Request for Information (RFI) for GAME Study
Questions and Answers

1. SOO, section 1.3, item 1 “Compile a list of USAF customers drawn from current and future munitions-based programs of record.”
What timeframe does the GWEF expect to begin testing these munitions? (This will allow us to focus the list of potential GWEF customers)
Answer: The approximate time frame is greater than or equal to 4 years.
2. SOO, section 1.3, item 2 “Identify technical requirements/specifications needed for the systems utilizing the technologies outlined above in section 1.2”
If munitions identified incorporate technologies out of scope of those listed section 1.2 of the SOO, should these technologies be considered as well, or is the list in 1.2 fairly exhaustive?
Answer: Weapon technologies out-of-scope defined in section 1.2 are welcome and encouraged for weapons programs not in yet in sustainment. Additionally, existing programs in sustainment that expect significant evolutionary upgrades will apply as well (e.g. New sensor)
3. The SOO, section 1.2 and 1.3. Expanding test capabilities will likely require significant investment.
Based on the technology list in section 1.2 and munitions identified in section 1.3, item 1, it may not be feasible to expand into all these areas. Does the GWEF have general guidelines on how “big” they want this capability expansion to be? – specifically in terms of workforce expansion and future investment dollars
Answer: Investment dollars should not be considered, but test technology must be implementable with respect to a ground test facility. Scope should be bounded by an expansion total of 75K ft² area and approximately 100 additional personnel. If new test capabilities cannot be accommodated with these bounds, then the alternative solution(s) should be explained.
4. SOO, section 1.0. Do you currently simulate or test data links or other RF comms?
Answer: We currently test and emulate weapon system radios/datalinks via direct injection.
5. Will the Government provide Attachment 2 – Section K, Attachment 4 – DD254, and Attachment 5 –
Preparation of Cost Volume?
Answer: Yes, the current DD254 is attached to the solicitation.

6. Volume 1 Technical states the page limit is 50 pages for the White Paper/SOW but does not state of the Non-Proprietary Work Plan is included in the 50 page limit. Can the Government please clarify if the
Non-Proprietary Work Plan is included in the 50 page limit?
Answer: The non-proprietary work plan is part of the 100 page limit. The submittal instructions now state 100 pages.
7. Volume 1 Technical states the page limit is 50 pages for the White Paper/SOW… (see Attachment 3).
Does the Government want Offerors to provide a technical volume in addition to the SOW information requested in Attachment 3 or is the information requested in Attachment 3 inclusive of the White
Paper/technical response?
Answer: The SOW/White Paper/Technical Response are all the same document.
8. Section A: Introduction states “The Government intends to pay each contract after all requirements are satisfied via an Invoice and Receiving Report (Combo).” Is the Government willing to make milestone payments to small business offerors?
Answer: Post-selection notification, the Government will work with the awardee to formulate milestone payments.
9. There are several references to DUNS numbers. Will the Government change the requirement from
DUNS numbers to Unique Entity ID (UEI) numbers to coincide with the SAM record?
Answer: Yes, the submittal instructions will be changed to Unique Entity ID (UEI) numbers.
