1.0 INTRODUCTION
The Guided Weapons Evaluation Facility (GWEF) is a nondestructive test environment for developing and evaluating precision-guided weapons and countermeasure systems in a simulated
“real-world” environment. This 94,000 square foot structure located on Eglin Air Force Base is the Air Force’s premier hardware-in-the-loop (HITL) test facility, providing capabilities covering full-spectrum seeker/sensor test and evaluation (T&E). The GWEF is the only facility of its kind among the United States or its allies able to provide high fidelity/high confidence test resources for air armament munitions, parametric measurements, and T&E of counter-countermeasures (CCM) systems under one roof.
The GWEF test complex covers six major technology areas:
1. Visible-Light Spectrum: Provides virtual test range for electro-optic (EO) guided munitions. Includes static (parametric measurement) and dynamic HITL target/ background scene generation capabilities.
2. Infrared (IR) Spectrum: Provides virtual test range for IR guided munitions, to include both static (measurement) and dynamic HITL target/background scene generation resources using state-of-the-art IR scene projection technology.
3. Countermeasure (CM) Simulation: Provides the Air Force’s premier infrared countermeasure (IRCM) HITL test capability. Currently operates four HITL test areas in support of these efforts. This testing incorporates full imaging capability of aircraft targets via leading edge IR scene projection technology, as well as a full complement of foreign threat assets.
4. RF Anechoic Chambers: Provides virtual test range for RF sensor systems. Three anechoic chambers are available - two 50ft3 chambers with high performance flight motion simulators accommodating (1-18GHz & 32-96GHz), as well as one small parametric chamber (1-18GHz).

5. Inertial/Global Navigation Satellite Systems (GNSS): Currently operates five GNSS satellite constellation simulators capable of generating modernized global positioning satellite (GPS) signals, allowing for testing of a wide variety of GPS receivers in highly dynamic simulation scenarios. Two of these are wavefront simulators; one with 14 reconfigurable GPS element outputs and one with 8 reconfigurable GNSS element outputs (with foreign constellation capabilities). These wavefront simulators provide the capability to stimulate controlled reception pattern antenna (CRPA) equipped systems in the presence of jammers.
6. Aircraft and Terrain Modeling: Provides in-house expertise in the development and validation of high-fidelity aircraft and terrain models, utilizing advanced physics-based
IR coding environments for aircraft modeling. Modeling expertise covers visible, UV, IR, and RF spectra.
7. Datalink/Radio simulators: Emulates weapon system radios/datalinks and tests datalink transmission between multiple weapon system platforms via direct injection. Provide tactical radio propagation simulation to include up to 16 simultaneous RF MESH/Nodes with programable attenuation models (geometry, distance, antenna gain models, etc.).
1.1 Purpose
The purpose of this contract is to determine GWEF infrastructure requirements to meet future test needs.
Advances in weapon system technology are driving new program test requirements (e.g. data rate, processing power, kill-chain scenarios, and projection technologies). GWEF does not have the capacity to add new test capabilities without divesting current customer support.
Capability gaps will limit the GWEF’s ability to continue to meet both current and future customer requirements. Additionally, existing facility infrastructure, security posture, and technical expertise may require review and modification to address the requirements of advanced and next generation systems.
1.2 Scope
This effort will address the testing of USAF munitions which utilize the following technologies:
• Hypersonic platform sensors/guidance
• Large spectral dynamic ranges
• Large format field of view
• High resolution sensors
• Sensor fusion technology

