EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL

AND OPEN COMPETITION HAS NOT BEEN DEVELOPED OR ARE NOT AVAILABLE.

The informational data required to complete the repairs is the sole property of Wartsila Defense Inc. The Statement of work requires that the Prime contractor makes the repairs using proprietary data supplied by the manufacturer. Wartsila Defense Inc has control over their proprietary data drawings etc

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY

BARRIERS TO COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED.

The only other option would be for government to eliminate the Tech Rep requirement and accept the risk of allowing general laborers to work on the equipment without technical guidance or oversight. USCG will continue to conduct market research;

however, without proprietary technical information described above, obtaining full and open competition is not realistic. The Coast Guard cannot require any vendor to release proprietary information.
