About this file
This document is a final drainage letter prepared by Loewen Engineering, Inc. for the City of Aurora Parks, Recreation and Open Space (PROS) department regarding the Sand Creek Trail Improvement project. The project involves converting approximately 1,140 linear feet of existing 12-foot-wide crusher fines trail to a 10-foot-wide concrete trail with a 3-foot-wide crusher fines shoulder, matching the trail segments to the east and west. The project area is located north of Fitzsimons Parkway and Peoria Street, extending from the City and County of Denver limits westward.
The drainage study indicates the project will maintain existing drainage patterns with minimal modifications. The basin size remains 6.66 acres, with a slight increase in imperviousness from 24.6% to 26.9%. The project is located within the Sand Creek Zone AE floodplain and floodway, and a hydraulic analysis using HEC-RAS software confirmed no significant impact on flood elevations. A no-impact floodplain certification was obtained on July 19, 2024, and the project includes variances for stormwater detention and a grass swale with a longitudinal slope less than 2.0%. The trail improvements will utilize existing native vegetation buffers for stormwater quality treatment, achieving a 100% water quality volume (WQCV) reduction.

Project Descrip4on:
The exis4ng Sand Creek Regional Greenway Trail in this loca4on is composed of approximately 1,140 linear feet of
12-foot-wide crusher fines trail. The purpose of the project is to convert the exis4ng crusher fines trail to a 10-foot-wide concrete trail with 3-foot-wide crusher fines shoulder to match the exis4ng paved trail that con4nues east to the Colorado Front Range Trail and west where the Sand Creek Regional Greenway Trail/Colorado Front Range Trail con4nues into the City and County of Denver. This sec4on of trail was included in a previous conceptual plan in 2020 prepared by Stream for the Mile High Flood District (MHFD) and City and County of Denver (CCOD) but not paved as part of the project.
II. HISTORIC AND PROPOSED CONDITIONS
Historic Drainage
The project area or limits of construc4on are 0.98 acres total (including all access and staging areas) the project area drains to the north ul4mately entering Sand Creek and con4nuing east within Sand Creek channel. This Major Basin in this area is the Sand Creek Basin. The sub-basin defined as part of this project is approximately 6.66 acres in size (Basin A) includes the limits of construc4on for this project, a por4on of
Peoria street, the RTD bridge, Sand Creek, and open space containing the exis4ng crusher fines trail and some exis4ng concrete trail. The high eleva4on onsite is 5342’ and the low point of the basin is 5290’ with an average slope across the basin of approximately 7.6%. A summary of the exis4ng drainage sub-basin characteris4cs is shown below:
Historic Drainage Characteris2cs Summary
Basin A
Basin Size 6.66 Acres
Imperviousness (%) 24.6%
Historic Minor Storm Runoff Q5 2.01 cfs
Historic Major Storm Runoff Q100 9.12 cfs
Proposed Drainage
The proposed trail improvements will generally maintain the historic drainage paEerns on the site; some modifica4ons will be made to make improvements to local drainage adjacent to the trail, but minor modifica4ons will be made to the exis4ng trail grade and overall basin size, basin overall slope and design point will remain unchanged. Impervious area will increase with the replacement of the exis4ng crusher fines trail with concrete pavement. The overall high point, low point and overall slope across the basin will remain unchanged. A summary of the proposed basin characteris4cs is summarized below with a comparison to the change from historic/exis4ng condi4ons.

