STATEMENT OF WORK
Web Based Postage Services
FFD/Logistics Unit
September 04, 2024
1.0 Scope
The purpose of this order is to procure web-based postage meters and scales for the Federal Bureau of Investigations (FBI) and satellite facilities located in 331 locations. The Contractor shall also provide, service and maintain mailing system equipment for processing official mail and packages. At a minimum, each mailing web-based system shall include a postage meter scale and associated peripherals. Contractor tasks include refresher training, and maintenance of the solution. Contractor tasks for the mailing system shall include project management, equipment delivery, installation setup and testing, training and refresher training, equipment/system maintenance, and contractor hosted enterprise-wide carrier pricing and accounting software, administration, and database management (to include reports).
1.1 Background - The GOVERNMENT processes official mail with 331 postage meters at 331 locations throughout the Federal Bureau of Investigations (FBI). While all of these locations are overseen by the Official Mail Manager, this is not a full- time position and processing mail is the primary duty of the official mail clerk. Consequently, the GOVERNMENT relies on automation to minimize errors, minimize the time spent handling and processing mail and improve overall management and budgeting efficiency.
Volume and type of mail processed at each location can vary significantly. GOVERNMENT requires mailing systems with different or adaptive levels of processing capabilities and features (High Volume, Medium Volume and Low Volume). Additionally, GOVERNMENT requires the contractor to support and maintain each postage meter and mailing system and train users to operate the equipment.
1.2 Order shall be on a term of one base year with 4 one year options totaling 60 months. All equipment, items and maintenance shall be from the contractor’s GSA Contract.
2.0 Objective
The objective of this requirement is to obtain all equipment and services necessary for mail processing and small package carrier processing. All equipment obtained under this order shall be provided on a lease to own basis. The lease shall include all equipment to meet this requirement, secure contractor provided off-site hosting services that meet federal security requirements, provide enterprise software that meets federal security requirements and equipment maintenance as well as initial stock of meter related supplies.
Reducing carrier charges and overhead costs are a key component of this procurement. The enterprise software provided shall include a fully integrated rate shopping capability that enables the system to choose the most economical mail carrier and class available from GOVERNMENT approved carriers. Specific requirements for each major category are outlined below.
In addition, this procurement is to obtain enterprise software and contractor system hosting that can be expanded in the future to offer shared resources of systems to other Agency locations as the need arises.

Label printers/scales will be supplied by the contractor for each location. Databases and rates must be on the centralized enterprise level.
3.2 The mail systems shall accurately weigh, rate, meter, and account for all outbound mail and parcels. All equipment supplied under the order shall have postage meters with remote setting capability that permit replenishment and maintenance. The GOVERNMENT will provide Internet connectivity for the contractor supplied workstation to connect to the contractor’s hosting facility. This report shall include any equipment installations, plans for updates referencing any aspect of the project, and any contractor concerns or recommendations from the previous 30- day period. The progress reports will end once the mailing systems are fully deployed, and an Account Status report will begin.
The TAM shall provide a monthly Account Status report to the GOVERNMENT COR via electronic mail within ten business days after the close of a calendar month after the mailing systems were installed. This report will include response times for maintenance and an overall average maintenance response time, synopsis of repairs completed, equipment moves throughout the period (list from/to addresses, location/unit name, equipment replaced to include serial numbers, and postage amounts transferred if applicable), postage meter amounts transferred/refunded, service calls (e.g. repairs, maintenance or refresher training) , invoices voided that were inadvertently submitted to Sites, and any contractor concerns or recommendations from the previous month.
