Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

PURCHASE DESCRIPTION

InAlyzer Dual Energy X-ray Absorptiometry (DEXA) system

National Institute for Neurological Disorders and Stroke, Mouse Imaging Facility

1. Statement of Need and Purpose: The National Institutes of Health (NIH) Mouse Imaging Facility (MIF) requires a brand name or equal InAlyzer Dual Energy X-ray Absorptiometry (DXA/ DEXA) system to complement and enhance its imaging devices, including microCT systems capable of acquiring bone mineral density information. This new system will be used to capture extremely fast radiographic images at two different X-ray energies and accurately provide quantitative measurements on body composition, including bone mineral content, fat and lean muscle, and bone density. It will also serve as a high-throughput device for both in-vivo animals and ex-vivo samples.

Furthermore, the new system’s speed and low radiation dose will allow for longitudinal surveys of far more small animals. Therefore, it can be used as a screening tool to survey and select which samples/animals are best suited for higher resolution and more time consumptive imaging modalities like microCT (which have a significantly longer acquisition time and even longer manual data processing times). Combined with the MIF’s current scanners, this will increase the amount of data researchers can obtain, which will save valuable time and allow focused research on a better selected subset of animals/samples.

The MIF also requires that any order for this equipment include a trade-in of two (2) NIH-owned SkyScan microCT specimen scanners and that the trade-in value of these scanners be applied toward the total quoted price of the new DEXA system.

2. Background Information and Objective:

The NIH is an agency of the Department of Health and Human Services and the Federal focal point for health research. Its mission is to seek fundamental knowledge about the nature and behavior of living systems and apply that knowledge to enhance health, lengthen life, and reduce illness and disability.

The National Institute for Neurological Disorders and Stroke (NINDS), which is an Institute within the NIH, seeks to reduce the burden of neurological disease through supporting and conducting basic, translational, and clinical research on the healthy and diseased nervous system, fostering the training of investigators in the basic and clinical neurosciences, and seeking better understanding, diagnosis, treatment, and prevention of neurological disorders.

The NINDS administers the MIF, which is a shared, intramural resource for preclinical animal imaging studies that provides the NIH intramural research community with access to modern radiological imaging equipment optimized for rodents and other laboratory animals for noninvasive imaging studies. It also provides intellectual, technical and material support for NIH investigators. MIF imaging resources include magnetic resonance imaging (MRI), micro-computed tomography (Micro-CT), high frequency ultrasound with photoacoustic imaging, bioluminescence and fluorescence imaging (optical imaging).

The MIF is dedicated to providing state-of-the-art anatomical, functional and molecular medical imaging capabilities for animal models of human disease. Every year the MIF receives several requests to provide the technology contained in the required DEXA system and it currently has investigators from six different NIH institutes who plan to use the system once it is installed.

The MIF currently possesses one (1) Skyscan 1172 scanner and one (1) Skyscan 1176 CT scanner. The new DEXA system will be used to perform all of the tasks and operations as the current scanners and they are thus eligible to be traded-in in accordance with the Federal Property Management Regulations and the HHS Logistics Management Manual (LMM). More information is included under the “salient characteristics” section.

3. Product Information (Brand Name or Equal):

1) Generic Name: Dual Energy X-ray Absorptiometry system (DXA/DEXA)

2) Product Description: Benchtop dual X-ray radiography system

3) Manufacturer’s Name: Medikors

4) Model: InAlyzer

4. Salient Characteristics:

Any quoted DEXA/DXA system must include, at a minimum, the following characteristics:

• System must capture both high and low energy 2-dimentional X-ray images with known attenuation through small animal tissues to resolve mass values

• Imager shall have the ability to provide mass values for bone mineral density, bone mineral composition, lean tissue, and fat tissue

• System must be equipped with gas anesthesia ports to allow for inhaled anesthesia to be provided to animals in accordance with approved animal study protocols

• System shall include an integrated optical camera for monitoring in-vivo animals under anesthesia for compliance with animal study protocols

• System shall provide a choice of at least 3 acquisition modes at different exposure times to allow for selection of speed and lower radiation dose versus accuracy and a higher radiation dose. The fastest option must be completed in 1 minute or less for lowest radiation dose while the longest scan must be at least 5 minutes for highest accuracy with ex-vivo samples

• System shall have an integrated analysis package for automatic quantification of full body composition

• System must include an analysis package with at least 30 available regions of interest, 30 customizable regions of interest, and the ability to invert these regions of interest to exclude the region of interest

• System shall have a scan area of at least 21 centimeters by 31.5 centimeters

• System will be equipped with a fan beam X-ray generator capable of producing

80keV with 1.25mA at full power

• System will include an X-ray line detector with a minimum resolution of 5 lp/mm utilizing a minimum of 108 x 108 pixels

• Scanner’s dimensions cannot exceed (740 mm X 430 mm X 717 mm) and its weight cannot exceed 260 pounds for it to be used at the site location and transported in a cart between site procedure rooms

• Scanner must be fully shielded for radiation safety: <1 uSv/h at any point of instrument (or System must have internal X-ray shielding to keep operator’s radiation exposure as low as reasonably acceptable)

• System must include an acquisition computer that runs Windows 10 and has 1 TB of hard drive space, 4GB processing RAM, and an Intel Processor

Contractor must also include in its pricing the trade-in value for two NIH-owned microCT specimen scanners as follows:

Item Description Quantity

Skyscan 1172 scanner 1 Skyscan 1176 scanner 1

Trade-in of these scanners is mandatory to be considered for award and Contractor is required to arrange for their pick-up.

5. Quantity: One (1) new DEXA system

6. Delivery Terms:

The Contractor shall deliver and install all equipment within six (6) months after receipt of order in coordination with the Contracting Officer’s Representative. The equipment shall be delivered to the NIH Main Campus Building 10, B1D-6935, 10 Center Drive, Bethesda MD 20814 between the hours of 8:00am and 5:00 pm, Eastern Daylight Time (EDT), Monday through Friday.

Delivery must be Freight on Board (FOB) Destination and include inside delivery.

Furthermore, a minimum of one(1)-day on-site training must take place within two (2) weeks of equipment installation, be performed by an Original Equipment Manufacturer (OEM) certified service technician, and consist of setup, installation, and an on-site one-day training session for ten staff members.

7. Other Considerations:

• Contractor shall provide measurements on absorbed radiation dose for each scan mode and the methods by which these measurements were obtained

• Contractor shall provide at least one reference phantom and one calibration phantom

• Contractor shall warrant the equipment against defects in material or workmanship for a period of two (2) years from the date of installation and acceptance.
