About this file

This statement of objectives document outlines requirements for upgrading existing T1 services to Ethernet at various sites throughout California for the United States Geological Survey Earthquake Monitoring Project. The objectives include installing new dedicated Ethernet bandwidth with a minimum of 2000 byte MTU and 99.9% availability at 16 locations ranging from 10-100 Mbps, with handoff via copper or fiber connectors. The service can be either layer 2 Ethernet VPN or layer 3 MPLS VPN supporting IPv6, with requirements for VLAN tagging, QoS marking preservation, and routing protocol support specified depending on the solution. Pricing options should be provided for both one and two year terms with option years. Non-recurring charges and any build costs must be detailed. Prospective contractors must submit a statement of work demonstrating how their proposal will meet the requirements, which will be incorporated into any resulting purchase order with the Department of Interior USGS Office of Acquisitions and Grants.

Earthquake Monitoring T1 Upgrades - Statement of Objectives

Background:

The USGS Earthquake Monitoring Project (EMP) has several exiting T1s in the state of California which need to be upgraded to an Ethernet-based service. USGS’s EMP requires an ethernet VPN service to tie various sites together.

Objectives:

1) The objective is to install new Ethernet service at various sites throughout California.

2) Bandwidth must be dedicated for USGS use (no CIR).

3) The service should be either L2VPN (e.g. Metro Ethernet) or L3VPN (e.g. MPLS VPN).

a) If a L2VPN is proposed, the service should accept any VLAN (802.1Q) tagged frames without a ticket or change request submitted to the carrier.

b) If a L3VPN is proposed, the proposal must specify what requirements there are for customer premise equipment (CPE), such as which routing protocols are supported, any security requirements etc.

c) An L3VPN solution must support IPv6 routing.

d) A proposal which offers both an L2VPN and L3VPN option is acceptable.

4) Quality of Service (QoS) markings (COS and DSCP) should be maintained and not modified. DSCP must be respected and prioritized in L3VPN services.

5) The MTU must be a minimum of 2000 bytes.

6) The service locations are listed below. The service wiring center is listed for reference. The bandwidth specified is the minimum required. The exact list of sites or bandwidth might be changed depending on the quoted price.

7) 99.9% availability

8) Handoff must be either copper TIA-568B connector or single- or multi-mode fiber either SC or LC connectors.

9) USGS is interested in considering a variety of pricing options for monthly service. Provide the monthly price for:

a) One year service term with up to four option years (five years total)

b) Two-year service term with up to three option years (five years total)

10) Clearly state what the non-recurring costs are and if there are any build out costs. Also detail if any required fees are excluded, such as the Universal Service Fund fee.

11) A Service Level Agreement shall be created and incorporated into any resultant purchase order/contract guaranteeing all bullets listed above

Statement of Work:

Prospective contractors must submit as their technical proposals a Statement of Work (SOW) detailing how they propose to meet or exceed the above objectives. The SOW will be incorporated into any resultant purchase order/contract. USGS will select for award the solution that provides the best value considering the technical objectives stated above, the necessary time frame, and the total cost of ownership (inclusive of installation/implementation) within the service period USGS selects.
