About this file

This document is a State of California Bid Specification for Road Deicers, specifically Attachment B to Contract 6810-5425 Revision 1, issued by the California Department of General Services (DGS) and the California Department of Transportation (CalTrans). The specification was prepared on December 23, 2021, and provides detailed technical requirements for road deicing materials to be used by the state for removing ice and snow from California roads and highways.

The bid specification outlines comprehensive technical requirements for two primary road deicer materials: salt and magnesium chloride. For salt, the document specifies multiple product categories including treated bulk salt, untreated bulk salt, untreated bagged salt, brining bulk/bagged salt, and brining salt in totes. Each salt type must meet specific ASTM standards, including precise sieve analysis requirements and chemical composition guidelines. For magnesium chloride, the specification mandates an aqueous solution with 26-31% magnesium chloride by weight, a maximum of 73% water, and a specific gravity of 1.29 ± 0.03. The document also requires a corrosion inhibitor that provides 70% or better protection against salt-induced corrosion, with a density between 10.5 and 11.2 lbs/gallon.

1.0 SCOPE

The specification herein describes the requirements for Road Deicers by the State of California, Department of Transportation (CalTrans) to remove ice and snow from California roads and highways.

2.0 APPLICABLE LAWS and INDUSTRY STANDARDS

Specifications, standards and regulations referenced in this section are part of this specification.

2.1 INDUSTRY STANDARDS

2.1.1 ASTM D632-12 - Standard Specification for Sodium Chloride

2.1.2 ASTM E534-18 - Standard Test Methods for Chemical Analysis of Sodium Chloride

2.1.3 ASTM C136/C136M-19 - Standard Test Method for Sieve Analysis of Fine and Coarse Aggregates

2.1.4 California Test 202 – Method of Tests for Sieve Analysis of Fine and Coarse Aggregates (CalTrans)

3.0 TECHNICAL REQUIREMENTS - SALT

3.1 General

3.1.1 Salt shall be delivered to CalTrans in a free flowing and usable condition free of foreign material not defined by this specification.

3.1.2 Chemical composition shall be a minimum of 99% Sodium Chloride as determined by ASTM E534-18 testing methods.

3.1.3 Moisture content upon delivery shall not exceed 3% by weight.

3.2 Treated Bulk Salt

3.2.1 Salt shall conform to ASTM D632-12 for Type I, Grade I and meet the following Sieve Analysis (per California Test 202 or ASTM C136/C136M-19):

Sieve Size #30 #8 #4 3/8” 1/2” Percent Pass 0-15 10-60 20-90 95-100 100 min.

3.2.2 Salt shall be treated with Yellow Prussiate of Soda (YPS) as an anti-caking agent. YPS shall be thoroughly blended with the salt between 50ppm and 100ppm.