Basin Size 6.66 Acres 0 Acres
Imperviousness (%) 26.9% 2.3%

Proposed Major Storm Runoff Q100 9.75 cfs 0.63 cfs
III. STORMWATER QUALITY
Stormwater Quality
Stormwater quality facili4es or volumetric structures are not considered feasible for a linear trail project such as the proposed project where collec4on of a concentrated runoff would require significant modifica4ons to the grades and floodplain. However, the site naturally provides water quality treatment by runoff reduc4ons methods u4lizing exis4ng na4ve vegeta4on buffers also known as minimizing directly connected impervious areas (MDCIA) as defined by the Mile High Flood Districts (MHFD) Urban Storm Drainage Criteria Manual
(USDCM). The added impervious area associated with the newly paved trail is considered unconnected impervious area (UIA) and the adjacent na4ve vegeta4on buffer is considered Receiving pervious area (RPA).
Per USDCM guidance runoff reduc4on may be used as a standalone water quality treatment if the UIA: RPA rela4onship results in a reduc4on of the WQCV of 60%, as summarized below, the rela4onship between the site UIA: RPA results in a runoff reduc4on of 100% which exhibits adequate water quality treatment. A summary of the calcula4ons is shown below, and full calcula4ons are including in Appendix A:
Unconnected impervious area (UIA) = 14,753 K2
Receiving Pervious Area (RPA) = 64,342 K2
WQCV (Associated with new impervious area) = 615 K3
WQCV Reduc4on = 100%
Untreated WQCV = 0 <3
IV. FLOODPLAIN IMPACT
The proposed trail improvement project is located adjacent to Sand Creek and is within the Sand Creek Zone
AE floodplain with floodway. The trail alignment is generally matching the exis4ng trail alignment or includes minor fill in ineffec4ve flow areas (IEFAs); hydraulic analysis was completed to show no impact to the exis4ng
Sand Creek floodplain or floodway is an4cipated as part of the proposed project (See Appendix B for Floodplain
Impact informa4on). A statement of no impact to the Sand Creek floodplain and floodplain applica4on has been submiEed and approved on July 19, 2024.
V. VARIANCES
1. Stormwater Deten4on
A waiver/variance to stormwater deten4on requirements is requested due to the minimal increase in impervious areas and due to the project being a linear trail project. The project meets the requirements in sec4on 10.3 of the revised storm design and technical criteria sec4on for obtaining a variance for deten4on for a linear trail project. The new impervious area will drain to exis4ng vegetated RPA areas with a ra4o greater than 1:2 (UIA: RPA); the vegeta4on in this area is exis4ng and mature and disturbance to this area will be kept to a minimum or restored. The trail is designed to sheet flow to RPA areas except for a small por4on of the trail near the underpass in which flows will enter a grass swale prior to crossing the channel via pipe. The UIA:
RPA connec4on meets the requirements per MHFD USDCM Volume 3 for a runoff reduc4on (100% WQCV as men4oned previously), and the grass swale is also designed to meet the requirements in the USDCM Volume
3 (see calcula4ons in Appendix A) and has capacity to convey up to 100-year storm flows. In summary the project meets the requirements listed for the deten4on variance for linear trail projects.
In addi4on, the increase in runoff from exis4ng to proposed is 0.27cfs and 0.63cfs in the Minor (5-yr) and Major
(100-yr) storm events respec4vely. The minor increase in impervious area is not an4cipated to increase the peak runoff in this loca4on; in addi4on, since much of the improvements will occur in the floodplain, construc4on of deten4on is not recommended in prac4ce.
2. Grass Swale Longitudinal Slope < 2.0%
A variance is requested for a longitudinal slope of less than 2.0% along the east side of the proposed trail. The swale has a minimal required depth of 10-inches and generally needs to match the average slope of the adjacent channel grade as trail grades were specifically designed to result in matching or reducing exis4ng grade in a “no-fill” condi4on to the exis4ng floodplain. To keep the side slopes (3H:1V max with ECB protected slopes) the longitudinal grade needs to be less than 2.0% (~1.7%).
Further the grass swale is not intended to be a treatment BMP of the proposed impervious area and merely exists to route minor storms from offsite or upland flows around and below the proposed trail via culvert. The swale does not include an under drain.
VI. TRAIL CULVERT CROSSING
The plan includes removal and replacement of an exis4ng 18-inch RCP Culvert crossing located at one of the low points of the trail. There is currently not a safety grate located on the upstream end of the culvert crossing.
The plan does not include the installa4on of safety grate since the culvert is a rela4vely short straight segment of pipe (with the ability to see through to the downstream opening). Furthermore, the flow rates during a major storm (100-year) event are projected to be less than 2.0 CFS. Addi4onal guidance by MHFD is expected to be released in a technical memorandum in May 2024 to support not including safety gra4ng on a culvert of this nature.
VII. CONCLUSION
The proposed improvements to the Sand Creek Regional Greenway trail proposed will have negligible impact to exis4ng drainage on the site. As summarized in this report the overall drainage paEerns will be maintained and the impact to runoff quan4ty will be insignificant, and calcula4ons show the exis4ng vegeta4on that will be maintained and/or restored on site will provide stormwater quality via runoff reduc4on from the new impervious surfaces. The proposed development will not have any adverse effects on downstream proper4es/developments.

Your area of interest (AOI) includes more than one soil survey area. These survey areas may have been mapped at different scales, with a different land use in mind, at different times, or at different levels of detail. This may result in map unit symbols, soil properties, and interpretations that do not completely agree across soil survey area boundaries.
Soil map units are labeled (as space allows) for map scales 1:50,000 or larger.
Date(s) aerial images were photographed: Jun 9, 2021—Jun 12, The orthophoto or other base map on which the soil lines were compiled and digitized probably differs from the background imagery displayed on these maps. As a result, some minor shifting of map unit boundaries may be evident.

Description
Hydrologic soil groups are based on estimates of runoff potential. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long-duration storms.
The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows:
Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission.
Group B. Soils having a moderate infiltration rate when thoroughly wet. These consist chiefly of moderately deep or deep, moderately well drained or well drained soils that have moderately fine texture to moderately coarse texture.
These soils have a moderate rate of water transmission.
Group C. Soils having a slow infiltration rate when thoroughly wet. These consist chiefly of soils having a layer that impedes the downward movement of water or soils of moderately fine texture or fine texture. These soils have a slow rate of water transmission.
Group D. Soils having a very slow infiltration rate (high runoff potential) when thoroughly wet. These consist chiefly of clays that have a high shrink-swell potential, soils that have a high water table, soils that have a claypan or clay layer at or near the surface, and soils that are shallow over nearly impervious material. These soils have a very slow rate of water transmission.
If a soil is assigned to a dual hydrologic group (A/D, B/D, or C/D), the first letter is for drained areas and the second is for undrained areas. Only the soils that in their natural condition are in group D are assigned to dual classes.

