Consultants must maintain organized filing systems, submit monthly project status reports with budget and earned value analysis updates, and prepare final deliverables in both AutoCAD and PDF formats, with final design plans and specifications signed and sealed by professional engineers registered in California.

West Basin MWD RFP On-Call Professional Engineering Services
EXHIBIT A: ENGINEERING ON-CALL RFP
SCOPE OF WORK AND SERVICES
The following task descriptions are intended to be general and may apply to design and construction of pipelines, service laterals, process treatment systems and facilities, pump stations, chlorine disinfection stations, irrigation system conversions, and facility rehabilitation and replacement projects. On-call services may also include feasibility studies, alignment studies, environmental assessments, geotechnical reports, hydraulic modeling, topographic surveys, economic analyses, treatment system performance evaluations, optimization analysis, cost estimating, specification and contract writing, preparation of standard engineering details, condition assessments, preparation of master plans, literature reviews, and owner's agent/engineer services. A list of projects for which Engineering Services may be required has been attached as Exhibit B.
Not all task descriptions and services will apply to every potential project or task order. In addition, more detailed descriptions will be included with the individual scopes of work for each task order under this Agreement. Areas of work will vary based on project characteristics and may include but are not limited to civil, traffic, structural, surveying, electrical, mechanical, geotechnical, environmental, chemical, process engineering, membrane performance optimization, and instrumentation and controls. The descriptions included herein are intended for Respondents to identify the type of work undertaken by West Basin, and the type of corresponding qualifications and team experience necessary to propose on this RFP. It is understood that additional services not expressly described herein may be requested for specific task orders, and West Basin reserves the right to request additional services beyond the general scope of services described below.
The task order award process will be implemented as follows:
i. West Basin will solicit abbreviated proposals for a specific scope of work from each Consultant awarded an On-Call Engineering Services contract.
ii. West Basin will award the task order to the most qualified Respondent based on an evaluation of the Respondent’s professional qualifications of key personnel, capabilities, and specific project experience; technical approach and methodology; fee proposal; and completeness and quality of the proposal.
Each project shall be negotiated separately and be awarded as a task order, complete with a brief scope of work, fee estimate, schedule, and project team organization chart, on an as-needed basis.
Consultants must provide a proposal in response to each solicitation under this Agreement or request an excusal in writing. Failure to provide either a proposal or a justifiable excusal will be grounds for the District holding the Consultant in breach of the contract, at the District's discretion. Excessive requests for excusal by the Consultant may result in the Consultant being found to be in breach of the contract.
While the scope of services will vary for each individual project, it might include the following:
1. TECHNICAL AND FEASIBILITY STUDIES AND SUPPORT SERVICES
The types of services anticipated under this type of task shall include, at a minimum, the following:
1.1. Perform water quality evaluations and services related to water supply programs for recycled water treatment, brine, brackish water, desalinated water, and wastewater treatment systems.
1.2. Perform technical and system optimization studies for West Basin's various treatment processes and distribution systems.
1.3. Perform feasibility studies for new and/or alternative treatment systems and facilities to support West Basin's Capital Improvement Program projects, including process technical evaluations, site layouts, design and process requirements, electrical single-line diagrams and power requirements, material takeoffs, capital and O&M costs, and other process recommendations.
1.4. Assessment of other associated or ancillary civil, architectural, mechanical, HVAC, electrical, l&C, and operational facilities.
1.5. Perform asset management evaluations, site inspections, red-line markups, equipment verifications, condition assessments, etc.
1.6. Provide equipment and/or treatment process evaluations and condition assessments to recommend corrective Repair and Rehabilitation strategies. Provide engineering design services to support the Repair and Rehabilitation work.
1.7. Perform feasibility studies for new and/or alternative treatment systems and facilities, including determination of process requirements to meet specific water quality objectives, estimation of capital and O&M costs.
1.8. Identify general technology (new and/or existing) issues.
1.9. Evaluate operating scenarios, changes to facility treatment systems, and distribution system facilities.
2. PRELIMINARY DESIGN REPORT
West Basin may choose to develop a preliminary design report (PDR) before implementing a detailed design for specific projects. Prior to incorporating the data and assumptions into the final design, the data shall be presented in a PDR for review and approval by West Basin. Depending on the nature of the project, this may or may not lead directly into a detailed design. The PDR is considered a 30% design level.
