13. STEERING SYSTEM: The snow blower shall have power assisted, synchronized, all wheel steering, controlled from the operator’s position. Four-wheel steering shall be electronically coordinated through the standard steering wheel. A selector switch within easy reach of the operator will provide the option of front steer only, coordinated steer, crab steer and rear steer. An indicator shall be provided in the cab to display mode selected and rear wheel position.

The system shall include safety provisions for dampening the effects of all-wheel steer at higher speeds, but it shall also allow full operation while the vehicle is moving at lower speeds. Dampening shall be related to the vehicle speed.

There shall be a mechanical linkage between the steering wheel and the front axle to assure the ability to control the vehicle in the event of hydraulic or electrical system failure.

An electronically controlled rear axle steering system which operates in conjunction with the mechanically controlled front wheel steering system is required. A visual guide shall be provided to indicate the position of the rear wheels, straight, right or left.

The four steering modes shall consist of the following components and operating features:

a) Front Steer: When in the front mode the vehicle behaves like a conventionally steered vehicle. In this mode, the rear axle remains in the locked position and the rear axle does not steer.

b) Coordinated Steer: This mode gives the operator the tightest turning radius of any of the available modes. When the front axle is steered, the rear axle turns in the opposite direction of the front, which reduces the turning radius and enhances maneuverability. This mode also has a deadband feature. Deadband allows the vehicle’s front axle to be turned a predetermined number of degrees in either direction before the rear axle steers. The deadband varies according to the speed of the vehicle.

c) Crab Steer: When the front axle is steered, the rear axle steers in the same direction as the front axle. This makes the vehicle travel in a diagonal motion, sometimes called “crab walking”.

d) Electronic or Manual Rear Steer: When in this mode, the rear axle is controlled manually, independently of the front wheel position. The mechanical lock shall disengage when this mode is activated. A reset center, rear wheel feature is required to assist in relocating the rear axles to the straight-ahead position after manual steering.

A system shall be furnished such that the unit cannot be operated at an unsafe speed.

14. ROTARY SNOW BLOWER HEAD: The rotary snow blower head shall be all mechanical and consist of two stages with ribbon type cutter reels acting as the first stage and an impeller acting as the second stage. The minimum cut width of the snow blower head shall be 110 inches.

A weight transfer system is required to keep approximately 50% ± 5% the weight of the unit on the front axle to maintain equilibrium of the front and rear wheels traction.

Reel ribbons shall have a minimum diameter of 56 inches and be serrated. Ribbons shall be made from high strength steel with a minimum thickness of ½ inch and be reinforced.

The impeller system shall have a minimum diameter of 59 inches with a minimum depth of 24 inches. It shall be designed to be consistent with the capacity of the in-putting reel. The impeller shall consist of a minimum of five (5) blades which shall be individually replaceable. The impeller shall be driven by direct mechanical means and rotation shall be clockwise and shall discharge to the right when viewed from the operator’s position.

The speed ratio between the ribbon reel and the impeller shall be discussed at the Post Award meeting in order to maximize efficiency for Caltrans’ specific work application.

A transmission (drop box) shall be used to transfer power from the auxiliary engine to the blower drive. The transmission shall include a speed reduction gear system to provide the proper torque and speed at the impeller while allowing the engine to operate at the RPM providing maximum efficiency. The transmission (drop box) shall use helical gears with a pressurized lubrication system and shall be approved by the manufacturer for the application. Chain type drop boxes are not acceptable.

The blower drive clutch shall be hydraulically actuated and shall automatically disengage when the engine is turned off.

Both the ribbons and the impeller direction of rotation shall be reversible from within the cab.

The ribbons and impeller shall be protected by either shear pins (bolts), or a torque limiter. All shear pins (bolts) shall be easily accessible for replacement by personnel using common hand tools.

The lower edge of the blower head moldboard shall be equipped with a minimum ¾-inch thick bolt‑on replaceable ground engaging blade. The blade will be designed for high abrasion applications and be hardened and heat treated for maximum impact resistance. With the blower head level with the ground the blade should have an angle between 32 and 55 degrees with the ground.

The blower head shall be equipped with side cutter bars. The side cutter bars shall extend as high as the top of the cab when the blower head is in the up position. The top of the cutter bars shall extend a minimum twelve (12) inches in front of the reels. The cutter bars shall be properly reinforced and braced.

If factory available, the manufacture’s standard skid-shoes shall be installed on the lower outside edges of the blower head in lieu of casters or rollers.

The blower head shall be capable of being hydraulically raised and lowered and locked in the up (dead head) position from within the cab. The blower head shall lift a minimum of twelve (12) inches above ground level and lower a minimum of 3 inches below ground level.

If the blower head is equipped with an “Auto Up” function that raises the blower head when the transmission is shifted into reverse, the operator shall have the ability to turn the function off.

Rocks, six (6) inches in the long line dimension and four (4) inches in the short line dimension shall not cause major damage when passing through the blower during snow clearing operations. This shall be defined to mean that repairs to the unit (by a mechanic) will not be required to continue its operation.

15. DIRECTIONAL CASTING CHUTE: The chute assembly shall rotate in a vertical plane to cast snow to the left or right side of the vehicle through a minimum arc of 130 degrees. The chute shall be able to rotate to be within 15 degrees of flat casting to the right.

In addition, a directional deflector shall be installed at the end of the chute such that the snow can be directed side-front-to-side (180-degree rotation). The chute in combinations with the deflector shall be capable of casting the snow from within ten (10) feet of the unit up to forty (40) feet away from the unit at full output capacity.

The chute and deflector rotation and operation shall be actuated hydraulically and controlled from the cab.

The light shall be visible from the front or rear of the snow blower, 48 inches above the ground at a distance of 100 feet. Actual location and orientation shall be discussed at the Post Award meeting.

A factory installed upfitter switch shall be used to activate the light bar. Switch shall be labeled.

c) Spotlights, remotely rotatable, shall be mounted forward-facing, one on each side of the cab (Ref: GOLIGHT model Stryker 30004ST or equivalent). Remote controls will be accessible from the operator’s position. Spotlight locations will be determined during construction while height limitations are reviewed.

d) Lights for illuminating the fuel tank areas with dash-mounted switch. Rotatable spotlights specified in section c) may be used if cab and chassis geometry allow.

Steps and grab handles to safely enter the cab and engine compartment(s) and allow safe access for checking all fluid levels shall be installed. All steps and walkways shall have a minimum 300 lbs. capacity.

Blower head design shall facilitate safe access to the blower head for cleaning of the impeller and chute. Access shall be discussed at Post Award meeting.

19. REAR BUMPER: The bumper shall be of sufficient strength to tow or push the unit. Tow hooks or “D” rings shall be mounted to the rear bumper or vehicle frame to pull the unit if it becomes stuck during snow removal operations. The tow hooks or “D” rings shall be appropriately secured to the rear bumper or vehicle frame, they shall be compatible for use with ½ inch welded chain and have a minimum 3-inch inside diameter. As an alternative the manufacture’s standard tow implements may be acceptable if compatible with ½”-chain. Compatibility will be checked and verified during the inspection process. The bumper will be constructed from a minimum of 3/8-inch thick material. Tire chain hangers will be mounted on the rear bumper. Reflectorized tape will be installed across the entire width of the bumper. Bumper shall comply with FMVSS height and width requirements for underride protection.
