STATEMENT OF WORK – Task Order 1 IMPROVE Carbon Analysis

The purpose of this task is to assist NPS in all tasks related to IMPROVE Carbon Analysis. For this task, the contractor shall complete Tasks 1, 2, 3 and 6, as described in detail in IDIQ SOW.

Th period of performance (POP) for this task order is: 12 months from award, corresponding to the first year of the ordering period.

Task 1. Filter Purchase, Preparation, Handling and Shipment: 18,000 filters

The Contractor shall purchase and prepare 18,000 filters needed for Carbon Analysis. This task includes acceptance testing of the proposed filters. The contractor is responsible for shipping these filters to the IMPROVE Operations Contractor.

Task 2. Total Carbon Analysis: 18,000 filters

The contractor shall analyze 18,000 filters for total carbon (TC). Total Carbon is defined as the sum of organic carbon and elemental carbon. For this task, the contractor shall only report data for TC. Total carbon analysis shall include field samples, laboratory blanks, field blanks, and quality assurance filters. In addition to sample analysis, the contractor shall:

• Perform replicate analyses on the network filters at a rate sufficient to establish measurement precision;

• Characterize the sensitivity, accuracy, and precision of the analytical techniques;

• Routinely analyze laboratory and field blanks; and

• Document any changes to the analytical techniques, equipment, or processing procedures needed to properly interpret the quality of the delivered analytical data.

The contractor shall follow strict quality assurance protocols and shall be responsible for data reduction. The contractor shall submit the results of the analyses for the samples in each batch within sixty (60) calendar days of the receipt of the filters. Reduced data shall be submitted to the IMPROVE Operations Contractor. The results shall include the sample identification code and carbon masses in micrograms. The contractor shall include relevant quality assurance data.

Task 3. Organic Carbon and Elemental Carbon Analysis: 18,000 filters

The contractor shall analyze 18,000 filters for organic carbon (OC) and elemental carbon (EC).

Measurements of OC and EC shall include identical quality assurance, data reduction and data reporting requirements as outlined for Total Carbon.

Task 6. Filter Storage

All samples from carbon filters, including those collected during previous Carbon Analysis contracts, shall be stored and refrigerated for the Period of Performance. All samples shall be stored in a way that does allow contamination of filter media at detectable levels.