For pipelines: the PDR development may include pipeline alignment studies; review and evaluation of utility impacts; tabulation of required permits; assessment of street cut moratoriums; right-of-way and easement acquisitions; compilation of design and construction requirements for local agencies, Cal Trans, railroad, prevailing environmental agencies and other agencies having jurisdiction; traffic control plans;
geotechnical investigations; assessment of trenching and paving requirements;
assessment of pipeline materials; evaluation of construction methodology and duration; utility research and potholing activities; evaluation of impacts to surrounding areas; relocation of existing utilities; and construction cost analysis.
For treatment facilities: Identify flow and water quality design parameters, required treatment process equipment, site locations, site layouts, ancillary equipment, single-line electrical diagrams, and assessment of power requirements, preliminary P&IDs with telemetry controls, housing, easement acquisition, appurtenances, and permitting issues. May include developing material takeoffs for cost estimation and analysis of O&M costs.
2.1. Development and evaluation of system hydraulics and system curves.
2.2. Development of surge analysis.
2.3. Perform necessary field investigations and coordinate with agencies to verify all design and construction constraints and permit requirements.
2.4. Collect and review all applicable plans, specifications, and background reports provided by West Basin. Research and obtain record data for all existing utilities pertinent to the project.
2.5. Preparation of a detailed schedule to obtain special permits.
2.6. Evaluate the design concept for constructability and practicality for construction phase and maintenance.
2.7. Obtain soil reports as available for examination of soil conditions. If necessary, perform geotechnical investigations to mitigate potential problems caused by poor soil conditions or to determine structural design criteria.
2.8. Identify environmental documentation needs and requirements.
2.9. Make recommendations on the design and construction methods for West
Basin, based on the most cost effective and constructible method.
2.10. Development of design drawings and specifications for capital improvements, or for rehabilitation and replacement projects.
2.11. Develop and submit construction cost estimates that reflect the project’s preferred materials and methods.
2.12. Prepare a well-defined preliminary design report as required to establish agreement on scope that includes design and construction parameters for project-specific facilities, equipment site layouts, operational and maintenance requirements, constructability, all necessary permits, right-of-way, easements, traffic control, street improvement requirements, street moratoriums, design and construction requirements for local agencies, CalTrans, railroad, and prevailing environmental agency, geotechnical investigation, and general disruption to the area. Submit the preliminary design report to West Basin for review.
2.13. At a minimum, the preliminary design report may address the following, if applicable:
2.13.1. Identify alternates where applicable.
2.13.2. Identify project location and design parameters, where applicable.
2.13.3. Identify areas where construction is limited or controlled.
2.13.4. Impacts to the surrounding areas near the project site.
2.13.5. Identify locations of perspective customers relative to the proposed projects.
2.13.6. Recommendations for final design.
2.13.7. Identify existing utilities and potential conflicts.
2.13.8. Identify existing facilities and plans.
2.13.9. Plans for isolation, bypass and shutdown, if any.
2.13.10. Right of way and easement issues.
2.13.11. Identify all agencies and permits required for the project.
2.13.12. Coordination with local and state regulatory agencies.
2.13.13. Design and construction schedule.
2.13.14. Recommendations on most cost effective and practical methods of design and construction.
2.13.15. Recommendation on construction phasing.
2.13.16. Class 3 construction cost estimate of preferred materials and methods as defined by the Association for Advancement of Cost Engineering
(AACE).
2.13.17. Development of hydraulic profiles.
2.13.18. Evaluation of proposed equipment including efficiency analysis.
2.13.19. Development of system curves.
2.13.20. Hydraulic analyses.
2.13.21. Evaluation of instrumentation and controls, including a plan to integrate into existing SCADA system.
2.13.22. Evaluation of proposed control strategies.
2.13.23. Evaluation of structural requirements.
2.13.24. Procedures for coordinating shutdowns when necessary.
2.13.25. Description of design criteria for all facilities included in scope of work.
2.13.26. Evaluation of estimated useful life of equipment and annual O&M costs.
2.14. Develop and submit a preliminary site plan (typically at a scale of 1"=20', i.e., 20 scale) for West Basin review. The preliminary site plan should include the locations of the proposed and existing facilities, existing utilities, isolation valve(s), and the proposed location in relation to prospective customers, easement, and right-of-way.
2.15. Include all calculations and drawings in the preliminary design required for the design of all project facilities.
3. PROJECT DESIGNS
The Design activities for each Capital Improvement or Rehabilitation & Replacement design task may typically include, but is not limited to, the following:
3.1. Conduct studies to address and recommend potential design and construction issues. The studies should also address advantages and disadvantages of alternatives.
