About this file

This is a technical specification document issued by the Louisiana Department of Transportation and Development (DOTD) for the procurement of Class 8 dump trucks equipped with removable pusher axles, snowplows, belly scrapers, and salt spreaders with prewet systems. The specification (Series No. 156-200, Equipment Specification 156-200D Rev. 8/3/2026) establishes minimum requirements for new production model trucks meeting all state and federal safety and emission standards. The specification uses a Freightliner 114SD/International HX cab and chassis with a Viking Cives western-style dump body as the representative baseline for evaluating equivalency. Bidders must demonstrate that proposed equipment conforms to the detailed requirements or provide manufacturer documentation for any exceptions or equivalent options. All equipment must be sourced from manufacturers with authorized Louisiana dealers capable of providing warranty and repair services with properly trained technicians.

The specification details comprehensive requirements across multiple systems including a 15L, 450 HP diesel engine with turbo exhaust brake and front PTO capability; an Allison 4500 RDS transmission with electronic speed governing; air disc braking with ABS and traction control; a 12-cubic-yard capacity dump body constructed of AR-450 abrasion-resistant steel; a complete hydraulic system with load-sensing valves and proportional controls; a front-mount 12-foot snowplow with power reversing moldboard; a belly-mounted 10-foot underbody scraper with power reversing capability; a chemical spreader with 10.5-cubic-yard capacity and prewet system; and integrated warning light systems with LED lighting packages. Vendors must supply complete documentation including notarized bills of sale, certificates of origin, service policies, owner's manuals, and build sheets with all delivered units. Equipment shall be delivered fully assembled and ready for operation with a Louisiana safety inspection completed prior to acceptance. The specification requires a minimum 12-month warranty covering all parts, labor, and transportation costs, with warranty repairs available through any authorized dealership of the manufacturer, though the successful bidder remains ultimately responsible for coordinating timely repairs.
