Quick Draw PR Timber Sale (#10144) – Bergland-Presque Isle VMP 4/21/2023

SECTION C – DESCRIPTION/SPECIFICATION/WORK STATEMENT

Scope of Contract This contract is for Payment Units (1-6) in the Quick Draw PR Timber Sale. It involves timber marking and volume estimation of approximately 248 acres in Northern Hardwood forest types, broken down by the following descriptions:

NOTE: Layout has NOT been completed in these units. Unit boundaries will be marked with three orange slashes above DBH, facing into the unit, and stump marks made with orange paint;

except for the common (shared) unit boundaries which will be marked with two slash mark on both sides of the tree above DBH and stump marks. The Forest Service will traverse all units with GPS equipment prior to 6/1/2023, and modifications to estimated acreages will be made at that time. NOTE: Please contact Doug Sirrine (906)852-3500 for clarification.

(1) HARDWOOD SELECTION, IMPROVEMENT, THINNING (Marking & Cruising)

Payment Units 1-6: approximately 248 acres

Uneven aged stands or even-aged stands with uneven-aged or even-aged objectives consisting of a mixture of Northern Hardwood types of various size classes. These stands contain both pulpwood and sawtimber Species/Product/Unit mixes. Marking objectives are to remove trees considered high risk, defective, poor form, or mature and to maintain or develop size class structure with optimum growing stock, per the specific marking instructions.

(8) SAMPLE TREE CRUISING METHOD

Payment Units 1-6: approximately 248 acres

The Sample Tree cruising method (STR) involves measuring a specified proportion (Sample Interval) of trees in the defined sub-population. The remaining trees included for removal are tallied as count trees. With this cruising method, every tree included for removal must be visited and marked.

NOTE: USFS has not marked the Road ROW unit (7) yet for this sale. This will be done by USFS at a later date. For units that have a road running through them, contractor should still mark/cruise trees up to the edge of the existing road clearing.

NOTE: Government furnished tree marking paint (TMP) will be issued, or returned, by appointment only at the TBD RANGER DISTRICT OFFICE. The primary point of contact for all TMP transactions will be the paint custodian. This person will be identified at the pre-work meeting. BLUE paint has been designated for this sale.

NOTE: USFS will mark ANY and ALL Leave Trees.

1/ In Timber Sale Contracts, all hardwood sawlogs will use 50% minimum net scale in gross %, due to limitations in TIM. Cruising will use 95% minimum net scale for small diameter logs (9.6 – 11.5 DIB).

2/ Seventy percent applies to rot, voids, and char. Mechanical type defects such as sweep, crook, spider heart, and ring shake will not be considered.

Reasonably straight - When the true line of a minimum length piece does not deviate more than ½ the inside diameter of the small and plus two inches from a straight line drawn between the centers of the ends of a piece.

The maximum deflection allowed is what will fit in a 20-inch cylinder.

A minimum tree must include at least one piece that meets minimum specifications.

** Product heights are now measured to the nearest foot. All heights are measured in feet from the ground on the high side of the stump.

1. Conifers – measure total height (to the tip) in feet and the cruise program will calculate the 4” cut-off.

2. Hardwoods (includes Aspen) – measure the height in feet to the 4” top.

3. Sawtimber – cut-off point or “stoppers” will follow our regular practices. Measure sawtimber height in feet. Secondary product height will be measured as described in item 1 or 2 depending on the species.

4. Default dib’s are already built into the equations;

Pulpwood = 4.0” Sawtimber = 9.6” (hardwood)

= 7.6” (mixed conifers, pine)

5. On trees with a broken, dead, or deformed top, record the height to the point where the 4” top or the tip would have been if the tree were still growing normally, then record defect to account for the missing volume.

NEPA DECISION DOCUMENT: Bergland-Presque Isle EA TIMBER SALE: Quick Draw PU: All

STAND DESCRIPTION

The stands listed above are even-aged northern hardwood stands containing a wide variety of size classes ranging from 5” poles to 26”+ trees. The stands are dominated by sugar maple and red maple with components of basswood, yellow birch, white ash, hemlock, and balsam fir. Black cherry, northern red oak, and white spruce are featured to a lesser extent. There is a moderate amount of advanced regeneration throughout the units, mostly in existing within canopy gaps from the previous harvest. The majority of regen is sugar maple, balsam fir, and ironwood. Some areas contain more desirable yellow birch regeneration.

