About this file

This document is a Statement of Work (SOW) for intrusion alarm monitoring, operation, maintenance, and notification services for various Bureau of Reclamation facilities across Colorado. The SOW covers nine facilities at six different locations, including Taylor Park Reservoir, Ridgway Reservoir, Bonham Reservoir, Rifle Gap Reservoir, and Paonia Reservoir. The objective is to provide prompt notification of alarm conditions at these remote facilities on a 24/7/365 basis and maintain the alarm system functionality through necessary repairs and yearly inspections. The period of performance is a base year from June 1, 2024 to May 31, 2025, with four one-year option periods.

The related federal contract opportunity is a total small business set-aside solicitation (140R4024Q0046) for the WCAO N Facilities Alarm O&M requirement, using NAICS code 561621 with a $25M size standard. The solicitation seeks quotations for the alarm monitoring services described in the SOW, with a deadline for questions at least 72 business hours prior to the closing date. STATEMENT OF WORK

Intrusion alarm monitoring (24/7/365), operation, maintenance, and notification for Taylor Park

Reservoir, Ridgway Reservoir (3 facilities), Bonham Reservoir (2 facilities), Rifle Gap Reservoir, and Paonia Reservoir. Nine different facilities across six different locations.

1.0 Background

The Bureau of Reclamation (BOR), Western Colorado Area Office (WCAO) is responsible for the security of Reclamation project facilities. Established site security plans require that intrusion detection and alarm monitoring be implemented where practical. Alarm and notification equipment is installed and functioning properly at the facilities that require monitoring. Reclamation has been paying for intrusion alarm monitoring and notification for many years using micro-purchase authority, however, the cost and number of facilities monitored now exceed the yearly micro-purchase limit for services.

2.0 Scope

The action sought is monitoring, and notification of alarm conditions. Additionally, maintenance and repair of alarm system components to ensure proper operation of installed equipment. An alarm condition at a remote Reclamation facility will notify the alarm monitoring company. The alarm monitoring company will then notify designated Reclamation personnel using a sequential call list. The alarm monitoring company will inform Reclamation personnel of the type of alarm and the date/time of alarm activation. Once a Reclamation employee receives and acknowledges the alarm condition, no further notification action is required, and the alarm monitoring company will discontinue notifications.

3.0 Objective

The objective is to provide prompt notification of alarm conditions at remote Reclamation facilities on a

24/7/365 schedule and maintain alarm system functionality.

4.0 Tasks

The service includes replacing non-functional parts, making necessary repairs, ensuring that the equipment is working properly and notifying appropriate WCAO personnel of system changes. All intrusion alarm equipment should be inspected yearly to verify proper operation. The service also involves monitoring security alarm equipment and notifying WCAO personnel when an alarm occurs.

5.0 Delivery

The delivery is providing timely notification of alarm conditions and maintaining the intrusion alarm system to ensure continued functionality. This is accomplished by providing adequate and timely operation and maintenance of the equipment at each site.

6.0 Government-Furnished Property

There is existing no government-furnished property for this purchase request.

7.0 Security

All facilities require entry through locked gates and doors. All site visits will require coordination with

Western Colorado Area Office (WCAO) staff for access.