1 Precipitation frequency (PF) estimates in this table are based on frequency analysis of partial duration series (PDS).
Numbers in parenthesis are PF estimates at lower and upper bounds of the 90% confidence interval. The probability that precipitation frequency estimates (for a given duration and average recurrence interval) will be greater than the upper bound (or less than the lower bound) is 5%. Estimates at upper bounds are not checked against probable maximum precipitation (PMP) estimates and may be higher than currently valid PMP values.
Please refer to NOAA Atlas 14 document for more information.

Culvert and Swale Sizing
*The swale capacity was computed with the maximum drainage area (0.98 acres) into the west side of the swale (A), draining to the proposed area drain and HDPE pipe under the Peoria Street bridge. The swale was designed to reroute nuisance level flows. During a 100-yr storm, the swale will become inundated by Sand Creek since it is located within the 100-yr floodplain.
Freeboard is not required due to no adjacent structures near the swale.

RE: Sand Creek Trail – Floodplain No-Impact Memorandum
BACKGROUND
The City of Aurora Parks Recreation and Open Space (PROS) has retained Loewen Engineering, Inc. to prepare design plans for improvement to approximately 1,140 linear feet of existing 12’ wide crusher fines trail. The improvement included replacing the existing crusher fines trail with a 10’ wide concrete paved trail and 3’ wide crusher fines shoulder to match the trail to the east and west of this section.
The current trail is located within Zone AE with Floodway Special Flood Hazard Area (SFHA) of
Sand Creek. The effective floodplain is based FEMA LOMR (RTD) LOMR (18-08-0814P) at Peoria as well as a downstream FEMA LOMR (10-08-0937P) related to Baranmoor Ditch.
Per discussion with Aurora staff on June 27, 2024, it was determined that the effective floodplain model should be used to analyze the floodplain impacts of this project.
HYDRAULIC ANALYSIS
Existing Conditions Model
Hydraulic analysis was performed using HEC-RAS version 6.4.1 software by the US Army Corps of
Engineers (USACE). An existing conditions model was developed in HEC-RAS using the effective model from the FEMA LOMR (18-08-0814P) provided to us by the Mile High Flood District
(MHFD). The existing conditions model was developed using effective information while incorporating best available topography data in our project area (ground survey collected as part of the Sand Creek Trail Project by City of Aurora Survey Section). The existing conditions model utilized effective cross sections from the effective model (LOMR 18-08-0814P) (exhibited in the attached floodplain workmap). Manning’s roughness values and 100-year flow rates were held consistent with those in the effective model.

Proposed Conditions Model
A proposed conditions model was developed from the existing model with changes to the updated topography from proposed grades. A comparison of the existing to proposed WSEL is summarized in the following table.

Comparison between the existing model WSEL and the proposed WSEL results in a no-rise (0.00’) to the existing conditions. As noted above, four cross sections result in a decrease in WSEL to a maximum of -0.03’.
Ineffective Flow Areas (IEFA’s)
The model utilizes ineffective flow areas (IEFA’s) consistent with the effective model at the Peoria
Street Bridge. Ineffective flow areas are areas that are not included as part of active flow areas
3 | P a g e due to the obstructions caused by a bridge. All project fill areas are located with the IEFAs for the bridge and the remaining portion of the project either match or reduce project elevations.
ADDITIONAL FLOODPLAIN CONSIDERATIONS
Our team received the Sand Creek flood hazard area delineation (FHAD) from the Mile High Flood
District on July 26, 2023, which is currently underway as a floodplain study. The FHAD has not been completed or made effective through FEMA, however we were informed that the Model through our project area was complete and the FHAD was under final review. In addition, we have been provided the most updated floodplain delineations for this area by the FHAD consultant (ICON Engineering, Inc.) which have been updated and reflected in our floodplain workmap. In addition to showing a no-rise from existing to proposed conditions in the current effective model, the design of the new trail also eliminates fill within the FHAD 100-year floodplain boundary.
The FHAD is currently under Final Review and is not considered to be the effective model or best available information yet, so the current effective model was used in all hydraulic modelling efforts. But was important for our team to consider the floodplain impact of this project.

Below is also an Engineering “No Impact” Certification based on the proposed design.
Engineering “No-Impact” Certification
This statement certifies that I am a duly qualified engineer licensed to practice in the state of
Colorado. Further, it is to certify that the attached data supports that the Sand Creek
Improvement Project will not impact the base flood elevations, floodplain elevations, and floodplain widths on Sand Creek. This statement also certifies that this project will not affect flood elevations, floodplain elevations, and floodplain widths on cross sections unpublished, but involved in the proposed improvements.
