1. SCOPE:

3. REQUIREMENTS:
3.1 Manage and dispose of all hazardous waste listed in 3.5 in accordance with 2.1 and 2.2.
3.1.1 When a Navy generator number is required by this Work Item, submit the original of 2.3 to the SUPERVISOR for assignment of Environmental Protection Agency (EPA) or delegated state environmental agency identification number.
3.1.2 Manage and transport for Navy disposal, Navy-generated
hazardous waste listed in 3.5 in accordance with 2.1 and 2.2, as designated by the SUPERVISOR.
3.1.3 Submit one legible copy of 2.3 signed by the owner or operator of the disposal facility to the SUPERVISOR within 48 hours of receipt from owner or operator of disposal facility.
3.2 Complete documentation required by 2.1 and 2.2, using EPA or delegated state environmental agency identification number in accordance with 2.4.
3.2.1 Documentation related to hazardous waste generated solely by the physical actions of Ship's Force or Navy employees (termed Navy- Generated Hazardous Waste) on board the vessel shall only bear a generator identification number issued to the Navy pursuant to applicable law. The contractor shall obtain SUPERVISOR'S concurrence with the categorization of the waste as Navy-generated before completion of the manifest. The manifest prepared shall be presented to the SUPERVISOR for completion after the hazardous waste has been identified.
3.2.2 Documentation related to hazardous waste generated solely by the physical actions of contractor personnel (termed Contractor- Generated Hazardous Waste) shall bear a generator identification number issued to the contractor pursuant to applicable law.

Regardless of the presence of other material in or on the shipboard systems or structure which may have qualified a waste stream as hazardous, where the contractor performs work on a system or structure using materials (whether or not the use of such materials was specified by the Navy) which by themselves would cause the waste from such work to be a hazardous waste, documentation related to such waste shall only bear a generator number issued to the contractor.
3.2.3 Documentation related to hazardous waste generated by the combined physical actions of Navy and contractor personnel (termed Co-Generated Hazardous Waste) shall bear a generator identification number issued to the contractor pursuant to applicable law and shall also cite in the remarks block a generator identification number issued to the Navy pursuant to applicable law. When the contractor merely drains a system and such drainage creates hazardous waste or the contractor performs work on system or structure using materials which by themselves would not cause the waste from such work to be hazardous waste but such work nonetheless creates a hazardous waste, documentation related to such waste shall bear a generator identification number issued to the contractor and shall also cite in the remarks block a generator identification number issued to the Navy. The contractor shall sign the generator certification on the Uniform Hazardous Waste Manifest whenever use of the manifest is required for disposal. The contractor shall obtain SUPERVISOR's concurrence with the categorization of the wastes as co-generated before completion of the manifest. Manifests prepared shall be presented to the SUPERVISOR for completion after the hazardous waste has been identified.
3.3 If the contractor, while performing work at a Government facility, cannot obtain a separate generator identification number from the state in which the availability will be performed, the contractor shall notify the SUPERVISOR within three business days of receipt of written notification by the state. After obtaining approval of the SUPERVISOR, the contractor shall use the Navy site generator identification number and insert in the remarks block the contractor generator identification number issued for the site where his main facilities are located.
3.4 If, for availabilities at a contractor-owned or controlled facility, the Navy cannot obtain a separate generator identification number for use at a contractor facility, the Navy shall notify the contractor within three business days of receipt of notification by the state. The contractor shall dispose of hazardous waste in accordance with 2.1, 2.2, and 3.2.3.

