Gas Chromatography Upgrade
United States Department of Agriculture (USDA)

1.0 Introduction
1.1 The Agricultural Research Service (ARS) is the U.S. Department of Agriculture's chief scientific in-house research agency with the mission to deliver scientific solutions to national and global agricultural challenges. The ARS has been tasked to find solutions to agricultural problems that affect

The ARS delivers cutting-edge, scientific tools and innovative solutions for American farmers, producers, industry, and communities to support the nourishment and well-being of all people; sustain our nation’s agroecosystems and natural resources; and ensure the economic competitiveness and excellence of our agriculture.
1.2 The USDA’s Daniel K. Inouye U.S. Pacific Basin Agricultural Research Center, located in Hilo, HI, has a requirement for upgrades to a portable Agilent 990 Micro Gas Chromatography System.
2.0 Objectives
2.1 This requirement is for upgrades to a portable Agilent 990 Micro Gas Chromatography System.
3.0 Requirements
3.1 Upgrades must include the following:
3.1.1 Vendor must upgrade a portable dual channel 990 Micro GC to a three-channel 990 Micro GC using new Original Equipment Manufacturer (OEM) parts.
3.1.2 Vendor must supply and install a Volamine module (15 m Volamine column) to the channel 3 being added to the 990 Micro GC.
3.1.3 Vendor must supply and install a dedicated heated inlet for the Volamine module with Helium carrier gas.
3.1.4 Vendor must conduct functional test of the Micro GC after the modification.
3.1.5 Vendor must provide method development and training of ammonia analysis, to include:
3.1.5.1 Optimization of injection volume.
3.1.5.2 Optimization of backflush timing.
3.1.5.3 Pneumatic and temperature programming.
3.1.5.4 Detector settings.
3.1.6 Vendor must provide a custom manual, to include:
3.1.6.1 Example chromatograms.
3.1.6.2 Example chromatographic reports.
3.1.6.3 Precision statistics in triplicate.
3.1.6.4 Method itself.
3.1.7 Vendor must conduct functional tests for the identification and detection of ammonia using standards and real experimental samples.
3.1.8 Vendor must provide on-site installation, commissioning, and training, to include:
3.1.8.1 All regional travel and site access costs.
3.1.8.2 The method development and support for the analysis of ammonia.
3.1.8.2.1 Analysis of samples.
3.1.8.2.2 Analysis of calibration standards.
3.1.8.2.3 Method parameter optimization.
3.1.8.2.4 Training of method/software manipulation.
3.2 Addition of a gas sampling valve to an existing Agilent 8890A GC-5977 MSD.
3.2.1 Vendor must modify 8890GC by adding an additional split/splitless (S/SL) inlet and install a valve oven, automated sample on/off valve, gas sampling valve, and membrane pump for low pressure samples.
3.2.2 Vendor must supply and install an additional S/SL inlet to the rear inlet of the 8890 GC.
3.2.3 Vendor must supply and install the following and connect to the rear inlet, to include:
3.2.3.1 Auxiliary valve oven, capable of mounting six Valco valves and multiple packed columns.
3.2.3.2 UNMP830KPDC, membrane pump, on the GC Sample Out.
3.2.3.3 A3C4WE, pneumatically actuated, 4 port sample on/off valve, W Style, with Valcon E rotor rated to 200C, mounted in the auxiliary valve oven.
3.2.3.4 A3C6WE, pneumatically actuated, 6 port gas sampling valve, W Style, with Valcon E rotor rated to 200C, mounted in the auxiliary valve oven.
3.2.4 Vendor must conduct functional testing, to include:
3.2.4.1 Optimization of injection volume.
3.2.4.2 Vale timing.
3.2.4.3 Flow balancing.
3.2.4.4 Pneumatic and temperature programming.
3.2.4.5 Detector settings
3.2.5 Vendor must provide a custom manual, to include:
3.2.5.1 Valve plumbing diagram.
3.2.5.2 Example chromatograms.
3.2.5.3 Example chromatogram reports.
3.2.5.4 Precision statistics in triplicate.
3.2.5.5 Method itself.
3.2.6 Vendor must provide appropriate GC box for shipping in case there is a need to install S/SL inlet and sampling valve assembly prior to on-site visit.
3.2.7 Vendor must provide on-site installation, commissioning, and training up to 3-days, to include:
3.2.7.1 All domestic travel and site access costs.
3.2.7.2 Method development and support for the analysis of ammonia and other volatile amines in various matrices, to include:
3.2.7.2.1 Analysis of calibration standards.
3.2.7.2.2 Identification of knowns and unknowns as possible.
3.2.7.2.3 Method parameter optimization.
3.2.7.2.4 Training method/software manipulation.
4.0 Period of Performance
4.1 All upgrades must be completed within 12 months after receipt of award.
5.0 Inspection and Acceptance
5.1 All inspection reports and testing results shall be submitted to the assigned Contracting Officers Representative.
6.0 Travel
6.1 Travel to the Daniel K. Inouye U.S. Pacific Basin Agricultural Research Center located at 64 Nowelo St., Hilo, HI 96720 is required. All travel expenses must be included in the price of this contract.