3.2. Field investigation and coordination with West Basin staff. Verify locations and status of existing utilities.
3.3. Conduct a geotechnical investigation to assess soil conditions for proper facility design.
3.4. Coordinate with jurisdictional agencies within the project area and obtain all necessary permits.
3.5. Coordinate with regulatory agencies (e.g., State Water Resources Control Board Division of Drinking Water and Los Angeles County Department of Public Health) to ensure compliance with utility separation and pipeline identification requirements.
3.6. Preparation of easement acquisition packages.
3.7. Develop design drawing and specifications, utilizing the design basis, water quality objectives, and other design criteria.
3.8. Preparation of engineer's cost estimates.
3.9. Coordination with West Basin's recycled water distribution system Contract operator for telemetry design and implementation.
3.10. Provide engineering services during construction.
3.11. Provide Project Management services during the design process.
4. FINAL DESIGNS
The final design shall not commence until approval of preliminary design report or authorization by West Basin. If available, incorporate all aspects of the preliminary design approved by West Basin in the final design.
Construction plans and specifications shall include, but not be limited to, the following:
4.1. Title sheet, location map, vicinity map, and signature blocks applicable to the project.
4.2. General site plan with appropriate general excavation, shoring, and miscellaneous notes.
4.3. Symbols and abbreviations.
4.4. Use the base maps provided (if available) by West Basin. Verify and revise street rights-of-way and curb lines.
4.5. Show the position of all known and proposed underground utilities and all other pertinent data on the plans.
4.6. Complete design plans, including civil, mechanical, electrical, instrumentation and control, and structural requirements for construction bid package.
4.7. Research existing pavement thickness and material with the appropriate agency and provide available information in the bid documents.
4.8. Plans shall include all records of utilities, obstructions, and appurtenant data.
4.9. Specifications shall be in a format approved by West Basin. An original set of final specifications will be provided to West Basin for reproduction.
4.10. The Consultant shall be responsible for the final design of the project.
Plans shall be provided to the District in both AutoCAD and PDF formats. In addition, the Consultant shall submit three (3) on 24" x 36" (D Size) sheets.Final plans shall be signed and sealed by a professional engineer registered in the appropriate discipline in the State of California. Plans shall be drawn to a horizontal scale of 1"=40' and a vertical scale of 1"=4'. Detailed plans shall be drawn to a scale of 1"=8' or larger.
4.11. Prepare complete specifications and other construction Contract documents required for competitive bidding of the proposed construction work. Specifications and Contract documents shall be based upon the West Basin standard documents edited for application to this project. Provide PDFs of the plans, specifications, and estimate to West Basin for review at the 60%, 90%, and 100% stages of final design.
4.12. Meet with West Basin staff after design documents have been reviewed.
Resolve and incorporate West Basin comments into the design documents.
4.13. Prepare a Class 2 estimate of probable construction cost for the proposed work as defined by AACE for the 100% design package.
5. REAL ESTATE APPRAISAL
Prepare commercial property appraisal depending on the nature of the project. Works include, but are not limited to:
5.1. visitation of property
5.2. taking pictures of property
5.3. documentation of special characteristics of the property and surrounding area
5.4. valuation of the property, title and deed research
5.5. preparation of legal descriptions
5.6. surveying and preparation of a detailed report describing findings and recommendations.
6. EASEMENTS AND RIGHT OF WAY
6.1. Assess whether the preferred locations are within public right of way.
6.2. Prepare legal descriptions and sketches for all required easements, including dimensions, parcel identification, contact information, and easement details.
6.3. Coordinate with West Basin easement acquisition requirements and procedures. Provide technical support, plans, maps, and legal descriptions to West Basin and interested parties as required. Temporary easements, license agreements and right of entry documents shall specify the areas to be acquired and the required temporary construction easement.
7. SITE ACQUISITION
Perform the following tasks in relation to acquiring property for a project:
7.1. Identify favorable and/or permissive locations.
7.2. Identify unfavorable and/or restrictive locations.
7.3. Site acquisition due diligence, including preliminary geotechnical and environmental evaluations.
7.4. Identify alternative solutions when faced with challenging site-specific issues.
7.5. Prepare pre-lease negotiations and documents.
7.6. Identification of and coordination with property owners, neighborhood associations, and other landowners to gain authority to enter into legal agreements.
7.7. Prepare draft legal documents and coordinate regularly with related functions during the site acquisition process.
7.8. Complete leasing/purchase packages required for the site acquisition process.
8. PERMITS
Consultant may be responsible for coordinating with agencies involved in the project.