3.5.1 Provide zero dollars for managing and disposing of all
hazardous waste listed in 3.5. Total cost greater or less than above dollar amount will be the subject of an equitable adjustment.
3.6 Submit one legible copy, in approved transferrable media of a report identifying type, amount, and disposal cost of waste listed in 3.5 that was removed during the performance of this Job Order to the SUPERVISOR.
3.6.1 The report shall include analysis or other method used to identify the waste and state whether each listed waste was hazardous (with generator assignment), non-hazardous, or did not exist.
3.6.1.1 Chemical analysis shall be accomplished by laboratories with state or EPA approved quality assurance programs.
3.6.2 The contractor shall make an effort to minimize hazardous waste generation by reducing the volume or toxicity by neutralizing, recycling, or otherwise removing it from the requirements of Subtitle C of 2.1 and include a description of such efforts in the report.
3.7 Nothing contained in this Work Item shall relieve the contractor from complying with applicable federal, state, and local laws, codes, ordinances, and regulations, including the obtaining of licenses and permits in connection with hazardous waste handling and disposal in the performance of this contract.
4. NOTES:
4.1 The waste listed in 3.5 is based on the best information available at the time of preparation of the solicitation. Hazardous waste generated during the actual performance of the work may vary in type or amount from waste listed in 3.5 which may result in renegotiation for credit or increase pursuant to Paragraph (b) of 2.4. The contractor is expected to use best management practice to identify and dispose of all hazardous waste. ome of the substances listed in 3.5 may be neutralized, recycled, or otherwise removed from the requirements of Subtitle C of
2.1. Inclusion of these substances in the waste listed in 3.5 does not preclude the contractor from taking action consistent with 2.1 to reduce or eliminate the hazardous constituents of any waste required to be disposed of under the contract in accordance with 2.2. Processes that add hazardous constituents to the bilges may require that bilge water be disposed of as a hazardous waste.
4.1.1 The types and amounts of wastes listed in 3.5 are estimates of waste to be disposed of under this contract as required by 2.4. They are not estimates of the amount of the work involved in generating

that waste. The work requirements of each individual Work Item specify the actual work to be accomplished.
4.2 Hazardous wastes are determined by one or more of the following methods:
4.2.1 Chemical analysis which shows that the material
characteristics of ignitability, corrosivity, reactivity, and/or toxicity (Toxicity Characteristic Leachate Procedure - TCLP) exceed the limits for that material in 40 CFR 261.20 Subpart C.
4.2.2 Reference to a Material Safety Data Sheet (MSDS), or
4.2.3 Applying knowledge of the hazardous characteristics of the waste in light of the materials or the process used.
4.3 Asbestos, bilge water, oil/water including sludge, debris and other contaminants, sludge which includes solids and sludge from ballast tanks, CHT tanks, voids, oily waste tanks, fuel ballast tanks, fuel oil tanks, skegs (West coast), PCB's (Maryland), etc., apply only in those states listing them as hazardous waste. When an availability is to be performed in a state where these items are hazardous waste, an estimate of the amount to be generated shall be included in 3.5.

3.1 Remove existing and install new port and starboard engines (Honda part number BAPJ-1200116 and BANJ-1200284) for the craft listed in 1.3, using 2.2 through 2.21 and manufactures instructions for guidance.
3.1.1 Remove existing and install new port and starboard engine cable protective hoses. Template exact size, length and configuration from existing boat conditions.
3.1.2 A certified Technical Representative shall update the engines software to the current version.
3.2 Remove existing engine control cables, gauges, engine harnesses, engine GPS antenna, and associated hardware and install new for the craft listed in 1.3.
3.2.1 All harnesses installed shall be procured in accordance with appropriate length for boat. No connections shall take place in bilge bottom.
3.2.2 Technical Representative shall update the display software to the current version.
3.3 Remove existing steering wheel, steering tilt helm pump, power steering pump and hydraulic hoses and install new steering wheel, cap, and steering tilt helm pump and hydraulic hoses using the same size and type of that removed for the craft listed in 1.3, in accordance with manufacturer’s instructions. Template exact size, length, configuration and location from existing boat conditions.
3.3.1 All hoses installed shall be procured in accordance with appropriate length for boat. No connections shall take place in bilge bottom.
3.3.2 Fill and bleed the hydraulic steering system and refill to proper level with new steering fluid in accordance with manufacturer’s instructions.
3.4 Dress and secure all engine and steering control system hoses/cables throughout the boat, including chaffing protection at all penetrations for each vessel listed in 1.3.
3.5 Installation, setup and pre-delivery inspections of Honda engine related work shall be completed by an onsite certified Honda technician for the craft listed in 1.3.
3.6 Drain, clean, ventilate, and inspect fuel tank on the craft listed in 1.3.
3.6.1 Clean interior surfaces free of loose rust, dirt, grease, lint and other foreign matter.
(V)(G) "CLEANLINESS INSPECTION"
3.7 Inspect fuel tank cleaned in 3.6 for SSPC-SP1 Cleanliness.
3.7.1 Upon completion of cleanliness inspection, blank all tank openings until final installation of fuel system fittings, hoses and hardware to prevent foreign object entry.
3.8 Remove existing and install new fuel lines, fittings, filters, gauges, gaskets and filter housings using the same size and type of that

