they acknowledge the amendment (stating amendment number) either on their cover page or on the SF-18; or quoter can instead fill out boxes 15a, 15b, and 15c on the Standard Form 30 (SF-30) amendment form and submit with quote. Quoter shall acknowledge all amendments.
7.3 Fill in lump sum price in Section 02-Price Schedule, above.
7.4 Quoter must be actively registered in System for Award Management (SAM) at https:sam.gov.
Active registration means that at time quote is submitted registration status in SAM reads

7.5 Quoter shall have their representations and certifications (“reps/certs”) filled out electronically in
