Statement of Work Lost Valley Road Resurfacing

Payette National Forest New Meadows Ranger District

July 31, 2023

BRIEF DESCRIPTION OF PROJECT:

This project performs road reconditioning and aggregate placement on 33 miles of roads in vicinity of Lost Valley Reservoir and crushes aggregate at 2 gravel pits. Work includes culvert removal, placing rip rap, placing aggregate base and surface courses, road reconditioning, placing dust abatement, crushing aggregate base and surface course, installing culverts and signs, and all related work

Location: The project is in the New Meadows District of the Payette National Forest. Work takes place on roads 50089, 50154, 50520, 50097, 50139, 50128, the Woodland Creek Pit, and the Sheep Creek Pit. The project is centered at Township 19N, Range 1W, Section 28 of the Boise Meridian. It is approximately 9 miles west of New Meadows, ID.

Period of Performance:

The period of performance for the base and optional items begins on the effective date of the Notice to Proceed (NTP) and runs through October 31, 2024. Estimated time of work is October 1st, 2023 to October 31, 2024.

Government Furnished Property:

20,000 CY of aggregate surface course at the Woodland Creek Pit 5,000 CY of aggregate surface course at the Sheep Creek Pit 5,000 CY of aggregate surface course at the Sheep Creek Stockpile

Construction Notes:

The exact location of the subbase placement on road 50154 will be staked by the Forest Service prior to the start of construction.

The aggregate in the existing stockpiles in ready to use and does not require additional bentonite or screening.

The contractor may pull water of out of existing creeks or lakes as long as the following BMPs are followed:

• Water truck will be equipped with proper drafting foot valve with a maximum screen opening of 3/32 of an inch for fish protection.

• Screen will be sized so that water velocity across the screen will less than 0.33 fps.

• Water will be drawn in a manner that does not dewater the channel or strand fish.

The contractor shall carry the cost of all required testing

The contractor is responsible for minimizing erosion and sedimentation during and after the project. In the erosion and control plan the contractor shall tell the FS what methods, devices, and locations they plan to use to minimize the erosion and sedimentation.

The most recent crushing at the pits was done by Seubert Excavators and Camas Gravel. Blasting was not required at Woodland Pit as it is a fractured basalt. The previous contractor chose to blast at the Sheep Creek Pit as it had some larger rock that would not fit easily into their jaws. If the contractor chooses to blast, they shall follow Section 205 in the FP-14 and FSSS.

Ripping for road conditioning is required. If ripping of the road will deteriorate the subbase of the existing road it may be omitted on a case by case basis with COR approval.