8.1. Perform permit evaluation. Prepare and file required permits on behalf of West Basin.
8.2. Prepare a detailed schedule for permit lead times and permit acquisition milestones as they relate to the overall project design schedule.
8.3. Submit copies of approved permits to West Basin.
8.4. Design of the associated facilities shall be in accordance with all provisions of permits from the corresponding agencies with jurisdiction over the project site for any work associated with the project within the public right of way controlled by those agencies.
8.5. All permit requirements shall be incorporated into the project design by the 90% design submittal.
9. GEOTECHNICAL INVESTIGATIONS
Consultant may be responsible for performing and verifying geotechnical investigations.
9.1. Perform comprehensive geotechnical investigation, including sufficient borings to properly design the proposed pipeline or treatment facilities and appurtenances. Coordinate with the affected cities and agencies to obtain the required permits to conduct geotechnical investigations. Draft and final copies of the geotechnical report shall be provided to West Basin for review and comment.
9.2. Consultant may also perform applicable geotechnical lab tests (e.g., compaction, permeability, consolidation, corrosivity, etc.) to provide sufficient information for comprehensive design.
9.3. Other geotechnical requirements may include, but are not limited to, laboratory testing for potential soil contamination. Due to the potential of encountering contaminated soils at some sites, a specification may be prepared for directing the pipeline construction Contractor on how to properly handle the soils while proceeding forward with the construction effort without interruptions to the schedule.
10. POTHOLING
10.1. Consultant may be required to pothole all utilities along the pipeline alignment and associated appurtenances to determine potential conflicts.
10.2. Completed potholing data should be included at the 70% design submittal.
10.3. All potholing information shall be included on the plan and profile drawings.
11. UTILITY RESEARCH
11.1. Comprehensive research for above and underground utilities shall be conducted with all local cities, utilities, municipal agencies, Caltrans, and railroads to identify all utilities spanning along the proposed pipeline alignment.
11.2. All utility research shall be shown on the plan and profile drawings and applicable details.
11.3. Major utility information shall be shown on the 60% design submittal.
12. TRAFFIC CONTROL PLANS
12.1. Coordinate with affected cities and local agencies to develop comprehensive traffic control plans for each project.
12.2. Specific traffic restrictions, street cut moratoriums, and lane closure requirements shall be shown on the drawings for each city and associated portion of the alignment.
12.3. Traffic control plans shall be in the same format as the pipeline plans and included in the plan sets for review.
12.4. Traffic impacts shall be addressed during design phase to develop appropriate traffic control plans along the entire proposed pipeline alignment.
12.5. Considerations to minimize the traffic impacts shall be taken into account in all residential, schools, emergency facilities, and business areas.
13. SURVEY
13.1. Provide ground control survey for right-of-way, street centerlines, curbs and gutters, sidewalks, easements, surface and utility appurtenances finish grade, pipelines, utility locations, structural elements, and other elements relevant to the preparation of comprehensive pipeline plan and profile drawings and treatment facility construction documents.
13.2. Prepare and provide an aerial photogrammetry for facilities and/or pipeline routing.
14. TELEMETRY
14.1. Prepare comprehensive layouts and detailed plans for SCADA systems.
The comprehensive plans shall include plan and sectional views of equipment layout, logic control diagrams, block diagrams, P&IDs, details of transmitting equipment, and details of other appurtenances required to integrate with the SCADA system implemented by the District's Contract Operator for the recycled water distribution system, or the District's distributed control system (DCS) for its treatment facilities. Some facilities may be monitored by the District's Contract Operator at the Contract Operator’s facility in El Segundo. Analyze data and make recommendations to fine tune and update programs and software.
14.2. Coordinate with West Basin and the District's Contract Operator to integrate with existing monitoring systems.
15. ENGINEER'S CONSTRUCTION COST ESTIMATE
15.1. Prepare construction cost estimates for the proposed work for the bid proposal package and for each design task or as otherwise requested by West Basin. Cost estimates must be prepared in accordance with the procedures and standards set forth by the Association for the Advancement of Cost Engineering (AACE). A detailed description of the methodology and assumptions used in preparing the cost estimate shall accompany each document. Cost estimates may be required at the preliminary PDR (30%), 60%, 90%, and 100% design submittal phases.
16. SHUTDOWN/TIE-IN PROCEDURES
16.1. Develop a detailed shutdown/tie-in procedure for projects that impact ongoing treatment processes. Coordinate with the West Basin's Contract Operator.
