About this file

This is a specifications document for a higher education learning management system (LMS) procurement for state and local institutions. The document outlines comprehensive functional requirements across multiple categories including course tools, instructor-student interaction capabilities, course design and organization functionality, student user interface features, instructor course management tools, administrative reporting capabilities, and system administration functions. The specifications detail required features such as in-course messaging and email, real-time communication services with recording capabilities, plagiarism detection, integration with third-party content providers (VitalSource, Cengage, McGraw Hill, Pearson), lecture capture tools, and accessibility compliance. The document establishes requirements for course shell creation, enrollment management, content repository sharing, rubric-based grading systems, and the ability to toggle between instructor and student views. Additionally, specifications include scheduling calendars, productivity tools, customizable landing pages, and group workspace functionality.

The specifications further require robust student tracking and analytics capabilities, including usage monitoring, time-on-task analysis, attendance tracking integration with gradebooks, and both standard and custom reporting options. Administrative requirements encompass user authentication through existing agency resources such as CAS, Shibboleth, LDAP, and single sign-on capabilities, SIS integration for automatic student data transfer from existing ERP systems, course migration tools from legacy systems, server-wide backup and archiving functionality, and site-wide learning outcomes definition capabilities. The document indicates these features should ideally be included in a Core Components Bundle, with additional functionality offered as supplemental modules. Bidders are instructed to identify for each feature whether it is available, whether it is included in the core bundle or offered as a supplemental module, and to provide descriptions of the proposed solution's relevant capacity.
