About this file
This is a Professional Qualification Supplement (PQS) form for Architect and Engineering Services issued by the Florida Department of Agriculture and Consumer Services for the Bronson Animal Disease Diagnostic Laboratory expansion project located at 2700 N. John Young Pkwy., Kissimmee, Florida. The form is designed to gather information from qualified architectural and engineering firms interested in providing professional design services for a new multi-discipline government laboratory expansion facility. Proposals are due August 20, 2026, at 5:00 PM ET, with proposal opening scheduled for August 21, 2026, at 10:00 AM ET. The PQS requires prime firms to provide their firm name, street address, city, zip code, phone number, contact name, and email address.
The form evaluates firm qualifications through Section B, which requires documentation of current workload for active projects, fees on hold, and remaining fees associated with the prime firm's office location. The PQS calculates billable office staff capacity by summing principals, technical, and production staff while excluding overhead personnel. A critical metric is the ratio of total fees to billable office staff, which measures the firm's current workload relative to available capacity. The form distinguishes between fees related to the prime firm's identified office location and participating support staff located in other offices, with specific instructions for multidiscipline firms to list only fees related to the requested project expertise, such as architecture or engineering services.
