About this file
This document outlines evaluation criteria for a deep packet capture and inspection solution being solicited by the Department of State Office of Acquisition Management under solicitation number 19AQMM20Q0128. The solution must provide centralized management and reporting of infrastructure, integrate with existing log aggregation tools, decode all file types including those encoded in Base64, and ingest network traffic at wire speeds. It must capture and reconstruct all network applications from 100% of border traffic while allowing configuration of data retention objectives. The solution must be highly available, function across two geographic points of presence, and support ingestion of third-party threat feeds. Comprehensive requirements address architecture, analytics functionality, engineering performance including 40Gbps inspection rates, and services/support with 99.9% uptime.
