About this file
This document is a Bidder Response Questionnaire for the ITS75 state and local contract vehicle, involving the Commonwealth of Massachusetts and multiple participating states including Connecticut, Maine, New Jersey, Pennsylvania, Rhode Island, and Vermont. The questionnaire is designed for software and technology vendors to bid on four distinct contract categories: Software Resellers and Distributors, Niche Software Resellers and Distributors, Software Publishers, and Software Implementation Services. The document outlines a comprehensive evaluation process with ten distinct criterion categories, including Market Position and Strength, Human Resources, Business Relationship, Software Contract Management, Commercials, Management Reporting, Service Level Agreements, Product Offerings, Performance, and Supplier Diversity Program Plan.
The contract vehicle covers software licensing, implementation services, and related technological solutions across multiple tiers of software publishers, including Tier 1 publishers like Adobe, Microsoft, IBM, and Salesforce, and Tier 2 publishers such as McAfee, Oracle, and DocuSign. Pricing is structured with markup/markdown percentages, and vendors must account for a 1% administration fee on all transactions. The contract includes provisions for prompt payment discounts, volume license management, and a strong emphasis on supplier diversity, with Massachusetts requiring a minimum 10% weight on the Supplier Diversity Program Plan. Bidders are evaluated on their ability to provide comprehensive support, manage license agreements, report contract activities, and demonstrate past performance in public sector technology implementations.

Instructions for Bidders
| ABOUT THIS QUESTIONNAIRE | |
| Summary: | This questionnaire provides to the bidders a number of items requiring response. Those responses will form the basis for scoring the bids and for making contract awards. Instructions for how to present your answer are written into each question. This page will provide general information regarding process. Questions posed by the bidders will be handled through CommBUYS as described in the RFR. |
| Major Points: | |
| Bidders are presented with a Definitions Tab which discusses terms specific to this contract and should review that Tab prior to answering any Qualifications. | |
| The Qualifications Tab is where the Qualification Questions are located. | |
| Separate Bid Packets must be submitted for each Contract Category your Organization wishes to Bid on. | |
| The Tabs containing an Answer Matrix will have comments applied to the Title Cells, as is deemed appropriate or necessary by the SST. |
| Qualification Question Responses and the Bidder Response Packet: | |
| The Bidder's Response posted to CommBUYS shall include a copy of this Workbook, completed, and with all additional documents requested here-in. | |
| The Qualification Questions tab cab be filtered on colum A if the Bidder would like to view only the questions relevant to one or more Criterion Categories. | |
| The Qualification Questions Tab can be filtered on columns E through I to see only the questions Relevant to the contract Category for which the Bidder Qualification Packet is being prepared your organization will be submitting. | |
| Column D on the Qualification Questions Tab is where short answers should be provided. Eg. Dollar amounts, Yes or No answers, etc. | |
| Questions requiring answers to be formatted as a matrix each contain a reference to the tab in this workbook that contains the required table structure. Bidders must use these tabs to input their responses as required. | |
| When a "Descriptive Document" is requested, please present the requested information in an efficiently communicative manner. Any details requested in the question are a minimum requirement for the response. |
A single "Descriptive Document" may be submitted per Contract Category being bid. Each section of this document must identify the Criterion Category being addressed, e.g. Market Position and Strength, Human Resources, Business Relationship, etc., and the row number of the question for which a response is being presented.
| Technical | |
| Prior to responding, save the document into a new workbook with the naming convention "Bidder Name_Response Questionnaire_Category X", replacing Bidder Name with your organizations's name, and X with the number of the category for which you are responding | |
| On the "Qualification Questions" tab, use the filter associated with the category for which this copy of the sheet will be used. Toggle off the "N" selection under the filter. This will leave only the required questions. Responses to questions deemed not relevant to the bid category will not be scored. |