removed for the craft listed in 1.3.1 This includes but not limited to fuel fill cap, sounding rod, fuel vent, fuel supply, fuel fill hoses, hose clamps, cable clams, fuel gaskets, water filter separator housings and filters, fuel shut-off valves, gauges, carbon canister and fuel tank fittings.
3.9 Double CRES 316 stainless steel hose clamps shall be installed at any hose to fitting connection for the oil and fuel system for the craft listed in 1.3.
3.10 Dress and secure all fuel and oil system hoses throughout the boat, including chaffing protection at all penetrations for the craft listed in 1.3.
3.11 All fuel and oil hoses shall be templated from existing, shall meet appropriate length for vessel and continuous from fitting to fitting for the craft listed in 1.3. No connections shall take place in bilge bottom.
(V)(G) "FUEL TANK PRESSURE TEST"
3.12 After fuel tank installations are complete, accomplish a pressure test for the craft listed in 1.3. Pressure test fuel tank to 2 PSI, holding pressure for 10 minutes. Pressure shall not exceed 2.5 PSI.
Allowable Pressure drop: NONE. Apply a soapy solution that is non-corrosive and non-toxic solution to inspect for leakage. Inspect all seams and attachments for leakage. Record test results.
3.12.1 Upon successful completion of the tank test, all tank
fittings shall be blanked until final installation of fuel system fittings, hoses and hardware has been completed to prevent foreign object entry into the fuel system.
(V)(G) "FINAL VISUAL INSPECTION"
3.13 Completion walk thru with the SUPERVISOR prior to accomplishing Customer waterborne trials, for the craft listed in 1.3. Contractor shall have all work and discrepancy work list complete, all electrical/electronic, and steering, propulsion equipment and safety systems tested satisfactory prior to waterborne Customer Trials.
3.13.1 Submit one legible copy, in hard copy or approved
transferrable media, of a report listing results of the requirements of 3.13 to the SUPERVISOR within 3 days of waterborne trials.
(V)(G) "WATERBORNE/SEA TRIALS"
3.14 Accomplish a waterborne/sea trial for the craft listed in 1.3 to verify all work has been accomplished successfully and all systems/components are operating properly. 3.15 Upon completion of a SATISFACTORY waterborne/sea trial clean and degrease the bilge. Thoroughly wash-down the craft and bilge with soap and fresh water, rinse the seawater from all components. Flush engine cooling system with freshwater after each water trial has been performed.

3. REQUIREMENTS:
3.1 The Government shall deliver and pick up craft via trailer to and from the Contractor facility.
3.1.1 The Government shall deliver the craft identified in 1.3.1 within 72 hours after the awarding of contract.
3.1.2 The Contractor shall place the craft on jack stands and keel blocks upon receipt of craft.
3.1.3 The Contractor shall be responsible for the craft from the time of receipt, till the delivery of the craft to the Government.
3.2 Upon receiving custody of the craft listed in 1.3.1 from the activity, complete Part A of 2.1. Submit one copy, in approved transferrable media to the SUPERVISOR, within 24 hours after receiving the craft.
3.3 After returning custody of the craft listed in 1.3.1 to the activity, complete Part B of 2.1. Submit one copy, in approved transferrable media to the SUPERVISOR, within 24 hours after delivery of the vessels.
3.3.1 The Contractor shall be responsible for delivery to and from boat launch, for all necessary sea trials to prove all work has been completed in accordance with the requirements of each Work Item within the availability.

