About this file

The document is a 2015 Water Treatment Facilities Master Plan prepared by Fort Collins Utilities in collaboration with consulting firms CH2M and Carollo Engineers. The comprehensive master plan covers water treatment infrastructure and planning through 2050, focusing on the city's water treatment facilities, including the Poudre River Intake, Presedimentation Basins, Raw Water Pipelines, Water Treatment Facility, Southwest Pump Station, Foothills Tank, and Goat Hill Tank. The plan addresses existing and future water treatment needs, regulatory compliance, water quality standards, operational flexibility, infrastructure reliability, and cost-effective water supply optimization.

The master plan reveals that Fort Collins Utilities currently serves 132,000 people, with a reduced peak day water demand of 48 million gallons per day (MGD), down from 51 MGD in 2009. The document incorporates policy updates from the 2012 Water Supply and Demand Management Policy and includes revised service area population estimates, reduced per capita water consumption forecasts, and a wholesale water capacity agreement with Fort Collins-Loveland Water District. The plan emphasizes sustainable asset management, triple bottom line considerations, and a capital improvement strategy that includes large and minor capital projects to maintain and enhance water treatment infrastructure while meeting evolving regulatory requirements and community needs.

Executive Summary This Executive Summary highlights the key findings and recommendations resulting from the Fort Collins Utilities Water Treatment Facilities 2015 Master Plan (2015 Master Plan). The 2015 Master Plan was prepared to provide guidance for future regulatory compliance, support capital planning necessary to maintain the condition of the current facilities, and maintain the level of service desired by Fort Collins Utilities. The planning period for this Master Plan covers the Fort Collins Utilities water service area through the 2050 planning horizon. The following specific objectives are addressed in the 2015 Master Plan:

Provide facilities to meet existing and future water treatment needs.

Ensure that the quality of the treated water delivered to customers consistently meets or surpasses current and anticipated future regulatory requirements.

Ensure that the quality of treated water meets customer expectations consistent with drinking water policy.

Provide operating flexibility to meet reasonably anticipated fluctuations in raw water quality and treated water use.

Provide sufficient redundancy, standby facilities, and emergency procedures to ensure treated water supply reliability.

Optimize facility operations to supply high‐quality water at the lowest achievable cost.

The 2015 Master Plan includes the review and assessment of the following components of the water treatment, supply, and distribution facilities:

Poudre River Intake

Poudre Intake Presedimentation Basin

Pleasant Valley Pipeline Presedimentation Basin

Poudre Raw Water Pipelines

Water Treatment Facility (WTF)

Southwest Pump Station

Foothills Tank

Goat Hill Tank

Significant changes from the 2009 Master Plan (submitted final in 2010) that have been addressed in the current Master Plan include:

Revised service area and population estimates

Reduction in per capita water use consumption and resulting peak and average day demand forecast

2012 update to the City’s Water Supply and Demand Management Policy

Revised raw water supply portfolio and water storage planning projects

Inclusion of a wholesale water capacity agreement with Fort Collins‐Loveland Water District

Completion of new capital improvement projects

Each section of the 2015 Master Plan is summarized herein.

WATER TREATMENT FACILITIES 2015 MASTER PLAN

Section 1: Introduction Fort Collins Utilities currently serves a population of 132,000, which is 5,000 less than the quantity used in the 2009 Master Plan for planning purposes. As a result, current peak day demand has also been reduced from 51 MGD in 2009 to 48 MGD in 2015 (CH2M HILL 2010).

Section 2: Resources and Demand Production Guiding Policies The City of Fort Collins has adopted drinking water quality and raw water policies through a Council Resolution that formalizes the City’s commitment to effectively delivering services vital to the health and wellbeing of the community. The Drinking Water Quality Policy (provided as Appendix A) states the City will 1) meet or exceed customer expectations for quality, quantity, and reliability; 2) consider water quality in development of all codes, policies, and project development; and 3) design, construct, and operate City facilities to provide safe, reliable, and cost‐effective service to the City’s residents. The goal of the policy is to 1) provide an adequate and reliable water supply and

2) manage the demand while making efficient use of the resource.

Fort Collins Utilities adopted a Water Supply and Demand Management Policy in 2012 that provides guidance to the City when addressing water resource planning issues, such as demand management, drought criteria, supply portfolio and quantity, regional cooperation, environmental considerations, and recreational opportunities. In 2014 the City completed the Water Supply and Demand Management Policy Revision Report that supports the 2012 policy and provides additional information on water demand projections and planning criteria.

This Master Plan complies with these critical City policies.

Fort Collins Utilities participates in the Partnership for Safe Water, a voluntary program developed by the U.S.
