About this file
This is a collection data attachment supporting Collin County Community Supervision and Corrections Department's Request for Proposal 2026-327 for offender specimen collection and drug testing services in Texas. The proposal solicitation seeks vendors to provide comprehensive drug testing services at two collection sites located in Plano and McKinney, operating Monday through Friday from 8:00 a.m. to 5:00 p.m., with five Saturday operations annually from 10:00 a.m. to 12:00 p.m. The annual testing demand is approximately 25,031 tests, with the attachment detailing historical collection data from May 2025 through April 2026, which shows monthly volumes averaging 454 five-panel screens and 1,501 six-panel screens, supplemented by ancillary testing including hair panels, ETG screens, drug patches, and instant cup collections. Proposals are due July 23, 2026 at 2:00 p.m., with an anticipated award date of August 10, 2026. The contract term commences September 1, 2026 for an initial two-year period with three optional one-year renewal periods, not to exceed five years total.
The estimated contract value is $600,000, with pricing submitted on a per-test basis across three service models: screening only, confirmation after screening, and screening with automatic confirmation of positives. All pricing must be inclusive of freight, delivery, insurance, and staffing costs with no additional surcharges permitted. Price reductions are mandatory if the vendor offers lower rates to other customers, and price redetermination is limited to September 1 anniversaries with increases capped at 3.0 percent annually based on medical Consumer Price Index adjustments. The successful vendor must maintain laboratory certification from SAMHSA, TX DPS, or CAP and provide immunoassay screening with LC/MS/MS or GC/MS confirmation, electronic result reporting, and alternative testing methodologies including oral fluid and hair testing. Evaluation comprises a compliance review and Phase 1 detailed proposal assessment scoring vendor understanding (30 points), firm qualifications (25 points), client references (15 points), and cost (30 points), with optional Phase 2 demonstrations and interviews worth up to 30 points. Funding derives from Texas Department of Criminal Justice-Community Justice Assistance Division appropriations subject to annual availability, and the county reserves the right to award in whole or in part to multiple vendors.
