About this file
This document is an Attachment B detailing a hypothetical demolition scenario for Larimer County, Colorado, involving the comprehensive remediation of a property with multiple unpermitted and unsafe structures. The project encompasses the demolition and removal of two illegal residential additions, five converted accessory sheds, and two pole barns with illegal dwelling units, contingent upon hazardous materials testing for lead, asbestos, methamphetamine, and fentanyl. The county intends to establish a zero-dollar "stand-by" agreement with one or more contractors to provide demolition and debris management services as needed.
The project's primary objectives include returning the property to its original, permitted configuration, disconnecting unauthorized utility services, and ensuring full compliance with environmental safety protocols, county ordinances, and state and federal regulations. The scope of work requires thorough hazardous materials testing, potential abatement, structural assessments, and complete removal of unpermitted structures, with the ultimate goal of restoring the property to a safe, lawful condition. The contract appears to be flexible, allowing the county to engage contractors on an as-needed basis without an upfront monetary commitment, which suggests a strategic approach to managing potential demolition and remediation requirements.

Attachment B - Hypothetical Scenario for demolition service A property inspection revealed multiple unpermitted and unsafe structures, as well as hazardous conditions requiring remediation.
The site contains:
1. Primary Residence – Two (2) illegal additions were identified. Hazardous materials testing (including for lead, asbestos, methamphetamine, and fentanyl) will be conducted prior to any demolition or removal work. Based on test results and structural assessments, the portions of the residence constructed without permits will be removed, and the structure will be returned to its original, permitted configuration.
2. Five Converted Sheds – These accessory structures were illegally converted into habitable space without building permits, inspections, or compliance with applicable safety codes. All five sheds will be demolished in their entirety following hazardous materials testing and proper abatement procedures, if required.
3. Two (2) Pole Barns with Illegal Dwellings – Each barn contains unpermitted residential units. These illegal dwellings will be removed. Whether the pole barn structures themselves remain or are demolished will depend on the results of hazardous materials testing and structural evaluations. If contamination or safety hazards are found to be unmanageable, the barns will be removed.
4. Utilities – All utility services, except those necessary for the main permitted residence, will be disconnected prior to demolition or interior removal work. This includes electric, gas, and water connections serving the illegal structures.
All work will proceed in compliance with environmental safety protocols and county code requirements, with oversight to ensure proper abatement, demolition, and restoration to lawful use.
Following a comprehensive inspection and code compliance review, a property was found to contain multiple unpermitted structures and hazardous conditions posing safety and environmental risks. The following corrective actions are planned:
1. Main Residence
· Two (2) illegal additions have been identified.
· Hazardous materials testing will be conducted for lead-based paint, asbestos-containing materials, methamphetamine residue, and fentanyl contamination.
· Based on testing results, the illegal additions will be demolished, and the residence will be restored to its original, permitted footprint.
2. Accessory Sheds
· Five sheds have been illegally converted to habitable space without permits, inspections, or compliance with building codes.
· All five sheds will be demolished following hazardous materials testing and, if necessary, abatement.
3. Pole Barn Structures
· Two (2) pole barns contain illegal dwelling units.
· The unpermitted dwellings will be removed in full.
· Whether the pole barn structures themselves remain will depend on the results of hazardous materials testing and structural evaluations. If hazards are present and cannot be safely remediated, the barns will be demolished.
4. Utilities
· All utility services (electrical, gas, water) to the illegal structures will be disconnected.
· Utilities to the main permitted residence will remain active during the clean-up process.
5. Environmental & Safety Compliance
· All work will follow established environmental protocols, including proper containment, removal, and disposal of hazardous materials.
· Activities will comply with county ordinances, state regulations, and applicable federal safety requirements.
Upon completion, the property will be restored to a safe condition, with only permitted structures remaining in lawful use.