17. CONSTRUCTION BID PHASE
The following section describes anticipated work for the construction bid phase of potential Design Tasks assigned to the Consultant. Variations in magnitude of Design Task will be reflected in actual scope of work for each task order submitted to the Consultant.
17.1. General Administration and Meetings
17.1.1. Attend and participate in pre-bid meetings.
17.1.2. Prepare and distribute the agenda.
17.2. Engineering Services
17.2.1. Provide technical support at the pre-bid meeting.
17.2.2. Prepare responses to Requests for Information (RFI) and Request for Clarification (RFC) that may include approving or rejecting, or clarification to the specified design.
17.2.3. Prepare, issue, and maintain records of document addenda.
17.2.4. Coordination with District staff to review all bids and to make a determination of the lowest responsible, responsive bidder.
17.2.5. The Consultant shall incorporate all addenda issued during the Bid Period into a conformed set of contract documents.
18. ENGINEERING SERVICES DURING CONSTRUCTION
The following section describes the anticipated engineering services to be performed during construction for potential task orders assigned to the Consultant.
Variations in magnitude of task orders will be reflected in actual scope of work for each task order submitted to the Consultant.
18.1. General Administration and Meetings
18.1.1. Schedule and plan to participate in weekly construction meetings with West
Basin and project stakeholders.
18.1.2. Review progress of the project and exchange ideas and information.
18.2. Engineering Services
18.2.1. Review all shop drawings and other submittals for complete and strict conformance with the contract documents. Assure that any deviations or substitutions submitted by the Contractor shall be equal to or of better quality than specified in the contract documents. Review all substitutions with the West Basin Staff and make recommendations for implementation.
Receive concurrence from West Basin staff prior to approving any substitution. Submit copies of all preliminary and final shop drawings to West Basin that have been reviewed for conformance. All submittal and shop drawing reviews shall be issued on the Consultant's standard submittal review form, with the reviewer's signature and stamp documenting the review action.
18.2.2. Establishment of a standardized filing system for all Project-related documentation. All Project-related documentation (e.g. correspondence, RFls/RFCs, Contractor submittals, engineer's submittal review comments, etc.) shall be neatly organized and filed using a standardized naming system. Electronic copies of all Project-related documentation shall be transmitted to the District in PDF format upon completion of the Project work.
18.2.3. Preparation of a monthly report documenting the status of the Project budget and EVA updates, potential Project issues and all work performed during the reporting period (e.g., number of RFls and submittals reviewed, number of meetings attended, etc.). The monthly report shall accompany the invoice submitted by the Consultant each month.
18.2.4. Review of all change order requests submitted by the construction Contractor. The Consultant shall review each request and issue a formal statement on entitlement and the merits of the Contractor's request. The Consultant shall assume that approximately 1 change order request per month of construction will be submitted during the construction phase.
18.2.5. Review, evaluate, and prepare responses to all design related Requests for Information (RFI) and Requests for Clarification (RFC).
18.2.6. Prepare revisions to contract drawings and/or specifications to resolve conflicts.
18.2.7. Factory witness testing of pumping equipment, electrical distribution equipment, and control systems. The construction Contractor will be responsible for any and all travel costs associated with factory witness testing.
18.2.8. Start-up assistance. The Consultant shall assist the construction Contractor and the District's construction manager in the start-up and commissioning of the pump station expansion and secondary electrical supply.
18.2.9. Project close-out. The Consultant shall assist in developing of Project punch lists and coordinate the delivery of all Project-related documentation, including warranties, guarantees, and operations and maintenance manuals.
18.2.10. Preparation of as-built drawings. The Consultant shall prepare an as-built drawing set based on the red-line drawings submitted by the construction Contractor. These drawings shall be prepared using the latest version of AutoCAD and shall be transmitted to the District within 4 weeks of receipt of the Contractor's red-line drawings. The as-built drawings sets are to be stamped and signed by the appropriate Engineer of Record. Electronic copies of the as-built drawings shall be submitted to the District in both AutoCAD and PDF formats. In addition, the Consultant shall submit three (3) hard copies of the record drawings on 24" x 36" (D Size) sheets.
18.2.11. Preparation of facility reference drawings. At the direction of West Basin staff, the Consultant shall prepare a facility-wide reference drawing set that incorporates the latest as-built drawings into the record set for the entire facility. West Basin is in the process of developing a record set of drawings for each treatment facility. This reference set will be provided to the Consultant in electronic format, for the incorporation of the latest as-builts.
