About this file
This document comprises the attachments and forms required for responding to the Minnesota state solicitation for the MMCAP National Member Conference 2027 and 2028. The State seeks a single venue located within 15 miles of Minneapolis-St. Paul (MSP) Airport to accommodate approximately 200 guests for three days and 350 guests for one day, with meals, lodging rooms, and meeting facilities provided in one location. The required conference dates are April 4-8 or April 11-15 in 2027, and March 26-30 or April 2-6 in 2028. Responders must submit pricing schedules for either one or both years using the provided Exhibit D Price Schedules, with the deadline for submitting questions set at September 8, 2026, at 2:00 PM Central Time. The State does not guarantee a minimum number of lodging rooms or meals, and prices submitted are firm and non-adjustable if attendance falls below estimates.
Responders must complete all required attachments including declarations of accuracy, exceptions to state terms and conditions, cost details with clear pricing, workforce and equal pay certifications as applicable, contractor contact information, prompt pay discount selections, and a narrative describing catering options, on-site amenities, and nearby off-site amenities. The solicitation requires responders to provide two menu examples each for breakfast, lunch, and dinner with references to the submitted price schedules. Any cancellation charges must be stated in dollar amounts on the price schedule; if no charge is indicated, the State will pay no cancellation fee. Responders must certify non-collusion, organizational conflict of interest compliance, and copyright material approvals, with the understanding that inaccurate or misleading information may result in disqualification, suspension, or debarment proceedings.
