About this file

This is a specifications document (Attachment B) outlining the technical requirements for a K-12 learning management system (LMS) to be implemented by an unnamed state or local educational agency, likely in South Carolina based on references to residency requirements. The document details comprehensive functional requirements across multiple system components, including administrator core features, instructor delivery systems, course management capabilities, content development tools, and student-facing features. Key requirements include compliance with 1EDTech One Roster and Thin Common Cartridge standards, integration with Student Information Systems via XML or LDAP for single sign-on functionality, and support for multilingual capabilities. The contractor must provide grade-level specific implementation, annual license true-ups, quarterly and annual usage reporting with monthly unique user tracking, and dedicate a full-time South Carolina resident employee to support services.

The specifications encompass extensive functionality requirements without explicitly stating pricing terms, set-aside provisions, incumbents, or funding sources within this attachment. Critical operational requirements include discussion forum grading capabilities, secure gradebook functionality with spreadsheet export options, automated assessment grading for multiple question types, plagiarism prevention tools, student progress tracking with click-level monitoring, and the ability to create badging upon course completion. The system must support content management through wikis, blogs, templates, and LTI-compliant resources, while providing students with access to individual grades, ePortfolios, personalized dashboards, and automated deadline notifications. No specific contract term, renewal options, or award timeline is identified in this document.
