About this file

This document provides questions and answers regarding a solicitation to replace chillers at Building J00100 on Joint Base Lewis-McChord. The solicitation calls for installing two new primary chilled water pumps, connecting the new chiller controller to the base's network operations center switch located in Room B158, and using BACnet protocol for communication between the chiller accessories unit and other building automation system components instead of LONworks. Warranties on new equipment will cover parts only for five years on compressor assemblies. The agency issuing this solicitation is the Department of the Army Materiel Command Mission and Installation Contracting Command at Joint Base Lewis-McChord.

b. Are there going to be new Secondary CW Pumps? No Existing building secondary pumps will remain

c. Are there going to be new Sec Pump VFDs? No, existing will remain

2. Attachment 2 SOW 1.4.2.9 references control drawings in Attachment 1.

a. Attachment 1 is about OPSEC? There is confusion between the IFB Attachments and the SOW Attachments. Per the SOW there is an Attachment #1 BLDG J0100 As-Builts.

b. SOW References I/O points list, is it provided? Attachment #1 J0100 As Builts includes the points.

3. Attachment 2 SOW 1.4.2.9 indicates connection to JBLM NEC Switch.

a. For estimate purposes, how far away is the NEC Switch? Comm Rm is B158.

There is an existing comm wire from the ASI computer to the comm rm that maybe reused. See revised as-builts with Rm 158 location.

b. Location of switch is important to get conduit runs and any required core drills into estimate. Noted

4. Attachment 2 SOW 1.4.2.9 indicates the JACE will be controlling the chillers, isolation valves, Primary and Secondary Pumps.

a. Is a LON Trunk to the Chiller required from the JACE? No LON wire but there is existing 18 AWG wire that maybe reused. The SOW will be changed to BACnet protocol to all the use of the 18 AWG wire.

i. Length of wire and underground conduit to chiller is a consideration.

ii. OR Can hard points be used?

b. 1.4.2.5 of SOW says “Pumps will be controlled by the chiller”. I will revise the statement to read “The chiller (primary) pumps shall be controlled by the chiller if a requirement by the selected chiller manufacturer.

c. Can JACE I/O be used for control points or is a new LONWORKS DDC Controller required? Install new BACnet chiller controller.
