Attachment A
Solicitation No. EV00000677 This Solicitation is a Contract Document and is a request for proposal in connection with the Contract awarded on behalf of Oklahoma Workforce Commission by and through the Office of Management and Enterprise Services as more particularly described below. Any defined term used herein but not defined herein shall have the meaning ascribed in the General Terms or other Contract document.
I. BACKGROUND
Existing data processes supporting workforce efforts and effectiveness are often scattered and disaggregated. There is a clear need for a modern, comprehensive data analytics dashboard that is simple to use, provides data that can be viewed and tracked over time, can support partners in pursuing discretionary funds, and allows community members to provide feedback to OWC on workforce planning activities. This dashboard should support interactive analysis, visualization of various planning data, and AI driven scenario analysis.
In addition, the solution must ensure full state ownership and include provisions for a seamless transition to future management by state personnel or other designated groups.
Creating this comprehensive data dashboard involves several key stages. The first step is to collect and identify relevant and reliable data from various sources, preparing it for use in calibrating the integrated workforce model, ensuring its validation and reliability. Subsequent stages include designing and developing the dashboard, integrating trained models, and incorporating real-time data updates if applicable. There's consideration for expanding the dashboard's capabilities by integrating more data sources, non-traditional data sources that paint a more robust view of the complete workforce system in Oklahoma and refining predictive AL models. Emphasis is placed on user interface and interactivity to enhance user experience, allowing users to interact with visualizations and select specific metrics. Testing and quality assurance ensure the functionality, accuracy, and responsiveness of the dashboard. Throughout these stages, outreach is essential to gather feedback from users and stakeholders for iterative improvements. Finally, the deployment and maintenance phase establishes plans for ongoing updates, data refreshes, and documentation/training. All technical deliverables must adhere to relevant industry standards (e.g., IEEE 1016, TOGAF, NIST SP 800-53/ISO 27001, OpenAPI, WCAG 2.1, and DAMA-DMBOK) as applicable.

II. OBJECTIVES
Objective 1: Outreach and Engagement Plan
The stakeholder community will be involved through a participatory initiative that includes workshops, meetings, activities oriented to evaluate the proposed platform and dashboard (e.g., demonstration, conducting usability testing sessions with representative users, distributing surveys to gather feedback from users, etc.), and specific workshops for different target groups. Through this participatory initiative, stakeholders will be involved in the development of the proposed platform and dashboard in addition to evaluating the final version and suggesting specific improvements. Participants may include representatives of key stakeholder communities, like policymakers or advisors, local government agencies, tribal entities as well as public workforce system partners.
There will be engagement sessions geared toward local government agencies and tribal entities to discuss how the platform and dashboard can meet their needs. The positive effects of the project’s outcomes need to be discussed in this session. Through channels of dissemination and communication (e.g., OWC and the project website) and the follow-up, stakeholders will be kept close to the project. They will critically evaluate the effects of suggested recommendations in the follow-up engagement session. All outreach activities and stakeholder feedback must be thoroughly documented, including meeting minutes and follow-up reports.
Objective 2: Data Collection and Workforce Integration Model
The primary goal is to investigate the available data sources, evaluating their relevance and potential usage in updating, calibrating, and validating the workforce integration model.
Additionally, the project seeks to establish a framework for the automated retrieval of identified data to facilitate seamless updates and calibrations. Proposals should reference best practices from DAMA-DMBOK and TDWI guidelines in designing data governance and ETL processes.
Objective 3: Dashboard Development, Documentation, and Training

The Office of Management and Enterprise Services (OMES), Central Purchasing Division, is seeking responses on behalf of Oklahoma Workforce Commission from potential Suppliers to provide a contract to develop and create the Oklahoma Integrated Workforce Data Dashboard.
A Contract resulting from this Solicitation may be designated for use as a Statewide Contract.1
The Contract is awarded on behalf of Oklahoma Workforce Commission to develop and create the Oklahoma Integrated Workforce Data Dashboard.
1. Contract Term and Renewal Options:
1.1. The initial Contract term, which begins on the effective date of the Contract, is one year and there are four (4) one-year options to renew the Contract.
2. Solicitation Criterion:
2.1. The Bid will be evaluated using a best value criterion, based on the following:
2.1.1. Understanding of the scope and challenges
2.1.2. Quality and feasibility of the technical approach
2.1.3. Compliance with industry standards and deliverable requirements
2.1.4. Experience and qualifications of the project team
2.1.5. Cost-effectiveness and clarity of the pricing structure
2.1.6. Detailed transition and state ownership plan
3. Scope and Description:
3.1. The Bid Response must reflect for each requirement in Exhibit 1 whether the requirement is met by an out-of-the-box solution or whether the requirement necessitates customization to the Bidder’s proposed solution.
3.2. The Bid Response shall show the ability of the Bidder to meet or exceed the Technical Requirements as reflected in Exhibit 2.
4. Pricing:
4.1. The proposal shall be a firm offer for a minimum of 90 days and contain a statement to that effect. The proposal shall contain a statement that all activities performed within the proposed scope of work will be performed at a not-to-exceed price.
4.2. Cost proposal worksheet, including: fee schedule by task, including estimates of personnel time and materials; and total cost to complete the project. The cost proposal shall be fully inclusive of all services, overhead, and direct expenses.
4.3. Value-added products and/or services within scope of the Acquisition may be included in the Bid.
5. Proposal Requirements responses shall be proposed using Exhibit 01.
6. All Technical responses shall be proposed using Exhibit 02.

7. The response to pricing shall be proposed using Exhibit 05 – Cost Proposal.
