About this file

This document contains questions and answers regarding a solicitation for the replacement of domestic hot water heaters at multiple buildings on an Army base. The solicitation requires replacing existing domestic hot water heaters of various sizes with new gas-fired condensing water heaters at 13 different buildings on base. Piping will be upgraded to match the new heater connections, and PVC is approved for drain lines and condensate piping. Insulation thickness must be 1.5 inches or match existing. Proposed backflow preventers and associated piping alterations are removed from the scope, which now requires only installing check valves. System outages are permitted on weekdays from 0900 to 1500 hours. Quotes must be provided for each sub-item number rather than combined totals. Pressed connections for lines under 2 inches are not acceptable.

Q&As

1. This question will address all building piping arrangements, Specified AMPW 1000/1250 has a 2 ½ and 3” inlet / discharge pipe diameter, the existing piping arrangement on most building is 2” between the heater and storage tanks. Shall we up size the heater supply and return piping to 3” between the heater and storage tank(s) so we do not run the possibility of starving the boiler circulation pump? Like attachment #1 2020.

ANS: The SOWs were revised to include replacement of piping to/from heater with size to match heater connections.

2. 13611 in both mechanical spaces West and South has a AO smith electric water heater that will cause impacts on the removal and installation of the new DWB’s will it be acceptable to disconnect and relocate heater while the removal and installation of the new heaters take place?

ANS: Yes the AO Smith maybe moved to allow the installation of the heaters.

3. For all building that require Back flow prevention devices the majority of the drains in the mechanical spaces are not of adequate size to accept the discharge from the back flow, where should the discharge be piped to?

ANS: The SOWs were revised removing the backflow and install check valves.

4. BLDGS 13611- 1.4.1.4, BLDGS 11771, 11773, 11775, & 11654- 1.4.1.3 BLDGS 9135, 9136, & 9137 -1.4.1.2 Require all drains line to be type L copper, with the installation of the back-flow discharge lines and condensate lines will the use of PVC be allowed for drain lines to confirm the correct slope on discharge lines? Following the manufacturers instructions?

ANS: The SOWs were revised to allow schedule 40 PVC

5. BLDG 2020A-D and 2008A 1.4.1.4 g. Install condensate trap assembly with factory neutralizer on flue and heater drain. Silicone tubing shall be reinforced with braided mesh (Silbrade tubing) and piped to the floor drain to prevent collapsing or pinching.? Typically, the silicone tubing is only used on Noncondensing boilers, all condensate neutralizers are of PVC materials will piping the condensate in PVC be acceptable on all condensing boilers?

ANS: The SOWs were revised to allow schedule 40 PVC.

6. Please confirm the 1.5” thickness is correct on all new insulation, existing is 1”

ANS: The SOWs were revised to include “or match existing”.

7. Buildings 9135,9136,9137,11771,11773,11775 &11654 all require new RPBP.

ANS: The SOWs were revised removing the backflow and install check valves.

8. Will the outage of the DCW be allowed during normal business hours and what is the allowable down time of the system?

ANS: Outages are typically scheduled from 0900-1500 weekdays as stated in most of the SOW.

9. The location of the new back flows will require relocation and alteration of the water meters, please confirm this is acceptable.

10. Most buildings are served with a 4” main but the meters are 3” with 3” before and after increasing to 4” are we to match the building service size for the new RPBF?

11. The location where the new RPBP will more than likely conflict with new DWB clearances required by both manufactures as well as needing to alter piping in 11771,11773 and 11775 to gain access to a location with enough space to install the new RPBP

12. This question will address dollar amounts to be quoted for each Item No., using Item No.

0001 as the example.

Are we quoting the combined amount of the two Sub Item No’s to equal the main Item No., (ie:

0001AA and 0001AB = 0001), or are these three Item No’s completely separate, individually quoted amounts?

ANS: Vendor will provide a quote to each SUBCLIN (i.e.: 0001AA, 0001AB, etc.). CLINs 0001, 0002, 0003, 0004 are INFORMATION CLINs only and do not require quotes.

13. Would pressed connections be acceptable for lines smaller than 2 in as well?

ANS: No
