About this file
Summary
This is a design improvements attachment document prepared for the City of Milpitas' Safe Streets for All (SS4A) Improvement Project, a federally funded initiative to enhance pedestrian and bicycle safety along school routes citywide. The document comprises a comprehensive Citywide Travel Safety Plan with field observations, assessments, and recommendations across 13 schools: William Burnett Elementary, Curtner Elementary, Marshall Pomeroy Elementary, Thomas Russell Middle School, Milpitas High School, Randall Elementary, Alexander Rose Elementary, Russell Middle School, Sinnott Elementary, Rancho Middle School, Spangler Elementary, Weller Elementary, Zanker Elementary, and Mabel Mattos Elementary. The assessments include detailed maps and exhibits for each school location, documenting current infrastructure, traffic patterns, pedestrian behavior, and safety issues. Field observations were conducted during peak hours (AM and PM) to evaluate student transportation methods, parent drop-off/pick-up areas, crossing guard effectiveness, and vehicular queuing patterns.
The document presents 89 specific recommendations organized by school and intersection, addressing critical safety deficiencies including inadequate or missing curb ramps and ADA accessibility features, faded or non-existent crosswalk striping, missing bike lanes and sharrow markings, insufficient pedestrian warning signs and beacon devices, dangerous traffic conflicts at school entrances, and enforcement gaps. Recommendations range from pavement marking improvements and signage installation to bicycle facility implementation, curb bulbouts, advanced stop bars, rectangular rapid flashing beacons (RRFBs), and additional enforcement during peak hours. The plan was last updated on April 26, 2024, and serves as the technical basis for design improvements needed to implement a comprehensive Safe Routes to School Program that addresses both infrastructure deficiencies and behavioral safety issues across Milpitas' school system.

City of Milpitas Citywide Travel Safety Plan (03/2022) (Last Updated 04/26/2024)
School Safety Assessment ‐ Field Notes
School Location Summary of observations Recommendation Exhibit No.
William Burnett
Elementary
Intersection #1: Kennedy
Dr and Fanyon St/Topham
Ct
‐Students and sometimes parents attempt to cross the road before the crosswalk.
‐There was a near rear‐end crash; several Westbound vehicles were speeding, and had to come to a sudden stop at Intersection #1 for crossing pedestrians.
‐Parents pull up at the red curb on the SE corner to drop off their kids. There is adequate signage and red‐curb at this location; this is primarily a behavioral issue.
A. The crossing guard should direct pedestrians to cross at the crosswalk.
The crossing guard is aware of this issue and is attempting to resolve it by placing a cone at the beginning of the crosswalk, and requiring students to cross at the cone.
B. Install a Rectangular Rapid Flashing Beacons on the Kennedy Dr approaches to assist with ped crossings.
C. Install a speed feedback sign on Westbound Kennedy Dr.
D. Enforce the no parking zones during peak hours.
E. Install SW24‐3 signs on Eastbound Kennedy Dr before Fanyon
St/Topham Ct.
F. Install R1‐6 at the uncontrolled crossing with Simas Dr.
1,2
N Park Victoria Dr and
Kennedy Dr
‐Many Vehicles do not come to a complete stop at the intersection;
rolling stops are common not only for vehicles making right turns, but for vehicles making through movements and left turns as well.
‐Pedestrians have to wait for a gap in traffic in order to cross due to aggressive driver behavior.
G. Additional enforcement at this intersection during the peak hour would be beneficial.
H. Install W24‐3(CA) signs 100' in advance of limit line at each approach.
School Location Field Observation
Primary means of transportation
‐Parents consistently accompany their kids to/from the school building
‐Majority of students are driven to school by their parents, who park nearby and walk their kids in to school
‐Very few bikes
‐Small handful of students take the bus
Parent parking
‐Some parents park in the parking lot at Cardoza Park, then walk their kids in. Others park along Fanyon St or Kennedy Dr. A smaller number park along
Topham Ct or Simas Dr and cross Kennedy Dr to access the school
‐Roughly 70% of ped traffic at Kennedy Dr/Fanyon St is EW and 30% is NS
Infrastrucrure Notes
‐There is red‐curb along the Southern side of Kennedy Dr, and a bus stop on the SE corner of Kennedy Dr and Fanyon St
‐There is a rectangular rapid flashing beacon (RRFB) at the intersection of Kennedy Dr and Simas Dr
‐There is a speed feedback sign at the intersection of Kennedy Dr and Prada Dr
‐Stop bars at Kennedy/Fanyon along the Kennedy approaches may give pedestrians the impression that the intersection is All‐way stop controlled, when in reality it is side‐street stop controlled
Crossing Guards
‐Crossing guards are posted at the intersections of Kennedy Dr with Fanyon St/Topham Ct and Simas Dr
‐Crossing guards are equipped with a stop sign, hi‐visibility vest, and electronic whistle
‐Xing guard requires pedestrians to cross at the crosswalk; many pedestrians would otherwise jaywalk or cross before the crosswalk
‐Occasionally when traffic along Kennedy Dr is stopped for a pedestrian to cross NS along the East leg of the intx, vehicles turning left from Fanyon St to
Kennedy will make this movement without stopping at the stop sign; the crossing guard waves them on to ease the traffic queue. Crossing guard is unsure whether it is their responsibility to wave cars on when they deem it beneficial to do so
‐Crossing guard at Simas Dr does not always activate the RRFB when helping students cross
Traffic Notes
‐Longest queue at Kennedy Dr/Fanyon St is around 5 vehicles
‐Kennedy Dr/N Park Victoria: WB Queue up to 22 vehicles long during PM Peak
General
‐Kennedy Drive was recently repaved (2022), and temporary striping was in place as of 8‐15‐22. Temporary striping is not easily visible and has already been worn out in some places.
‐[Based on aerial imagery from early Septmber 2022, it appears that permanent striping has been applied]
‐At the time the of the field observations, there were construction equipment on‐site obscuring sight triangles for vehicles turning left from Fanyon St to
Kennedy Dr.
Kennedy Dr west of Fanyon St has noteable fatigue cracking and potholes.
School Location Summary of Observations Recommendation Exhibit No.