Many of the stands have been harvested several times since their initiation, with the most recent of which occurring in the early-mid 1990’s. The average DBH is ~14”. Stand density ranges from approximately 130ft2 to 160ft2 BA/acre.

The stands generally have coarse loamy, well-drained soils. Small areas of somewhat poorly drained to poorly drained soils may be encountered. Hills and rock outcrops may be found throughout the sale area. Some hills have slopes

DESIRED CONDITION

Uneven-aged northern hardwoods stand with similar or increased species diversity.

Regenerating aspen clones.

Enhanced structural diversity.

Increased tree health and vigor overall.

Reduced pests and pathogens.

Improved timber quality.

SHORT AND LONG TERM OBJECTIVES

Short term: Regenerate a new cohort of trees to perpetuate uneven-aged structure by creating small to medium sized canopy gaps from the removal of individual or groups of trees. Increase species diversity in the stands by promoting the regeneration of mid-tolerant species. Regenerate aspen clones where possible.

Long term: Create and maintain uneven-aged northern hardwood stand of improved health, diversity, and structure.

REMARKS

The stands can be accessed via FR-210, FR-212, FR-212-A, FR-212-B, and FR-212-B1.

If Emerald Ash Borer damage is suspected in these units, inform the marking contract COR and/or the Ontonagon Silviculturist.

There may be relic marking paint from past timber sales in this area that may need to be blacked out during the marking of the new sale. If such paint is encountered, contact COR.

There may be scattered, small, poorly drained pockets, seeps, steep slopes, rock outcrops, perched water tables, or shallow bedrock areas; do not designate any trees for removal in these areas.

The operating season for all of the stands is winter and dry summer.

If any comments, questions, or issues arise – please contact the Ontonagon RD Forester or Silviculturist.

MARKING GUIDE:

Name of Treatment - Selection Harvest

Residual BA/Ac – 70 - 80 ft2

Acres - see above

Create small to medium sized canopy gaps (50’ to 100’ in diameter) to regenerate both shade tolerant and mid-tolerant species. This may be achieved by removing groups of small trees or individual large trees. Ensure drop zones are marked for larger trees selected for removal. Prioritize the removal of sugar and red maple, while trying to maintain the components of hemlock, yellow birch, American basswood, and northern red oak. Select most white ash and black ash for removal, only retaining these species if tree is dominant/codominant in the canopy and in good health (as a rule of thumb – aim for ≤ 20ft2/acre of BA in ash). Mark all merchantable ironwood for removal.

When designating trees for removal, follow the order listed below:

1. Remove trees with poor health and at high risk of mortality before next entry (~20 years)

2. Remove trees of poor quality by considering: rot, crooks, cracks, sweep, sugar maple borer damage, and canker damage.

3. Favor the retention of healthy/vigorous crop trees by removing nearby trees of lesser quality.

4. Favor regenerating diverse species by creating medium sized gaps near healthy/viable mid-tolerant crop trees, such as yellow birch and northern red oak.

In general, mark most trees >24” dbh unless they are cull or have significant wildlife value. In more dense hemlock and basswood dominated areas, the residual basal area may be left higher (BA 100 sq.ft. to 120 sq. ft). Ensure size class diversity is maintained throughout the stands by selecting trees from all size classes for removal. Ensure that an adequate number of good quality poles are maintained going into the future. Always manage for the best tree in place.

Do NOT designate trees for removal if they are within an intermittent stream bed. Do NOT mark trees in wet areas, on rock outcrops, or on steep slopes where they cannot be reached by equipment.

DESIGN CRITERIA AND MITIGATION MEASURES

Highlighted Design Criteria, see NEPA for all of the criteria.

• Cull Trees should be left for wildlife. Do not remove trees with little or no value unless they pose a safety hazard. If cull trees need to be marked, the silviculturist should be notified to assess the risk.

• If any stick nests are found, the wildlife biologist should be notified.

• Reserve snags and den trees according to Forest Plan guidelines (p. 2-32); focus on retaining trees with features beneficial to the NLEB such as shaggy bark and cavities.

• If any archaeological sites are located during layout or implementation, the Archaeologist should be consulted.

• Follow riparian matrix and riparian design criteria to protect all riparian features such as vernal ponds, streams, as well as, sensitive soils.