• Multispectral guidance sensors
• GNSS and alternate position navigation and timing (PNT)
• Collaborative and autonomous systems
Consideration should be applied to weapon system programs 4 years out. Weapon technologies not in the scope defined above are welcomed and encouraged for programs in development but not yet in sustainment. Existing programs in sustainment that expect significant evolutionary upgrades will apply as well (e.g. New sensor). This study shall identify and include an analysis of both existing and upcoming USAF weapons programs which may require HITL testing provided by the GWEF.
1.3 Technical Requirements
The contractor shall analyze the current capabilities of the GWEF, define technology and infrastructure gaps for advanced and next generation HITL testing, and conduct Analysis of
Alternatives (AoAs). To bound the scope, test technology must be implementable with respect to a ground test facility, the test capability solutions should be restricted to a 75K ft² expansion area and contain no more than approximately 100 additional personnel. If new test capabilities cannot be accommodated within these bounds, then the study should provide the alternative solution(s) and explain the added value.
This effort will:
1. Compile a list of USAF customers drawn from current and future munitions-based programs of record.
2. Identify technical requirements/specifications needed for the systems utilizing the technologies outlined above in section 1.2.
3. Determine which current GWEF capabilities are relevant to test and evaluation (T&E) of advanced systems, and the extent to which these existing test methodologies can be incorporated.
4. Identify test technology gaps which exist between current GWEF capabilities and new system T&E requirements.
5. Determine courses of action to address gaps.
6. Perform AoAs for courses of action.
7. Determine security constraints/requirements necessary to accommodate testing these programs. All aspects of security should be considered, to include physical security, EMSEC, TEMPEST, Cyber/IA, etc.
8. Determine number of additional personnel, as well as skillsets and experience levels required to support new testing.

9. Identify additional building infrastructure required to accommodate new testing capabilities.
2.0 DELIVERABLES
2.1 Types of Deliverables
The contractor shall deliver one (1) draft report and on (1) final report. The draft report shall be delivered NLT 4 MARO, and the final report shall be delivered NLT 6 MARO.

Shall generally follow AFRL ANSI/NISO Guide to Formatting Technical Reports; deviations acceptable when approved and coordinated through the Government.

2.3 Delivery Requirements

2.3.2 Release of Information
The contractor shall not release any information to any person, Government agency, or contractor concerning the program under this contract without the approval of the Government
Program Manager.

The contractor shall provide a completed final report within 6 Months After Receipt of Order
(MARO) via contacting the Government Program Manager for directions on transmittal.

3.0 GENERAL INFORMATION
3.1 Project Management
The contractor shall designate a Project Manager who shall be responsible for the control and coordination of all work performed on this contract. The contractor shall provide the project manager’s name, in writing, to the PCO within 7 days after issuance of contract.
3.2 Government Program/Project Manager
The Technical Project Manager for this contract is Henry McCabe, 782 TS/RNWG, 850-882-
9978. He is POC for all technical questions and technical determinations.
3.3 Program Status
The contractor shall monitor performance and cost of this contract IAW the applicable clauses of the contract. (CDRL A001)
3.4 Meetings/Reviews
The contractor shall be contacted by the Government Technical Project Manager or designated representative to establish conference dates for these meetings. Access to base requires 7 days notification. Contact the Government Technical Project Manager for applicable paperwork.

3.5 Site Visits
All site visits will be scheduled through the Government Technical Project Manager and an escort is required at all times while on site. This includes all site visits for any field investigation or survey. At no time will the contractor visit the site without contacting the Government
Technical Project Manager or his designated representative. Access to base requires 7 days notification. Contact the Government Technical Project Manager for applicable paperwork.
3.6 Place of Performance/Delivery
Work required to accomplish this task will be conducted at the contractor’s facility.
3.7 Travel
Any travel for this contract will be subject to approval of the Technical Project Manager. The contractor shall travel to the GWEF at Eglin AFB, FL and other government facilities as required to support reviews and site visits necessary to accomplish this contract.

3.8 Security Clearance
The work conducted under this contract will require a minimum clearance level of Secret. Higher clearances, such as TS/SCI and/or program access, may be necessary to gain access to more thorough information/data.
The work to be performed under this contract may involve access to and handling of classified material up to TS/SCI. Contractor shall ensure personnel that have access to classified material must have the appropriate security clearance issued by the Government. Contractor shall appoint a Security Officer, who shall (1) be responsible for all security aspects of the work performed under this contract, (2) assure compliance with the National Industry Security Program
Operating Manual DoD 5220.22-M and, (3) assure compliance with any written instructions provided by the Contracting Officer.
3.9 Government Furnished Assets

Government will provide any available applicable documentation. Information will include but not limited to test capabilities, facility drawings, and personnel expertise/resources documentation.
