About this file

This is a technical specification document from the State of Louisiana Department of Transportation and Development (DOTD) for the procurement of a bucket truck with diesel engine and 19,500-pound Gross Vehicle Weight Rating (GVWR). The specification establishes minimum requirements for a two-wheel drive regular cab Class 5 truck equipped with a utility body and an insulated aerial device featuring an articulating, telescopic boom, material handling jib, and single one-man fiberglass platform. The representative equipment baseline for evaluation purposes is a Ford F550 or RAM 5500 cab and chassis with an Altec AT41M aerial device and utility body. Equipment must be new, current production models meeting all applicable state and federal safety and emission standards at the time of order. Bidders proposing exceptions or equivalent options to the specified equipment must provide manufacturer information and detailed specifications for evaluation, with non-equivalent submissions subject to rejection.

The specification document does not contain explicit information regarding pricing terms, set-asides, contract duration, renewal options, or award dates. However, the document notes that the number of delivery days after receipt of order may be used as a factor in the award evaluation. All equipment must be delivered completely assembled and ready for operation, with a Louisiana safety inspection and sticker affixed prior to delivery. Vendors must supply comprehensive documentation including notarized bill of sale, certificate of origin, dealer service policy, owner and service manuals in both hardcopy and digital formats, and build sheets written in plain language detailing all standard and optional features. Bidders are required to complete and return the full specification document, including a detailed "Bidder's Exceptions" page noting any deviations from specifications, with failure to disclose exceptions potentially resulting in equipment rejection at delivery.