Since the set of reference drawings is a compilation of drawings prepared by different consulting firms, these drawings will not be signed or stamped.
These drawings shall be prepared using the latest version of AutoCAD and shall be transmitted to the District within 4 weeks of receipt of the Contractor’s red-line drawings. Electronic copies of the reference drawings shall be returned to the District in both AutoCAD and PDF formats. In addition, the Consultant shall submit three (3) hard copies of the record drawings on 11" x 17" (half-size) sheets.
19. Hydraulic Modeling
West Basin has a number of existing hydraulic models that contain the configuration, age, diameter, length and other parameters of the recycled water distribution system.
The current modeling software is the H2O Map package. West Basin would like the Consultant to provide services for the maintenance, updating, and application of the hydraulic models. The types of services anticipated under this task shall include the following, but are not limited to:
19.1. Updates of network, facility (including removal or additions of customers), and or demand data;
19.2. Additional distribution system field testing;
19.3. Additional calibration/verification of the existing water distribution models, including collection of field data for flows, pressures, and water quality parameters;
19.4. Use of the model for hydraulic, water age, or water quality analyses and documentation of results;
19.5. Review and evaluation of model results as the basis for recommending water distribution system improvements.
20. Operations Technical Assistance Provide as Needed Operation Technical Assistance and Treatment Process support:
Other task-oriented requests by West Basin staff for technical assistance and support services, including providing guidance on treatment process improvements and procedures; evaluating new/ alternate systems to optimize treatment facilities; and performing specialized studies. This includes, but is not limited to:
20.1. Managing chlorine levels in the Title 22 distribution pipeline system to optimize chlorine consumption at ECLWRWF while maintaining adequate chlorine residual levels at Satellite facilities
20.2. Perform audits of treatment processes to optimize operations and efficiencies
20.3. Solids Handling - automated pH control of conditioning tanks and research and develop alternate plan to current hauling and disposal services contract in place
20.4. Continue the development of a condition assessment program to inspect all civil structures, storage facilities, and pipelines within and outside the various treatment facilities.
20.5. Update standard operating procedure for equipment and
processes within the various product line at all the facilities.
20.6. Provide assistance in process instrumentation and controls selection that are easy to maintain and accurate for data collection and performance monitoring.
20.7. Provide technical support for the operation and maintenance of distribution pipelines, appurtenances, booster pumps, and chlorine disinfection stations.
20.8. Investigating impact of corrosion on distribution and treatment facilities, determine weak points, and provide mitigation plans
20.9. Develop training programs for staff.
20.10. Perform feasibility studies for new and/or alternative treatment systems and facilities, including determination of process requirements to meet specific water quality objectives, estimation of capital and O&M costs.
20.11. Respond to questions from operating staff and West Basin management regarding general technology issues or specific operating scenarios (e.g. impacts of changing operating set points).
20.12. Provide training to the operating staff as requested. The training will be tailored to provide introductory instruction for new personnel or continuing instruction for experienced personnel.
21. Operations Membrane Performance Monitoring and Optimization Membrane monitoring/ optimization expertise: conducting third-party condition assessments of the microfiltration and reverse osmosis membranes to maintain compliance; developing trends; analyzing water quality data; troubleshooting deviations from expected performance; and advising West Basin on membrane replacement and prequalification studies.
21.1. Continue developing key performance indicators (KPls) and dashboard tracking tools for each treatment process.
21.2. Review water quality and operating data monthly and calculate and plot the relevant KPls for each system. Deviations from expected performance will be reported to West Basin immediately.
21.3. Identify deviations from expected performance, investigate the cause, and make recommendations for corrective action.
21.4. Prior to the completion of the KPI dashboard, submit a monthly "dashboard" style report of all major treatment processes to West Basin management to ensure issues are identified, including analytical data, comments, and recommended operational adjustments if needed (i.e., membrane cleanings, antiscalant dosage changes, etc.). Conduct monthly meetings to discuss trend data, any issues observed, and recommended actions.
21.5. Respond to questions regarding general technology issues or specific operating scenarios (e.g. impacts of changing operating set points).
21.6. Update Standard Operating Procedures for membrane equipment and processes across all product lines at all facilities.
21.7. Develop new operating and maintenance procedures as new conditions arise.
21.8. Prepare technical specification documents for the procurement of replacement membrane modules (MF and RO), and prepare technical specification documents for membrane qualification testing as new membranes emerge in the market
