About this file

This document is a comprehensive proposal from Verde Technologies for a Deterra Drug Deactivation System campaign with AHCCCS (Arizona Health Care Cost Containment System), focusing on a statewide mailing program. The proposal includes past project examples from various jurisdictions and collaborative efforts, including initiatives in Clearfield-Jefferson (PA), Merced County (CA), Opioid Remediation Collaborative of New Mexico, CHI Health (NE), North Carolina Collaborative, Crawford County (PA), NYS OASAS, and Peninsula Health Care District (CA).

The proposed campaign involves distributing 165,562 Deterra Medium Pouches directly to households, accompanied by 6.75" x 11.25" customized resource cards and overwrap, with a total program cost of $999,994.48 (including $917,213.48 for Deterra products and $82,781.00 for USPS postage). The campaign aims to connect residents to prevention and treatment resources, educate on medication safety, and prevent misuse of medications. The project estimates potential impact of 7,450,290 pills that could be prevented from misuse, diversion, or environmental harm, with a projected net community savings of $2,735,507 in reduced healthcare, productivity, and criminal justice costs.

Campaign Impact

Net Community Savings were generated using a Health Economics Outcomes Research (HEOR) model created by Partnership for Health Analytics Research, LLC to determine the financial implications of using the Deterra System.

It was developed using data from 12 published studies to model scenarios based on:

• The number of households with unused opioids

• The likelihood of proper disposal behavior

• The prevalence of opioid use disorder (OUD) stemming from misuse of opioids in the home

• The costs associated with OUD

Potential # of Pills Destroyed is calculated based on the number of pouches being distributed and the maximum number of pills that can be destroyed per medium pouch.
