About this file

This document is a Supplier Scorecard attachment for South Carolina's IT Temporary Staff Augmentation Services contract, establishing the performance evaluation framework for supplier vendors within the Vendor Management System (VMS). The scorecard provides an objective, fact-based methodology for the State and its Managed Service Provider (MSP) to assess supplier performance and value across multiple competency areas. The evaluation system utilizes three primary performance categories—quality, cost, and efficiency—each weighted according to strategic importance, with quality representing 70.59 percent of total points, cost at 11.76 percent, and efficiency at 17.65 percent. The scorecard tracks performance over time and enables side-by-side supplier comparisons to measure progress toward the State's strategic goals.

The scoring framework comprises 680 total possible points distributed across eight metrics in the cost category, three metrics in the efficiency category, and eight metrics in the quality category. Cost metrics evaluate submit-to-request rate variance and offer acceptance rate variance, each worth 40 points and graded on percentage deviations from client-requested rates. Efficiency metrics measure first candidate response time, interview response time, and offer response time, each valued at 40 points and assessed in calendar or business days with specific time thresholds determining letter grades and point awards. Quality metrics include placements count, supplier response ratio, average interview rating, offer rejection ratio, interview-to-hire ratio, submit-to-interview ratio, unfavorable termination ratio, and candidate offer acceptance rate, collectively worth 480 points. The scoring structure incorporates both positive and negative point awards, with negative grades applicable when suppliers fall below established performance thresholds, creating a comprehensive performance management system that allows the State to make informed supplier retention and engagement decisions.

Supplier Scorecard Supplier performance is a key component to the success of the program. Supplier Scorecard utilizes fact-based metrics from the VMS tool data to allow the State and the MSP to objectively evaluate the value the State receives from the supplier community. Flexible scoring allows the state to do side-by-side comparisons and overall rank across all active suppliers based on the competencies the State defines. The supplier scorecard will track performance over time and measure progress around the State’s strategic goals. The Supplier Scorecard provides very high-level scoring in an intuitive, easy to understand format, but also allows the State to dive deep into in-depth analysis depending on the level of detail needed. The metrics leveraged in the scorecard are broken into three main categories that the State values most in a supplier which are quality, cost, and efficiency. Criteria for metrics in these categories are listed below.