3. REQUIREMENTS:
3.1 Upon delivery of the craft listed in 1.3.1 to the contractor’s facility, the contractor shall accomplish a complete visual inspection of the craft, installed machinery, equipment, hull and structures for discrepancies, damage and/or missing items, within the first 10 days of the start of the availability using 2.2 and 2.8 through 2.25 as guidance.
Record results.
3.1.1 Submit one legible copy, in a hard copy or approved
transferrable media, of a report listing the results of the requirements of 3.1 to the SUPERVISOR within 3 days of inspection completion.
3.1.1.1 The report shall describe in detail each discrepancy, damage, and/or missing items, including exact location.
3.2 Provide with new (One EA) Utility Boat Trailer.
3.2.1 Manufacture, Float-On Boat Trailers. Templet from the
following trailer information. CAG 3D6Y0, PNO 73-0009, SEQ 40YBF27215F000544. Carpeted bunks arranged for Edgewater Power Boats 25 Foot Utility Boat, tow attachment to be 3 inch Lunette eye, surge disc brakes, HD drop leg jack, HD winch/strap and with spare tire and mounting bracket.
3.3 Remove existing rub rails and install new in its entirety, using
2.18 as guidance.
3.4 Accomplish the following preservation for the craft identified in 1.3.1.
3.5 Record the existing periphery lines, exact locations, painted stenciling, and colors and dimensions of painted coatings, and non-skid deck covering on each exterior surface from keel to the top of the console.
3.6 Shroud the entire DRYBERTH areas to contain debris and airborne contaminants generated by surface preparation and painting for the craft.
3.7 Accomplish the preservation to hull exterior above and below waterline, deck surfaces, console exterior, transom and all other gel coated surfaces not receiving non-skid deck covering for painting, in accordance with 2.3 through 2.7.
3.7.1 Colors shall be in accordance with recorded scheme listed in 3.3.
3.7.2 Replace all label plates and placards in its entirety using
2.21 and the report submitted in paragraph 3.1.1.
3.7.3 Accomplish degreasing/cleaning prior to surface preparation.

(V)(G) "CLEANLINESS"
3.7.3.1 Ensure that the surface is free of contaminants in
accordance with SSPC-SP 1 of 2.7.
3.7.4 Surface preparation shall be accomplished by using high pressure wash to remove marine growth and loose light paint or touch-up, in accordance with 2.4, paragraph 631-5.2.6, or to ensure all surfaces to be painted are properly prepared, achieve a minimum of 95 % surface abrasion using a minimum of 320 grit sandpaper.
(V)(G) "SURFACE PREPARATION"
3.7.4.1 Verify surface preparation for the coating systems used in accordance with the manufacturer's instruction identified in 2.6.
(V)(G) "PRELIMINARY HULL/STRUCTURAL INSPECTION PRIOR TO PAINTING"
3.7.5 Accomplish a preliminary hull & structural inspection prior to painting and after surface preparation of areas listed in 3.5 for structural integrity, deterioration, pitting, cracks, areas of damage or distortion and surface blemishes.
3.7.5.1 Submit a report in approved transferrable media, listing type, extent and locations of defects found in 3.5.5 to the
SUPERVISOR.
3.7.5.2 Accomplish a total of 20 square foot of fiberglass
repairs located at the hull, deck, console and console access doors using the report submitted in 3.5.5.1 for guidance and in accordance with 2.5.
(V)(G) "COATING INSPECTION FOR EACH COAT (CONSISTS OF COATING THICKNESS,
HOLIDAYS, AND CLEANLINESS)"
3.7.6 Accomplish WFT / DFT measurements of each paint coat applied.
A gage shall be used to verify the application of proper paint thickness for each paint coat in accordance with 2.6.
(V)(G) "FINAL HULL/STRUCTURAL INSPECTION AFTER PAINTING"
3.7.7 Accomplish a final preservation and structural inspection upon preservation completion. Paint application shall be like-new finish, contains a high uniform gloss, with no signs of holidays, runs, sags, chips, swirls, surface defects, orange peel texture, and or surface contaminants present.
3.8 Remove existing and install new in its entirety, each non-skid deck covering and apply Safety Walk edge sealing compound in accordance with
2.3 and 2.4.
3.9 Accomplish cleaning and buff/polish to all gel coat areas of each
