About this file
This is a Scope of Work attachment for a design services contract between the City of Thousand Oaks, California and a consultant for the Route 23/Olsen Road Bike Improvements Project (CI 5724). The project encompasses two phases: Phase 1 includes administrative tasks, preliminary design, Plans/Specifications/Estimates (PS&E) development, and bid support services; Phase 2 covers construction support services awarded separately in the future. Phase 1 deliverables include a project work plan and schedule in PDF and MS Project format, progress meeting minutes, a final topographic/utility base map at 1"=20' scale with one-foot contours, a California Environmental Quality Act (CEQA) environmental clearance document, a final geotechnical report, design submittals at 30%, 65%, 95%, and final stages, sealed bid documents, construction cost estimates in Microsoft Excel, and an "Issue for Construction" plan set. The consultant is responsible for data collection from City records, Caltrans coordination for permit approvals, surveying with right-of-way boundary retracing, utility notification and coordination, geotechnical investigation including boring exploration, and provision of up to three Requests for Information responses and three bid addenda. Phase 2 construction support includes attending pre-construction and progress meetings, responding to up to five RFIs, reviewing up to fifteen submittals, and preparing record as-built drawings in both PDF and AutoCAD formats.
The scope requires the consultant to adhere to current Caltrans Standard Plans and Specifications and prepare a Caltrans Encroachment Permit Application for both design and construction phases. All improvements are located within Caltrans right-of-way. The City will provide PDF copies of its forms, applications, design standards, existing plans, and access to GIS data including aerial maps. The consultant must conduct a constructability review by a senior construction engineer before submitting the PS&E to the City. Phase 1 concludes with final sealed unbound bid documents and transmittal to both the City and Caltrans, while Phase 2 construction support services are contingent on a future separate award. The consultant is expected to list any additional sub-tasks deemed necessary for successful project completion and include corresponding costs in their fee proposal.
