Enforcement will be conducted using Samsung phones, Seiko mobile printers, and Genetec license plate recognition equipment. The system must integrate with existing infrastructure, including the city's Open Data Program APIs and current parking rate and regulation mapping.

The following is additional information to assist with the vendor's proposal.

· SDOT’s Performance-Based Parking Pricing Program manages the paid parking system by setting rates, hours of operation, and maximum duration based on regularly collected data. Since 2010, SDOT has regularly adjusted parking rates based on parking occupancy to meet a performance target to keep one to two spaces open and available per block throughout the day. Over the last 14 years, our parking rate system has further evolved with time-of-day rates, event rates, paid load zones, paid commercial vehicle load zones at separate rates/time limits, and three rate changes per year.

· Seattle has approximately 11,000 paid parking spaces in the public right-of-way and does not manage or own any off-street garages or lots. On street there are 32 paid parking areas with different rates for morning, afternoon, and evening time periods. This results in about 160 payment/time limit configurations due to the multitude of rates, hours of operations, peak period No Parking restrictions, and maximum time limits. A list of these is provided as Appendix 1 - Parking Rate and Rule Configurations. Currentlly for paid parking, rates are set by paid parking area and time limits may vary by blockface. There are approximately 1,700 paid parking blockfaces as of July 2024. The number of pay stations and paid spaces is fluid due to private construction that temporarily restricts parking, or public and private projects that remove paid street parking. In addition, SDOT charges a progressive event rate with modified time limits in two paid parking areas (described here: https://www.seattle.gov/transportation/projects-and-programs/programs/parking-program/event-parking). These event rates may be in effect up to 150 nights a year and are scheduled 1 - 30 days in advance.

· SDOT operates a parking system with two payment systems or methods: most areas of the city are pay-by-plate and three paid parking areas (Ballard Locks, Westlake Ave N, and South Lake Union Park) are pay-by-space. The selected mobile payment system must provide 24/7 payment start availability in Westlake Ave N and select CVLZs. In all other areas, which are the vast majority of spaces, payment can only be initiated between 4AM and the end of paid parking hours (currently as late as 10PM). In Westlake Ave N, the payment system accepts payment at any time for up to a 72 hour parking session. During a parking session in this area, only hours during the area paid parking time period are charged. The area currently has paid parking Monday-Friday from 8 AM to 4 PM.

· Enforcement data for mobile and pay station transactions are provided to SPD and proof of payment for users is provided by either (1) Vendor mobile system, (2) myparkingreceipts.com (for pay station users, provided by pay station vendor), or (3) by optional printed receipt when using the pay station. Outside of the three pay-by-space areas, individual spaces are not typically delineated. However, SDOT maintains a space-level inventory of parking spaces on every paid parking blockface, which is also used in our curbspace reservation system for construction or other access needs that may temporarily restrict parking.

· SDOT has mapped all pay station kiosks, paid parking blockfaces and regulations (rates, hours of operation, maximum time limits, and restrictions) along with existing mobile payment location codes at the blockface and paid space level. · In addition to the 11,000 paid parking spaces, SDOT has approximately 500 Commercial Vehicle Load Zones (CVLZs), each with a unique mobile payment code for a contiguous CVLZ area. These individual CVLZs, located within paid parking areas, are restricted for use by commercial vehicles and vehicles issued an annual commercial vehicle permit (currently a decal). Commercial vehicles without an annual permit are required to pay by use. SDOT is currently exploring future enhancements to this program as part of a federal SMART grant. · For enforcement, the Seattle Police Department currently uses Samsung S22 Ultra, S23 Ultra, and S24 Plus phones, and Seiko MP-B30 mobile printers. Genetec license plate recognition (LPR) equipment is Panasonic FZ-G1 and FZ-G2 tablets.
