About this file
This is a Response Form for Request for Information (RFI) OPD-2026-54 issued by the New York Office for People with Developmental Disabilities (OPWDD) seeking an Electronic Dental Record Solution. The RFI seeks vendors with proven experience designing, developing, and implementing cloud-based dental practice record-keeping solutions for the general community within the United States. Respondents must demonstrate experience maintaining records for approximately 3,000 unique individuals, possess at least three current installations with service bases of at least 10,000 individuals each, and maintain data storage exclusively within the contiguous United States. The RFI is an information-gathering tool only; no contracts will be awarded from this request. Respondents must provide business information, primary contact details, documented experience with dental solutions and individuals with developmental disabilities (I/DD), and estimated costs for implementation and annual maintenance.
The response form requires vendors to demonstrate compliance with multiple regulatory frameworks including HIPAA, HITECH Act, NYS ITS policies, NYS Social Services Law, and applicable federal and state privacy protections. Vendors must outline their platform's ability to connect to Core Solutions (Cx360) electronic health record and Carestream Imaging equipment via HL7 standard data exchange with real-time backup capabilities, support a provider-facing website accommodating at least 75 concurrent users with role-based access, manage appointment scheduling, patient records integration, imaging, e-prescribing, billing, insurance, and quality assurance reporting. Vendors must be existing solutions with proven track records and cannot be applications developed specifically for this RFI. The response must include detailed information on user support and training approaches, technical support hours (7 AM to 6 PM EST), transition and business continuity plans, sample workplans, proof of insurance coverage, and capability to interface with multiple internal and external systems.
