About this file
This is a Special Provisions document for utility construction work in Wake County, North Carolina, prepared for the City of Raleigh's wet utility infrastructure project (TC002-BL UC-1). The document establishes technical and procedural requirements for contractors performing work on potable water, reclaimed water, and sanitary sewer utilities owned by the City of Raleigh. The special provisions modify the 2024 NCDOT Standard Specifications and incorporate requirements from the City of Raleigh's Public Utility Design Manual and standard utility details. Key construction activities include yield line pavement markings (thermoplastic, polyurea, or paint materials in solid white isosceles triangle patterns), safety fence installation around riparian buffers and wetland boundaries using polyethylene or polypropylene materials with wood or steel posts, litter removal from roadside areas prior to mowing operations, and concrete washout structures for equipment cleaning. The contractor is responsible for submitting as-built plans with precise horizontal and vertical coordinates in NC State Plane NAD83 and NAVD88 datum, sealed by a North Carolina licensed surveyor, prior to final acceptance of wet utilities by the City of Raleigh. Contact for the utility owner is Todd Toler at 919-996-3476, with additional coordination required at 919-996-4540.
The special provisions establish that contractors must submit a detailed Wet Utility Installation Plan prior to commencing any construction, detailing the schedule, sequence, service shutdowns (limited to 8 hours per interruption), and bypass requirements for existing utility systems. All wet utility service outages require City of Raleigh approval and coordination with affected customers. Materials specifications require ductile iron mechanical joint sleeves and restraints conforming to ANSI/AWWA standards, transition couplings with NSF 61 ratings for potable water systems, Grade 60 reinforcing steel and Class B concrete for thrust restraint collars, and stainless steel or ceramic epoxy-lined metallic components for wastewater exposure. Thrust restraint measures include mechanical joint restraints, concrete thrust collars, reaction blocking, and rodding of specific diameters based on pipe sizes. Concrete thrust restraint must cure for a minimum of 72 hours before valve operation or pipeline pressurization. No direct payment is made for submittals, connection work, or thrust restraint, as these items are considered incidental to the contract work; payment for other items such as yield line markings, safety fence, and litter removal is made per linear foot, per structure, or per man-hour as specified in the payment schedules.
