About this file

This document is a Scope of Work and Technical Specifications for a Seismic Cone Penetration Testing (SCPTu) project involving the Oregon Department of Transportation (ODOT), Oregon State University (OSU), and Portland State University (PSU). The project involves conducting geotechnical investigations at the Buck Creek Bridge site, with two separate testing timepoints before and after pile driving. The work will include advancing 2-6 SCPTu soundings to approximately 60 feet depth, performing downhole shear wave velocity measurements, and executing pore water pressure dissipation tests. The project is scheduled to commence no earlier than April 2025 and must be completed by November 15, 2025, with testing limited to 14 consecutive days and conducted within ODOT right of way.

The contract will be awarded on a comprehensive basis, covering all equipment, personnel, mobilization, and associated costs for the geotechnical investigation. Payment will be structured across multiple line items including administration, mobilization, equipment drums, seismic cone penetration testing, standby time, and traffic control. The total project involves investigating subsurface materials consisting of fill, colluvium, lacustrine deposits, and diatomaceous silts, with special considerations for potential high excess pore water pressures (ranging from under 100 psi to over 700 psi). The contractor must provide specialized equipment capable of measuring pore pressures up to 1500 psi and comply with multiple safety, environmental, and utility notification requirements.

SCOPE OF WORK

The purpose of the work specified herein is to provide seismic cone penetration testing with pore water pressure measurement (SCPTu) as part of a geotechnical investigation at a site known to be underlain by diatomaceous soils. This investigation is being performed in support of a pile static load test.

All necessary equipment, machinery, tools, lighting, supplies, materials, fuel, mobilization/demobilization, water, water delivery, setup, site preparation, safety equipment, skilled personnel, and incidentals to perform the specified work shall be provided by the Contractor. Due to confined workspace at the location, traffic control will be provided by the Contractor. This scope of work will occur in parallel with Pile Driving and Pile Testing and potentially Drilling (separate contracts). Contractor will be expected to work with ODOT to schedule pile driving and pile testing so that CPT work occurs before and after pile driving work (pile driving is a separate contract).

The scope of work will include advancing SCPTu soundings at the location indicated in Table 1 below and shown in Figure 1 both before and after Pile Driving and Pile Testing (separate contract). As site conditions allow, testing will be conducted to the depth indicated in Table 1 for each sounding (to be determined in conjunction with the ODOT Engineer).

A truck-mounted cone penetration testing (CPT) rig will be able to access the site. We expect that at least two and up to six SCPTu soundings will be performed. Expected site conditions include fill and colluvium (potentially with large cobbles) underlain by diatomaceous silts (from very soft to very stiff) interbedded with volcanic ash, organics, and sand lenses. Stiff surficial materials may require some amount of pre- drilling.

The Contractor shall provide the utility call-in ticket number to ODOT before work begins. The Contractor shall not perform ground penetration work within three feet of any marked/identified utility.

Seismic Cone Penetration Sounding with Pore water Pressure Dissipation (SCPTu) Two separate timepoints for testing are expected and include before and after Pile Driving and pile testing. For each of these timepoints, at least two and up to six soundings will be advanced at the project site (see Figure 2 for a vicinity map and Figure 3 for potential equipment footprint), as described below and as directed by ODOT. The total penetration footage is estimated at approximately 180-300 feet for each time point. Subsurface materials at the site are anticipated to be a mixture of sand, silt, and gravel fill material (≈3-6 ft.) over medium dense lacustrine silt, sand, and gravel (≈4-10 ft. thick) with possible fat clay seams underlain by a thick deposit of diatomaceous silt (from ≈13 ft. bgs to BOH) containing a dense sand lens (≈58-62 ft. bgs).

For each time point, the Contractor should be prepared for 60 ft. of pre-drilling. On paved surfaces the top 18 inches of the penetration shall be sealed with cement grout or concrete. Soundings shall be performed and abandoned in accordance with the Oregon Water Resources Department (OWRD) rules and regulations. All CPT data reports shall be filled out using the assigned OSU/PSU sounding number, signed by the licensed operator, and submitted to the OWRD with a copy submitted to the OSU Project Personnel and Research Project Lead.

Downhole shear wave velocity measurements shall be performed during testing. The contractor will provide a seismic source for generating waves at the ground surface and an instrumented cone containing the receiver(s) necessary (e.g., geophone(s)) to detect shear wave arrival times.

Pore water pressure dissipation tests shall be performed as directed by ODOT. Due to anticipated high excess pore water pressure conditions, it may be necessary in some instances to advance the cone at a rate that is less than the standard 2 cm/s, at the discretion of the ODOT. In the case of particularly stiff or rocky deposits overlaying or interbedded with the diatomaceous materials, pre-drilling may be necessary.

Special Note: In previous site investigations involving diatomaceous soils, observed pore water pressures have ranged from under 100 psi to over 700 psi. It is the Contractor’s responsibility to provide a cone penetrometer with pore pressure transducer(s) capable of measuring up to 1500 psi at the necessary resolution (typ. ≈0.001 psi).

Access to Project Site Access to the test site will be via paved road or otherwise improved surface, and work will occur within ODOT right of way including ODOT’s permanent easement area. Figure 2 shows the approximate test location at the project site in more detail.

Water Sources and Delivery Water delivery access will be from the available locations as identified and managed by the Contractor. Sufficiently sized and lengths of water delivery pipe/hose/pumps shall be provided by the Contractor as necessary (see Section 2.10 of the Technical Specifications).

Anticipated Subsurface Conditions The subsurface materials anticipated to be encountered are native soils consisting of sands, gravels, silts, and clays, possibly with occasional cobbles or boulders. Upper units will likely consist primarily of colluvium and stream alluvium with deeper units being comprised largely of very soft to hard diatomaceous soils. Shallow groundwater may be present in some or all soundings.
