About this file

This is a Certified Disadvantaged Business (COBID) Outreach Plan attachment for an Oregon state procurement issued through OregonBuys (Bid #S-34000-00017729) for consulting services related to the Department of Environmental Quality's Clean Watersheds Needs Survey. The procurement seeks contractor services for data collection, review, and entry into the U.S. Environmental Protection Agency's Clean Watersheds Needs Survey Data portal, along with facilitation and coordination with DEQ staff and management to complete Oregon's EPA-mandated Clean Watersheds Needs Survey. The attachment serves as a required submission component for all offerors participating in this intermediate procurement.

The COBID Outreach Plan requires offerors to demonstrate their commitment to providing equal opportunities for certified firms—including minority-owned businesses, woman-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses—in subcontracting opportunities. Offerors must disclose their own certification status, provide lists of previously contracted certified and potentially certifiable firms, identify anticipated subcontracting opportunities with estimated dollar values, describe their solicitation steps for certified firms, and confirm willingness to report subcontractor information to COBID upon contract award. The information submitted in response to this outreach plan clause is not scored as part of the evaluation process but serves as a compliance and transparency mechanism to ensure certified firms receive equal participation opportunities in state-funded contracts.
