1. SCOPE:
1.1 Title: Additional Requirements for Contractor Cranes, Multi-Purpose machine, and Material Handling Equipment at Joint Base Pearl Harbor Hawaii; accomplish

3. REQUIREMENTS:
3.1 Notify the SUPERVISOR a minimum of 3 business days prior to bringing any cranes, multi-purpose machines, A-frames with permanently attached hoist, material handling equipment, or construction equipment that may be used in a crane-like application to lift suspended loads.
3.1.1 Provide the names and phone numbers of a primary and alternate designated Point of Contact (POC).
3.1.1.1 POC must be reachable during operations and while
contractor's equipment is on Joint Base Pearl Harbor Hawaii.
3.1.2 Provide a description of the load being lifted, the equipment model and number, the date equipment will be at Joint Base Pearl Harbor Hickam, the duration of operations, and location of associated work.
3.1.3 Provide the contractor's analysis to determine contractor's equipment will not exceed the axle or outrigger load restriction for the specific location of associated work.
3.1.3.1 Contact Code 740 Accident Prevention at 808-473-8000 ext 3782 or ext 2180 to obtain the current Structural Loading Analysis study to assist with contractor's analysis.
3.1.3.2 The analysis shall include outrigger loads in the no
loaded condition with boom at minimum radius, outrigger loads with the largest loads and largest radii, and outrigger loads when the load is rotated over the outriggers.
3.1.3.3 The outrigger load shall not exceed the ground load
capacity.
3.1.3.4 If required based on the analysis, crane rotational
restriction and boom radius restrictions shall be specified to ensure that the outrigger loads do not exceed the ground-load

3.1.4 For each lift, strictly adhere to the ground loading
requirements in the Structural Loading Analysis study. Follow the crane and forklift operating procedures while working on the pier.
This include but not limited to recommend travel path, reduced speed limits, location of outriggers, the use of 6ftx 4ft rigid dunnage, and boom radius restriction.
3.1.5 Provide the cranes travel path and axle load based on the cranes configuration.
3.1.5.1 Verify the crane's axle load meets the ground load
restrictions for the entire travel path.
3.1.6 Submit one legible copy of a report to the SUPERVISOR listing the results of 3.1.1, 3.1.2, 3.1.3, 3.1.4, and 3.1.5 a minimum of 3 business days prior to bringing any cranes, multi-purpose machines, A-frames with permanently attached hoist, material handling equipment, or construction equipment that maybe used in a crane-like application to lift suspended loads
3.2 Accomplish the requirements of paragraph 11.1.b of 2.1 prior to bringing or using any contractor crane, multi-purpose machine and material handling equipment that may be used in a crane-like application to lift a suspended load on a Naval facility with the SUPERVISOR utilizing Appendix P - Contractor Crane and Rigging Gear Requirements of 2.1.
3.2.1 Notify the SUPERVISOR if access into the Controlled Industrial Area (CIA) is required. Completed Certificate of Compliance, must have a “PHNSY & IMF Code 700 CIA access stamp” prior to entering the
CIA.
3.3 Post a copy of the completed Certificate of Compliance (P-1) of 2.1 in the cab of the cranes, multi-purpose machines, material handling equipment, or construction equipment that maybe used in a crane-like application to lift suspended loads.
3.3.1 Completed Certificate of Compliance (P-1) of 2.1 may be maintained in the contractor’s on-site office for multi-purpose machines, material handling equipment, or construction equipment that maybe used in a crane-like application to lift suspended loads, but not for cranes.
3.4 All cranes, multi-purpose machines, material handling equipment, or construction equipment that maybe used in a crane-like application to lift suspended loads may be subjected to inspections and surveillances while at Joint Base Pearl Harbor Hickam.
4. NOTES:
4.1 This Local Standard Item (LSI) interfaces with NAVSEA Standard Item 009-40.
4.2 The term "business day" is defined as Monday through Friday between 0630hrs and 1500hrs not including any Federal holidays.
4.3 The term “SUPERVISOR” is defined as the local Government activity responsible for the execution and contract administration of Navy
